Present: Mayor Kenneth G. Wray Deputy Mayor Karin Wompa Barbara Carr Bruce Campbell Jennifer Lobato-Church Evelyn Stupel, Trustees Absent: Susan Macfarlane, Trustee Also Present: Anthony P. Giaccio, Village Administrator Paula A. McCarthy Tompkins, Village Clerk Sara A. DiGiacomo, Village Treasurer Janet Gandolfo, Village Counsel Richard Gross, Village General Foreman Sean E. McCarthy, Village Building Inspector Gregory Camp, Police Chief At 7:03 p.m. Mayor Wray called the meeting to order with a pledge to the flag and a moment of silence for Catherine Kadnar of Sleepy Hollow, the tragic victim of a recent car accident, Josephine Capossela, Jerrilyn A. Conrad, Armando Di Biase and Alyce Norbet Charles Coqueran, all longtime residents of North Tarrytown and Sleepy Hollow. The Fire Chief and several members of the Broad Channel Fire Department in Queens NY addressed the Mayor and the Board of Trustees and thanked them for their support and generous donation of Fire Engine 87 of Columbia Hose Co No 3. This Engine will replace the one their community lost during Super Storm Sandy. Mayor Wray stated that it was the right thing to do and fortunately the Village was in a position to assist them with the loss of their fire truck; all Board members concurred. Approval of Warrants: Trustee Carr moved seconded by Trustee Campbell to approve the warrant as submitted and authorized the Treasurer to pay the bills in the total of $2,194,257.89 Approval of Minutes: The Minutes for December 11, 2012 were tabled at this time for further review. Trustee Campbell moved, seconded by Trustee Lobato-Church to approve the Minutes of December 18, 2012 as submitted, subject to minor typographical errors. Vote: Unanimous. �Mayor announcempntg; Mayor Wray announced that he will be making two new appointments later on in the meeting. Trustee Reports: Trustee Carr - reported that the finance committee will meet soon. Trustee Campbell - Reported that the Village's website was hacked into but quickly fixed Trustee Campbell also reported that the Village has been awarded a grant for Halloween marketing in the amount of $60,000. The Communications Committee is working on establishing an electronic community board for event notices and will use PEG monies. Deputy Mayor Wompa - reported that the fagade grant has come to an end and many businesses took the opportunity to apply and were granted the following fundsBridgeview Restaurant $10,000.00; J&G Deli $51,747.50; Las Americas Deli $9 750 00Moon River Restaurant $6,750.00; Mahopac Bank (ramp) $57,140.00; Post Office $24,612.00; Morse School Park $25,000.00; Streetscapes - trash and tree wells $18 899 85 and several others. ' Deputy Mayor Wompa also reported that the 2013 Village calendar has been mailed to all residents and thanked all the merchants that sponsored it. Trustee Stupel - reported on behalf of the Building Department; Housing court is scheduled for January 24^ 2013, and inspections are ongoing. Trustee Stupel also reported on behalf of Public Works: Christmas trees are still being picked up every day. Village Parks are opened, but there are no restrooms in use The recent water main breaks on County House Rd and Hemlock Dr. have been repaired. Trustee Lobato-Church -reported that everyone involved with the recent tragic events in our Village worked great together and she profusely thanked everyone. While battling tears and a heavy heart, Trustee Lobato-Church was sincerely grateful to all, including all police officers, fire and ambulance members and county personnel as well. Mayor Wray was also very grateful to the Police, Fire and Ambulance Departments for their great efforts and hard work under the sad circumstances. �Administrator's Report: Mr. Giaccio reported that AECOM has completed the first phase of the Duracell clean-up project. Seven properties were remediated. Work will resume in the spring. AECO|v| plans to remediate 25 more properties next year. General IMotors is continuing its dredging project. Friends of the Westchester County Parks have offered to assist with the lighthouse fundraising efforts. The sink hole at the corner of Hemlock Dr. and Freemont Rd. has been repaired. The third annual New Year's Day community meal at the Senior Center was a huge success and many people came out to help. Special thanks to all the volunteers including Rich Gross Jack Tornello, Rocco Martello and his daughter. Counseling is going to be provided for all emergency personnel who responded to the recent tragic incidents in Webber Park. Trustee Lobato-Church asked if counseling is available for residents. Mr. Giaccio reported that the Village has been awarded two grants. One is a Halloween marketing grant in the amount of $60,000 and one is a Safe Route's to School's grant in the amount of $220,000 to be used for a new traffic signal on Beekman Avenue. Trustee Carr asked if there's matching funds for the two grants. Mr. Giaccio responded no. Public Comments: There were no public comments. Resolutions: (see attached) Mayor announcements: Mayor Wray appointed Lois Weiss to the Environmental Advisory Committee and Anthony DelVecchio to the Planning Board. Old Business: Trustee Wompa asked how the Con Edison project in the Manor is coming along. Mr. Giaccio responded that it is still an ongoing project. Trustee Campbell asked about the recent water main break. Mr. Giaccio responded that the two recent water main breaks have been repaired Trustee Carr, Trustee Campbell and Trustee Stupel began discussions regarding a future budget and a comprehensive plan for the water main infrastructure. Mayor Wray suggested that the respected committees begin discussing this matter. �Communications: Village Clerk announced that the County's shredder will be in Sleepy Hollow on January ig'*" between 10am and Ipm, available to all Sleepy Hollow residents.
