Present: Mayor Kenneth G. Wray Deputy Mayor Karin Wompa Bruce Campbell Jennifer Lobato-Church Susan MacFarlane Evelyn Stupel Barbara Carr Trustees Also Present: Anthony Giaccio, Village Administrator Greg Camp, Police Chief Janet Gandolfo, Village Attorney Rich Gross, General Foreman Mayor Wray called the work session to order at 7:00 p.m. PAID EMERGENCY MEDICAL TECHNICIANS - Shelley Robinson, First Lieutenant of the Sleepy Hollow Volunteer Ambulance Corps, submitted a draft proposal related to paid Emergency Medical Technicians (attached). The proposal contained several options for the Board to consider. Discussion ensued. Trustee MacFarlane asked if the idea of contracting with a paid ambulance company was ever discussed. Ms. Gandolfo said that the Village had a paid ambulance company in the 90's. Trustee Lobato-Church outlined the possible directions the Village could go in including, keeping the Corps completely volunteer, hiring paid EMT's, having an independent Corps separate from the Village and contracting with a professional ambulance company. Mayor Wray reminded the Board that paid EMT's is not in the budget and requested more data related to calls as well as financial report from the Treasurer. Chief Camp said that approximately 10% of the calls go to mutual aide. Trustee Wompa requested a report from the third party billing company. The Board asked the administrator to find out what other communities do. Mayor Wray referred the matter to the Public Safety Committee and said that the discussion will continue at the next Village Board meeting. SPECIAL SESSION On a motion made by Trustee Lobato-Church and seconded by Trustee Stupel and carried unanimously the Board moved into special session. SEE ATTACHED RESOLUTION �On a motion made by Trustee Carr and seconded by Trustee MacFarlane and carried unanimously, the Board moved out of special session. EXECUTIVE SESSION On a motion made by Trustee Lobato-Church and seconded by Trustee MacFarlane and carried unanimously the Board moved to executive session to discuss legal matters. On a motion made by Trustee MacFarlane and seconded by Trustee Carr and carried unanimously, the Board moved out of executive session. CODE REVISIONS - The Village Board continued its discussion on code revisions. Trustee Stupel made recommendations on how to deal with structures in the street. Discussion ensued The Board agreed that the current code can address this issue. Trustee Stupel also asked if the Board would consider removing the section of the code that requires that new certificate of occupancies be obtained before the sale of a single family home. The Board agreed. The Board also agreed that electric leaf blowers should have the same restrictions as gas leaf blowers. The Mayor pointed out that there have been no public comments for several weeks and that the Board should consider closing the public hearing next week. Trustee Lobato-Church and Trustee MacFarlane noted that some of their written comments have yet to be discussed. Trustee Lobato-Church went over some outstanding items from chapter one including the ethics code as it relates to volunteers, residency requirement for employees, alarms, amusement devices, animals and bicycling on sidewalks. Discussion ensued. At 10:00pm the meeting was adjourned Respectfully submitted, ( Anthony Giaccio Village Administrator �Meeting Date: Resolution No: 11/20/2012 11/141/2012 Resolution of the Mayor and Board of Trustees of the Village of Sleepy Hollow Authorizing the Sale of (1) 1991 E-One Pumper Fire Apparatus for the Sum of $1.00 Whereas, the Village of Sleepy Hollow ("Sleepy Hollow") currently owns a 1991 E-One Pumper Fire Apparatus; and Whereas, the Board of Trustees has determined the apparatus is surplus equipment and no longer serves a useful purpose for the Village; and Whereas, the Village has attempted to sell said apparatus via sealed bids and publication on EBay; and Whereas, no inquiries were received; and Whereas, the Mayor and Board of Trustees are desirous of ensuring that the apparatus serves a useful purpose; and Whereas, the Fire Department of Broad Channel, New York, lost its apparatus in Hurricane Sandy. Now, therefore, be it resolved, that the Board of Trustees of the Village of Sleepy Hollow hereby approves the sale of said apparatus to the Broad Channel Volunteers, Inc. for the sum of $1.00.
