Present: Mayor Kenneth G. Wray Deputy Mayor Karin Wompa Bruce Campbell Jennifer Lobato-Church Susan MacFarlane Evelyn Stupel Barbara Carr Trustees Also Present: Anthony Giaccio, Village Administrator Sara DiGiacomo, Village Treasurer Sean McCarthy, Village Architect Greg Camp, Police Chief Janet Gandolfo, Village Attorney Mayor Wray called the work session to order at 7:00 p.m. SAFE ROUTE'S TO SCHOOL'S GRANT INFORMATIONAL MEETING - Village Administrator, Anthony Giaccio summarized the proposed Safe Routes to Schools grant application to install a new traffic signal at Beekman Avenue and Washington Street. Superintendent of the Tarrytown School District, Howard Smith informed the Board that the School fully supports the proposed application and said that the project is of "top priority". Police Chief, Greg Camp provided the Board with a traffic study that demonstrates the high volume of vehicles and pedestrians that travel through this intersection. Chief Camp said that the current traffic device is inadequate. Public comments were solicited by the Mayor. David Hodgson of Sleepy Hollow made an appeal to the Village Board to endorse this project. Mr. Giaccio read a letter from David Bedell of Sleepy Hollow that supports this grant application. The Village Board discussed the matter and unanimously supported the project CAPITAL PROJECTS - The Village Board continued its discussion on capital projects. Information technology consultant Wayne Frick made recommendations to the Board. The Board discussed parking meters with the Police Chief TRAFFIC ISSUES - Trustee Lobato-Church raised several traffic issues facing the Village. The Board discussed whether or not parking should be allowed on Bellwood Avenue for the upcoming Halloween events. The Board asked Chief Camp to allow parking only on the Southside of Bellwood Avenue. Discussion ensued. VILLAGE BOARDS AND COMMITTEES - Trustee Lobato-Church asked why the Committee's were made up of three members instead of one. Discussion ensued. �SPECIAL SESSION On a motion made by Trustee Lobato-Church and seconded by Trustee Stupel and carried unanimously the Board moved into special session. SEE ATTACHED RESOLUTION On a motion made by Trustee Carr and seconded by Trustee Campbell and carried unanimously, the Board moved out of special session. APPOINT PART-TIME FINANCE PERSON - Ms. DiGiacomo submitted a memo to the Board requesting the hiring of a part-time finance person. Discussion ensued. SNOW AND ICE AGREEMENT - The Board reviewed a draft snow and ice agreement with the New York State Department of Transportation. AFTER SCHOOL PROGRAM - THIRD CHILD DISCOUNT - The Board discussed giving a third child discount for the after-school program. The Board agreed that this would only be for Sleepy Hollow residents. Discussion ensued. SET PUBLIC HEARING FOR SENIOR TAX EXEMPTION - The Board discussed setting a public hearing for a senior citizen tax exemption. The proposed date is October 26. CODE REVISIONS - The Board continued its discussion on code revisions. The public hearing on code revisions is on-going and public comments are encouraged. SANITATION RECOMMENDATIONS - Trustee Stupel made some recommendations regarding the sanitation schedule and fees. The recommendations include having a trial period for one day a week pick-up, charging a fee for bulk pick-up and charging a move-out fee. Discussion ensued. Mayor Wray asked for more information before a decision is to be made. EXECUTIVE SESSION On a motion made by Trustee Wompa and seconded by Trustee Carr and carried unanimously the Board moved to executive session to discuss personnel and legal matters. On a motion made by Trustee Carr and seconded by Trustee Campbell and carried unanimously, the Board moved out of executive session.
