Present: Mayor Kenneth G. Wray Deputy Mayor Karin Wompa Barbara Carr Bruce Campbell Susan MacFarlane Jennifer Lobato-Church Evelyn Stupel, Trustees Also Present: Anthony P. Giaccio, Village Administrator Paula A. McCarthy Tompkins, Village Clerk Sara A. DiGiacomo, Village Treasurer Janet Gandolfo, Village Counsel Richard Gross, Village General Foreman Sean E. McCarthy, Village Building Inspector Gregory Camp, Police Chief At 7:12 p.m. the Mayor called the meeting to order with a pledge to the flag, and a moment of silence for Theresa Gorski of Sleepy Hollow, the recent victim of domestic violence. Mayor Wray stated that the Board of Trustees met for an executive session earlier to discuss upcoming negotiations with union representing Sleepy Hollow police officers. Michael Brusseau from Cashin & Associates addressed the Mayor and the Board of Trustees and explained the process and purpose of the Hazard Mitigation Plan. The Hazard Mitigation Plan is developed by the Federal Emergency Management Agency (FEMA). Its purpose is to prevent loss of life and property. Potential hazards include natural disasters, floods, tornados, earthquakes and contamination. Vulnerable locations include bridges, Indian Point, schools, hospitals, group homes, nursing homes and daycare centers. A committee is appointed to assist in identifying this information and to do an inventory plan. Representatives from Phelps Hospital, the Tarrytown School District, Town of Mt. Pleasant and the County have been asked to assist this committee. Mayor Wray asked if the EMS inventory includes an evaluation. Mr. Brusseau stated that the committee will work with the Fire Dept., EMS and Police Depts. to determine if there are enough personnel. Mr. Giaccio explained that in order to get FEMA monies, the plan has to be consistent with FEMA guidelines. Mayor Wray stated that the public may send written comments or suggestions to the Village Clerk's office. Mayor Wray solicited comments at this time. �Mr. Don Cateano of Lawrence Avenue addressed the Mayor and the Board and stated that the committee should discuss what they will need, and not waste any time. There were no other comments. Mayor Wray closed the informational meeting at this time. Approval of Warrants: Trustee Carr moved seconded by Trustee Campbell to approve the warrant as submitted and authorized the Treasurer to pay the bills in the total of $374,487.02. Vote was unanimous. Approval of Minutes: Trustee Carr moved, seconded by Trustee Campbell to approve the minutes of December, 2012 as submitted, subject to minor typographical errors. Trustee MacFarlane abstained. Vote: 5-0-1 Trustee Lobato-Church moved, seconded by Trustee Stupel to approve the minutes of January 2013 as submitted, subject to minor typographical errors. Vote was unanimous. Trustee Reports: Trustee Carr - reported that the Finance Committee will meet next week. The budget review process is starting now and the Treasurer and the Administrator will meet with the Mayor after all Dept. Heads review their requests. Trustee MacFarlane - reported there will be a Winterfest on the first snowy Saturday in February. There will be hot cocoa and cider, sled race, and a snowman contest. The Recreation and Parks Committee discussed a rent fee for events at the Katherine Davis Pavillion, and suggested a $500 fee for residents and $950. for non-residents. The committee also recommended renewing the leases with the current tenants. Park to park days were discussed once again and a request has been made to GM to see if it is possible to do every Saturday between Memorial Day and Labor Day. The James Galgano Center will be looking for bids for an 80" TV set, instead of a projector. Trustee Campbell - reported that the Communications Committee discussed an electronic community board for outside of Village Hall and possibly near Morse School to display event notices. This would eliminate all the signs hanging on the fences. Other locations such as the Senior Center, Kendal, and the other schools have been considered as well. A presentation will be given to the BOT in February. �Deputy Mayor Wompa Deputy Mayor Wompa met with Fiona Hodgson regarding more fagade grants tliat may be available this year. Two bike racks will be installed soon on Beekman Avenue. Trustee Stupel - reported on Building and Safe Housing. The next court date is the 24'^ with 18 cases to be heard. Inspections