                  <text>Minutes of the Board of Trustees
Village of Sleepy Hollow
A work session of the Board of Trustees of the Village of Sleepy Hollow was held on Tuesday,
July 31, 2012 at 7:00 P.M. at Village Hall, 28 Beekman Avenue, Sleepy Hollow, New York.

Mayor Wray called the work session to order at 7:15 p.m.
VILLAGE ENGINEER - Dolph Rotfeld updated the Board on some ongoing water projects.
The Greenburgh emergency inter-connection is completed and is awaiting approval from the
County Health Department. The ultra-violet treatment plant is in the design stage. Work may
begin in 6 months. The water main leading to Kingsland Point Park is old and in poor condition.
Mr. Rotfeld recommends installing a new line closer to the bathhouse.
HEARING OFFICER - The Board reviewed a memo from Chief Camp regarding the hiring of a
hearing officer per the PBA contract. A hearing officer is needed to preside over a 207.C hearing
to determine if an officer is fit for duty. Discussion ensued.
UPDATED MEETING SCHEDULE - Mayor Wray announced the August Board meeting
schedule. There will be a Board meeting on August 14 and a work session on August 21.
CODE REVISIONS - The Board discussed code revisions. A list of code related questions was
prepared by Trustee Lobato-Church and distributed to the Board. Village Attorney Janet
Gandolfo addressed each question. Mayor Wray also had some questions. Discussion ensued.
HAZARD MITIGATION PLAN - The Board reviewed a memo from the Village Administrator
that summarized the bid results for a hazard mitigation plan. Mr. Giaccio is recommending that
the Board go with the low bidder, which was Cashin Associates in the amount of $32,000. The
cost will be entirely covered by a FEMA grant.

�TREE APPEALS - The Board continued a review of a request made by Edward Monks to
appeal a tree committee decision denying the removal of a catalpa tree located on 222 North
Washington Street. Several Board members had the opportunity to see the tree in question.
Discussion ensued.
The Board continued a review of a request made by Lauren Gaul and Raul Moras to appeal a tree
committee decision denying the removal of an oak tree located on 465 Monroe Avenue. Several
Board members had the opportunity to see the tree in question. Discussion ensued.
SPECIAL SESSION
On a motion made by Trustee Campbell and seconded by Deputy Mayor Wompa and carried
unanimously the Board moved into special session.
Motion was made by Trustee Campbell and seconded by Trustee MacFarlane to overturn a tree
committee decision denying the removal of a catalpa tree located on 222 North Washington
Street. Motion passed 4-0.
Motion was made by Trustee Campbell and seconded by Trustee MacFarlane not to overturn a
tree committee decision denying the removal of an oak tree located on 465 Monroe Avenue.
Discussion ensued. The motion was withdrawn due to abstentions by Deputy Mayor Wompa
and Trustee Lobato-Church.
On a motion made by Trustee Campbell and seconded by Trustee MacFarlane and carried
unanimously, the Board moved out of special session.
At 9:55pm the meeting was adjourned
