Present: Mayor Kenneth G. Wray Bruce Campbell Barbara Carr Karin Wompa Evelyn Stupel Jennifer Lobato-Church Susan MacFarlane Trustees Also Present: Anthony Giaccio, Village Administrator Janet Gandolfo, Village Attorney Sean McCarthy, Village Architect Mayor Wray called the work session to order at 7:30 p.m. MAYOR'S ANNOUNCEMENTS - Mayor Wray had opening remarks and informed the audience that public comments were permitted. TRUSTEE REPORTS Trustee Carr gave a Finance Committee report. The operational budget was adopted in the spring and the capital budget was recently approved. Items approved in the capital budget included two new police cars, replacement vehicles for the DPW, Route 9 streetscape project, ambulance building repairs and a new generator for the senior center. Trustee Carr mentioned the sale of the old fire truck to Broad Channel, New York. Trustee MacFarlane gave a Recreation Committee report. There are many new senior citizen programs and special events being offered by the Village. Trustee MacFarlane distributed a listing of these activities to the audience (Attached). Volunteers are needed for the New Year's Day community meal and the chess club. Trustee Campbell gave a Communications Committee report. The Committee is working on creating a public access channel as well as a more efficient emergency notification system. Improvements have been made to the Village's website. Trustee Campbell also gave a report on Halloween. The Village is partnering with local organizations like The Sleepy Hollow Cemetery, Chamber of Commerce and Historic Hudson Valley to increase tourism. Tourism & Halloween events are growing each year. �Deputy Mayor Wompa gave a report on the Administration Committee. The Village Board is getting close to adopting the updated Village code. When completed, the code will be available on-line. Deputy Mayor Wompa reported on downtown revitalization. The facade grant program has been very successful and tree grates were installed on Beekman Avenue. The downtown trick or treating event was well attended and Ms. Wompa thanked the Kendal residents for being sponsor. The Downtown Revitalization Corporation is working on the Village's calendar and the Route 9 streetscape project should begin this spring. Trustee Stupel gave a Safe Housing Committee report. Increased enforcement of illegal housing has been going on for nearly four years and has yielded positive results including increased revenue from fines. These efforts have contributed to downtown revitalization. Trustee Stupel gave a Public Works Committee report. The DPW has spent much of the last few weeks dealing with the aftermath of Hurricane Sandy. Trustee Lobato-Church gave a Public Safety Committee report. The Committee meets each month. Currently there is discussion regarding hiring emergency medical technicians to work with the ambulance corps volunteers. Trustee Lobato-Church mentioned that donations for Hurricane Sandy were sent along with the old fire truck. The new orange fire truck went into service last night. The fire department provided holiday safety tips for the audience. Trustee Lobato-Church announced that a non-profit organization known as the Friends of the Sleepy Hollow Lighthouse will soon be formed. This organization will help raise money for lighthouse renovations. Mayor Wray introduced the staff. Mayor Wray gave an update on General Motors, River's Edge and the Water Tank project. MT. PLEASANT IMA FOR AMBULANCE SERVICE - Mr. Giaccio provided the Board with a draft inter-municipal agreement with the Town of Mt. Pleasant for ambulance services. The Board had some questions. Trustee Lobato-Church suggested amending one portion of the agreement. Discussion ensued. COUNTY IMA FOR POLICE TRAINING - Mr. Giaccio provided the Board with a draft inter-municipal agreement with Westchester County for police training. Mayor Wray requested that a resolution on this be put on the next Board meeting agenda. CODE REVISIONS - Mayor Wray summarized the process of revising the village code and mentioned that the public hearing has been closed. The Board has 60 days from the close of the public hearing to adopt the revisions. �PUBLIC COMMENTS - Jean Macintosh asked about the work going on in the Manors, the fatality on Route 9 and the storm damage. Mayor Wray responded. - Cobb Stewart wanted to know where Sleepy Hollow tourists can spend the night. Currently there are no hotels or bed and breakfasts in Sleepy Hollow. - Jane Beers asked about General Motors. Mayor Wray replied. - Frank Occhipinti asked about public comments at work sessions, the water leak on County House Road and the water tank. - Mario Belenich wants a second public comment period during Board meetings and questioned the use policy for the senior center. At 9:00 p.m. the meeting was adjourned. Senior Activities at the James F. Galgano Senior Center, 55 Elm Street The Senior Group meets on the 1st and 3rd Mondays of the month at 12:30. Free exercise classes are offered on Tuesdays at 11:30 and Fridays at 10:15. On Wednesdays the Walking Club meets at 9:30 and there is a Computer Class at 10 a.m. On Thursdays there is Ceramics Class twice a month. On Friday the Knitting Group meets at 1 p.m. 2013 Community Events January 1 - Community Meal at Galgano Center. January 26 - Volunteer Fair at Galgano Center.
