Present: Mayor Kenneth G. Wray Deputy Mayor Jennifer Lobato-Church Karin Wompa Bruce Campbell Susan MacFarlane Glenn Rosenbloom Evelyn Stupel Trustees Also Present: Anthony Giaccio, Village Administrator Janet Gandolfo, Village Attorney Rich Gross, General Foreman Greg Camp, Police Chief Sean McCarthy, Village Architect Mayor Wray called the work session to order at 7:05 p.m. KENDAL ON HUDSON SPECIAL PERMIT - Village consultants Vince Farrandino, Steve Mafia and James Natarelli were in attendance to update the Board regarding Kendal-onHudson's amended special permit application. Mr. Farrandino summarized the resolutions that the Board will have to pass in order to approve the special permit. If the Village Board approves the project, it will then be reviewed by the Planning Board. Much of the discussion revolved around the trail between Birch Close and Kendal on Hudson. CAPITAL PROJECTS - The Board discussed the proposed capital projects. There was a long debate over which projects should be funded. Chief Camp was asked to speak about the need for police vehicles. No action was taken. AMBULANCE CORPS IMA - The Board discussed an inter-municipal agreement between the Village and the Town of Mt. Pleasant to provide ambulance service for Pocantico Hills. Mayor Wray requested that a resolution on this be placed on the next Board meeting agenda. MONITORING VILLAGE PROJECTS - Deputy Mayor Lobato-Church provided the Board with a list of village projects that have either started or have been proposed. Deputy Mayor Lobato-Church believes that a better job should be done to monitor the progress of these projects. Discussion ensued. FIRE DEPARTMENT OPEN HOUSE - The fire department made a request to have house on October 5, 2013 in front of Village Hall as part of fire prevention week. �FIRE DEPARTMENT CONSULTANT - Chris Scelza was in attendance to represent the fire department. The fire department has asked permission to hire a consultant that will identify the needs of the fire department with regards to equipment and apparatus. The cost of the consultant is $9,500. In February of 2010, a report was done by the Insurance Services Office that determined the Village's public protection classification for insurance purposes. Mayor Wray requested that a copy of this report be sent to the Village Board for review. MARKETING PLAN - Mr. Giaccio provided the Board with a Halloween marketing plan. The Village received an empire state development grant in the amount of $60,000 from New York State to market the Halloween season. The plan includes a television commercial, brochures, television and radio airtime, coupon books, website improvements and print ads. HAUNTED HAYRIDE PRODUCTION COMPANY - The Board discussed a proposal from Animatronics to produce the haunted hayride show. A request for proposal was sent out and Animatronics submitted the only proposal. SPECIAL SESSION On a motion made by Trustee Wompa and seconded by Deputy Mayor Lobato-Church and carried unanimously the Board moved to special session. On a motion made by Trustee Wompa and seconded by Trustee Campbell and carried unanimously the Board approved the final payments for the marketing grant (resolution attached) On a motion made by Trustee Campbell and seconded by Deputy Mayor Lobato-Church and carried unanimously the Board approved retaining Animatronics of Mt. Kisco, New York to produce the haunted hayride show (resolution attached) On a motion made by Trustee Wompa and seconded by Trustee Stupel and carried unanimously the Board moved out of special session. At 9:10 p.m. the meeting was adjourned.
