Present: Mayor Kenneth G. Wray Deputy Mayor Jennifer Lobato-Church Bruce Campbell Susan MacFarlane Glenn Rosenbloom Karin Wompa Evelyn Stupel, Trustees Also Present: Anthony Giaccio, Village Administrator Janet Gandolfo, Village Attorney Greg Camp, Police Chief Rich Gross, General Foreman Sean McCarthy, Village Architect Sara DiGiacomo, Village Treasurer Mayor Wray called the work session to order at 7:00 p.m. PLANNING BOARD REQUEST - Mayor Wray tabled a discussion on site plan approval for one and two family homes because the Planning Board Chairman was unable to attend the meeting. CAPITAL PROJECTS - The Board discussed the proposed capital projects. Trustee Wompa started the discussion. Each Committee Chair was asked to outline their respective department's requests. Deputy Mayor Lobato-Church summarized the requests made by the Police Department, Fire Department and Ambulance Corps, Trustee Rosenbloom outlined the requests related to the Recreation Department and Trustee Stupel outlined the requests related the Department of Public Works. There was also a discussion about other Village projects including the bulkhead. Sara DiGiacomo answered questions from the Board. PART-TIME FINANCE PERSON - Sara DiGiacomo made a request to the Board to hire a part-time employee to fill a vacancy in the finance department. The position was advertised and interviews were conducted. �SPECIAL SESSION On a motion made by Trustee Campbell and seconded by Deputy Mayor 1 .obato-Church and carried unanimously the Board moved to special session. Motion was made by Trustee Wompa and seconded by Trustee Stupel to approve hiring a parttime employee for the finance department (resolution attached). The motion passed 6-0. On a motion made by Deputy Mayor Lobato-Church and seconded by Trustee MacFarlane and carried unanimously the Board moved out of special session. SENIOR CENTER USAGE - The Board discussed the usage policy for the senior center. Josephine Galgano, President of the North Tarrytown Seniors, was involved in the discussion. No action was taken. TEMPORARY HANDICAP SPACE - The Board discussed a request made by Louis A. Buzzeo, MD to have a temporary handicap space installed on Clinton Street. SPECIAL SESSION On a motion made by Deputy Mayor Lobato-Church and seconded by Trustee Rosenbloom the Board moved to special session. Motion was made by Deputy Mayor Lobato-Church and seconded by Trustee Wompa to approve a temporary handicap space on Cortlandt Street (resolution attached). The motion passed 6-0. On a motion made by Deputy Mayor Lobato-Church and seconded by Trustee MacFarlane and carried unanimously the Board moved out of special session. VIDEO EQUIPMENT - Trustee MacFarlane gave an overview of the plan to purchase video equipment and a community bulletin board. Due to the cost of the video equipment, the project will have to go out to bid. The bulletin board can be purchased as long as three quotes are provided. SPECIAL SESSION On a motion made by Trustee Wompa, seconded Trustee Stupel and carried unanimously the Board moved to special session �Motion was made by Trustee Wompa and seconded by Trustee Stupel to award the community bulletin board bid to Net Soft Solutions in the amount of $9,529. The motion passed 6-0. On a motion made by Tru.stee Wompa and seconded by Trustee Stupel and carried unanimously the Board moved out of special session. MEETING LOCATION CHANGE - The Board agreed to hold the September 10, 2013 Village Board meeting at Kendal on Hudson. EXECUTIVE SESSION At 10:25 p.m., on a motion made by Trustee Wompa and seconded by Deputy Mayor LobatoChurch and carried unanimously the Board moved to executive session to discuss legal matters. At 11:04 p.m., on a motion made by Trustee Wompa and seconded by Trustee Stupel and carried unanimously the Board moved out of executive session. At 11:05 p.m. The meeting was adjourned.
