Present: Mayor Kenneth G. Wray Deputy Mayor Jennifer Lobato-Church Bruce Campbell Susan MacFarlane Glenn Rosenbloom Evelyn Stupel Karin Wompa, Trustees Also Present: Anthony P. Giaccio, Village Administrator Paula A. McCarthy Tompkins, Village Clerk Sara DiGiacomo, Village Treasurer (left at 7:20pm) Janet Gandolfo, Village Counsel (in at 7:15pm) Sean E. McCarthy, Village Building Inspector Gregory Camp, Police Chief At 7: 03 p.m. Mayor Wray called the meeting to order with a pledge to the flag. Dennis Chilemmie of the Leukemia & Lymphoma Society addressed the Mayor and the Board and thanked them for their support, presenting the Mayor with an appreciation plaque. Approval of Warrants: Trustee Campbell moved; seconded by Deputy Mayor Lobato-Church to approve the warrant as submitted and authorize the Treasurer to pay the bills in the total of $542,277.87 It was unanimous. Trustee MacFarlane stated that the signs made for the bulkhead were inaccurate. Approval of Minutes: Trustee Stupel moved, seconded by Trustee Wompa to approve the Minutes of July 30th, 2013, subject to minor typographical errors. It was unanimous. Deputy Mayor Lobato-Church moved, seconded by Trustee Wompa to approve the minutes of August 13, 2013, subject to minor typographical errors. Trustee Rosenbloom abstained. Vote: 5-0-1 Deputy Mayor Lobato-Church moved, seconded by Trustee Stupel, to approve the minutes of August 20, 2013, subject to minor typographical errors. It was unanimous. Deputy Mayor Lobato-Church moved, seconded by Trustee Rosenbloom, to approve the minutes of 8/20/2013, special meeting, subject to minor typographical errors. It was unanimous. �Deputy Mayor Lobato-Church moved, seconded by Trustee Stupel to approve the minutes of September 3, 2013, subject to minor typographical errors. Trustee Wompa abstained. Vote: 5-0-1 Trustee Wompa moved, seconded by Trustee Stupel to approve the minutes of September 17th, 2013, subject to minor typographical errors. Trustee Campbell abstained. Vote 5-0-1 Mavor Announcements: Mayor Wray announced that the Oktoberfest celebration is this coming Saturday, September 28th, and all are welcome to attend. Trustee Reports: Trustee Rosenbloom - reported that Oktoberfest and the "Share" adventure event will take place this Saturday at Kingsland Point Park. Registration is still available. There will be a series of "walk &talk" events in October lead by Dr. Friedman, and sponsored by the Village of Sleepy Hollow Recreation Department; anyone may attend. Trustee MacFarlane - reported that a bid for the video equipment has been accepted, and the new website's front page has been approved. The next step is for the Department Heads to have meetings with the website designer regarding content and web pages for their areas. Trustee MacFarlane disclosed that, with regard to the bulkhead at the River Walk Park, that she lives in Ichabod's Landing, which borders the park, and that her husband is the President of Ichabod's Landing Board of Managers. She further stated that she has requested the Village Attorney to provide an opinion regarding whether she should recuse herself from voting on capital budget funding to restore the bulkhead, given recent developments. Trustee Campbell - reported that Halloween events are being planned and advertising continues, including the Journal News, the Hudson Independent and the Patch. Trustee Campbell thanked Mr. Giaccio for all his hard work. The committee is still looking for sponsors. The tourism website, which has become more popular this year, is www.visitsleeDvhollow.com . The Intergovernmental Committee has met with the Village of Tarrytown to discuss sharing services in Public Works. The committee will report back to the Board in the near future. Trustee Wompa - reported that the Finance Dept. is undergoing their yearly audit, and will be meeting with the Treasurer to discuss capital budget requests over the last 3 years. Collection letters for Village Taxes arrears will be going out soon. The Downtown Revitalization will meet with the Morse School's principal to discuss the vegetable garden maintenance. The Village calendar is in the works for 2014. The IMA with Kingsland Point Park will be reviewed to update terms of the current contract. �Trustee Stupel - Reported on Safe Housing; there are 16 cases on the calendar for this coming Thursday, and inspections of residential and commercial properties are ongoing. Report for DPW: Tree trimming and tree removal is ongoing throughout the Village. Trustee Stupel reminded everyone to bag leaves and keep drain storms clear of leaves and devries, as this may impact drain backups. Deputy Mavor Lobato-Church: Administrator's Report: No report (see attached) Public Comments: Agenda Items Only Mayor Wray opened the meeting to the public and evoked the 5 minute rule. There were no comments at this time. Resolutions: (see attached) Public Comments: James West of Sleepy Hollow Manor addressed the Mayor and the Board of Trustees and suggested he'd like to see a striped crosswalk at the Train Station from stairs to the bridge for pedestrian safety. Alex MacFarlane of Ichabod's Landing, addressed the Mayor and the Board of Trustees and noted that recent comments on the patch mentioned the hesitation of the BOT to repair the bulkhead. He explained that it has been two years since this problem came about. He thanked the Board of Trustees for placing the warning signs and restoring the fence around the bulkhead. Mr. MacFarlane reiterated to the Board on behalf of the Ichabod's landing resident's that repairing the bulkhead sooner than later will address the safety concerns and save the Village substantial money in the future. Ed Rosenbloom of 63 River St., Ichabod's Landing, addressed the Mayor and the Board of Trustees and stated that the bulkhead safety issue should be rectified before the Castle Oil project is completed. Mayor Wray stated that the river walk along side of the river, starting at Horan's Landing and ending at the GM's gate, is opened and will remain open for pedestrian's; and looks forward to continuing this discussion next week at the Work Session. Janet Gandolfo, Village Attorney, stated that the Board of Trustees has received communication from an attorney regarding potential litigation. At 8:05 pm, Mayor asked for a motion to go into executive session to discuss a legal matter Deputy Mayor Lobato-Church moved; seconded by Trustee Stupel to go into executive session. �At 8:43 pm, Trustee Wompa moved, seconded by Trustee Campbell to move out of executive session. Mayor Wray stated that a discussion regarding a potential legal matter took place but no action was taken. At 8:45pm, on a motion by Trustee Campbell, seconded by Deputy Mayor Lobato-Church the meeting was adjourned. Paula A.