are ongoing. Trustee Stupel also reported on the Dept. of Public Works: brush and Christmas trees are still being picked up. Potholes are being filled in on Village roads. Trustee Lobato-Church - Reminded everyone about the counseling session scheduled for Thursday the 24th and stated that the public health and safety committee is going to meet on 1/23/13 to demo Blackboard Connect, a mass notification system. A recommendation will be made to the Board. Administrator's Report: See attached Public Comments: Mario Belanicli of North Washington Street stated that the proposed code changes should not be approved this evening in order to give the public a chance to review it. Don Cateano of Lawrence Avenue addressed the Mayor and the Board of Trustees and asked if he could discuss the upcoming caucus. Mayor responded that the Board meeting is not the appropriate place to discuss politics. Resolutions: (see attached) R-1 Declare Lead Agency R-2 Approve Code Revisions R-3 Approve Inter-Agency Agreement with North East Recreation R-4 Approve St. Patrick's Day Parade R-5 Firearm's Responsibility Resolution R-6 Acknowledge Actions of the Ambulance Corps R-7 Establish Committee for Hazard Mitigation Plan R-8 Set Grievance Day Discussion ensued amongst Board members regarding the approval of code revisions prior to voting. Trustee MacFarlane suggested not changing the Certificate of Occupancy code regulations for one family home. Trustee Stupel and Deputy Mayor Wompa disagreed. Trustee Campbell was undecided and Trustee Lobato-Church suggested referring back to Sean McCarthy's expertise. Mr. McCarthy addressed the Mayor and the Board of Trustees and explained that inspections of one family home require a check off inventory list and he is in favor of continuing this practice, which also assists with addressing safety measures such as defected or lack of carbon monoxide and smoke detectors. He stated that in the City of Yonkers, an architectural plan is required for homes without a Certificate of Occupancy. �Mayor referred to the livestock code regulation and asked for a discussion regarding chickens. Village Attorney Janet Gandolfo explained that livestock is only allowed the RlZoning. Trustee Carr stated that some people like growing chickens and having fresh eggs. Discussion ensued. (See attached Code Revision resolution) l^ayor Wray stated that the Board had been reviewing the proposed code changes for well over a year and that the public had been continuously kept informed of the Board's discussions, including keeping the public hearing open for several months. Once the public hearing was closed, the Board must act on the proposed changes within a certain time period. Failure to do so would mean that another public hearing would be necessary before the Board could vote on any of its proposed changes. Trustee Lobato-Church expressed her displeasure with the gun control resolution as it was presented. She noted that she had deliberately requested the proposed language well in advance of the meeting to give the wording careful consideration and this did not happen. Trustee Lobato Church said that she was for gun control measures, but that the wording of the resolution needed to be further discussed. Consequently, Trustee Lobato-Church abstained from voting on the resolution. Mayor Wray also expressed his disapproval of the resolution presented. Discussion ensued (see attached Firearms' Responsibility Resolution) Old Business: Mayor Wray asked the Board of Trustees to review the Planning and Engineering RFP's for a future decision. New Business: Trustee MacFarlane asked about the rental fee schedule for the Katherine Davis Bathhouse. She also asked about parking fees and renewal for the leases. Trustee Carr suggested keeping the same renters. Trustee Campbell suggested discussing parking fees. Discussion ensued. Communications: Village Clerk reported that the distracted driving class on January was well attended by employees and volunteers. There is another class scheduled for February for Work Place Violence and Sexual Harassment. Mayor Wray reported that Mr. Richard Piano requested that a light pole be replaced by the Horsemen Bridge near the Dutch Church. �Mayor Announcements: Mayor Wray announced there will be a Work Session meeting next week, January 29'^ At 9:50pm, on a motion by Trustee Carr, seconded by Trustee Campbell, the meeting was adjourned.
