Present: Mayor Kenneth G. Wray Deputy Mayor Karin Wompa Bruce Campbell Jennifer Lobato-Church Susan MacFarlane Evelyn Stupel Barbara Carr Trustees Also Present: Anthony Giaccio, Village Administrator Janet Gandolfo, Village Attorney Greg Camp, Police Chief Sean McCarthy, Village Architect Rich Gross, General Foreman Robin Pell, Recreation Supervisor Mayor Wray called the work session to order at 7:00 p.m. CODE REVISIONS - The Village Board discussed code revisions. The discussion started with the tree policy. Shelley Robinson from the Tree Commission made recommendations and answered questions from the Board. Discussion on the code was tabled until later in the meeting. NORTH EAST RECREATION AGREEMENT The Board reviewed a draft inter-agency agreement with North East Recreation to provide special recreation services. The Board had some questions. Recreation Supervisor responded and endorsed the program. A resolution on this will be prepared for next week's Board meeting. ST. PATRICK'S DAY PARADE -- The Board reviewed a request from the St Patrick's Day Parade Committee to hold the 17"" annual St. Patrick's Day Parade on March 10, 2013. A resolution on this will be prepared for next week's Board meeting. RECREATION REPORT - Recreation Supervisor, Robin Pell gave a recreation report. Mrs. Pell reported on the holiday event and gave an overview of the basketball program, sports camps, and^upcoming summer drop-in camp. Baseball and Softball registration will be held on February 2" and February The after-school program is going well. Two i-pads were donated and are being used for homework help. There was a discussion about renting out the bathhouse pavilion. Trustee MacFarlane said the Recreation Advisory Committee will be �making a recommendation about the pavilion rental policy to the Village Board. Trustee Canasked about the fee for gym space. Mrs. Pell responded. SPECIAL SESSION On a motion made by Deputy Mayor Wompa and seconded by Trustee Carr and carried unanimously the Board moved into special session. SEE ATTACHED RESOLUTION On a motion made by Trustee Carr and seconded by Trustee Lobato-Church and carried unanimously, the Board moved out of special session. ENGINEER AND PLANNING SERVICES - Mayor Wray reported that proposals have been received for engineering and planning services. Mayor Wray invited the Board to review the proposals and make recommendations. COUNSELING ANNOUNCEMENT Trustee Lobato-Church announced that there will be a group counseling session on Thursday, January 24, 2013 from 7:00-8:30pm at Village Hall. The counseling will be provided by Phelps Hospital in response to the recent tragic events that occurred in the Village. Individual counseling will also be provided by Phelps. An interpreter will be available. GUN CONTROL RESOLUTION - Trustee MacFarlane started a discussion on gun control. Trustee MacFarlane asked the Board to approve a resolution that supports stricter gun laws to be sent to County, State and Federal representatives. Trustee MacFarlane also suggested that the Board request that the County no longer have gun shows. Discussion ensued. EXECUTIVE SESSION At 8:28pm on a motion made by Trustee Carr and seconded by Trustee Stupel and carried unanimously the Board moved into executive session to discuss legal matters. At 8:52pm, on a motion made by Trustee Lobato-Church and seconded by Trustee Stupel and carried unanimously, the Board moved out of executive session. �CODE REVISIONS - The Village Board continued its discussion on code revisions. Trustee Lobato-Church mentioned a few items that were unresolved. They included code items related to bicycles, slaughters houses, volunteers and animals. Discussion ensued. At 9:05pm the meeting was adjourned Respectfully submitted, Anthony Oiaecio Village Administrator �Meeting Date: Resolution #: 01/15/2013 01/06/2013 Resolution of the Board of Trustees of the Village of Sleepy Hollow Hiring Temporary Recreation Staff WHEREAS, a need for recreation staff for the after-school program is necessary until the end of the school year; and WHEREAS, Laura Smutek's seasonal status ends on January 18th and; WHEREAS, the recreation supervisor, Robin Pell, has recommended that Laura Smutek is hired on a temporary basis to fill this position; NOW, THEREFORE, BE IT RESOLVED that the Board of Trustees of the Village of Sleepy Hollow hereby approves Laura Smutek to be hired on a temporary basis, up to six months, in the Department of Recreation at a salary rate of $12.00 per hour, effective immediately under the direct supervision of the Recreation Supervisor. Be It Further Resolved that said appointment is subject to the approval of the Westchester County Department of Human Resources and a probationary period of twelve to fifty two weeks.
