                  <text>Minutes of the Board of Trustees
Village of Sleepy Hollow
A work session of the Board of Trustees of the Village of Sleepy Hollow was held on Tuesday,
September 18, 2012 at 7:00 P.M. at Village Hall, 28 Beekman Avenue, Sleepy Hollow, New
York.

Mayor Wray called the work session to order at 7:00 p.m.
FIRE DEPARTMENT REQUESTS ^ Fire Chief Billy Ryan requested permission from the
Board to auction off a retired fire apparatus. The apparatus is being replaced by a newer model.
The minimum auction price is $25,000. Discussion ensued. Chief Ryan also gave an overview
of his department's capital project requests.
ST TERESA'S REQUEST - Reverend Pevalta from St. Teresa's Church introduced himself to
the Board and made a request to hold a Church procession this Saturday. The Board discussed
the request.
SPECIAL SESSION
On a motion made by Trustee Campbell and seconded by Trustee Carr and carried unanimously
the Board moved into special session.

�On a motion made by Trustee Lobato-Church and seconded by Trustee Campbell and carried
unanimously, the Board moved out of special session.
POLICE TRAINING REIMBURSEMENT - The Board reviewed a memo from Chief Camp
requesting tuition reimbursement for a training class that Officer Kmiotek attended. The cost of
the tuition is $60. Mayor Wray asked that a resolution on this be on the next Board meeting
agenda.
EMERGENCY NOTIFICATION PROCEDURES ^ Mayor Wray asked Mr. Giaccio to research
an emergency notification system. Mr. Giaccio is going to explore the idea of doing a joint bid
with other municipalities.
AWARD BID FOR MAPPING PROJECT - The Board reviewed a recommendation made by
Mike Ritchie of Dolph Rotfeld Engineering, to award a bid for a strom water mapping project.
Mayor Wray asked that a resolution on this be on the next Board meeting agenda.
MAYOR'S COMMENTS - Mayor Wray reported on the recent water main breaks that the
Village had this past weekend. Mayor Wray commended Rich Gross and the Water Department
for their work in restoring full water service to the residents.
HIRE AFTER-SCHOOL PROGRAM COUNSELOR - Mr. Giaccio explained to the Board why
it is necessary to hire another counselor for the after-school program.
SPECIAL SESSION
On a motion made by Trustee Campbell and seconded by Trustee MacFarlane and carried
unanimously the Board moved into special session.

On a motion made by Trustee Lobato-Church and seconded by Trustee Campbell and carried
unanimously, the Board moved out of special session.
HAUNTED HAYRIDE DATES ^ The Board discussed adding a third night for the haunted
hayride. Trustee Campbell provided the Board with a proposed budget for the event. Discussion
ensued. The consensus on the Board was to add the third night.
PAPER STREETS - Village Attorney, Janet Gandolfo lead the discussion on paper streets.
Paper streets are streets that were originally mapped by the Village, but were never constructed.
Ms. Gandolfo talked about one paper street (Philipse Avenue), which has caused some issues
with the Building Department. The problem is that some home owners have been permitted to

�encroach on this area, while others have been denied. Ms. Gandolfo feels the issue should be
rectified. Discussion ensued.
CAPITAL BUDGET - Village Treasurer, Sara DiGiacomo summarized the department heads
requests for capital expenditures. A list of these requests is attached. Lieutenant Bueti outlined
the Police Department's requests. Rich Gross described the requests made by DPW.
At 9:30pm the meeting was adjourned
