Present: Mayor Kenneth G. Wray Deputy Mayor Jennifer Lobato-Church Bruce Campbell Glenn Rosenbloom Evelyn Stupel Karin Wompa, Susan MacFarlane, Trustee Also Present: Anthony P. Giaccio, Village Administrator Paula A. McCarthy Tompkins, Village Clerk Janet Gandolfo, Village Counsel Sean E. McCarthy, Village Building Inspector Gregory Camp, Police Chief At 7:05 p.m. Mayor Wray called the meeting to order with a pledge to the flag. Mayor Wray and Trustee Rosenbloom introduced the 2013 traveling baseball champs, "The Horsemen"; coached by Sean McCarthy and Assistant Coaches Rob Bishop, Filberto Veras; several players were present. The players presented their coach with a new baseball bat signed by each player as a thank you for a great baseball season. Mayor Wray signed and gave each of the players a new baseball. Congratulations to the Horsemen and their coaches. Public Hearinq(s): Senior Tax Exempt Mayor Wray opened the meeting to the public and evoked the 5 minute rule. The Village Clerk read the public notice out loud for the record. Mr. Fred Gross, Village Assessor, addressed the Mayor and the Board and explained how the real property tax law works and who is eligible. December 31, 2013 is the deadline for filing an application. The maximum income to receive the minimum discount is $37,399.99. A "Sliding Scale" is used to determine the exemption percent, (between 50% and 5%). NYS has not changed the "Sliding Scale" income ranges in four years. Qualification is based on the applicants' 2012 Income. The applicant's Federal Income Tax Form 1040 is the basis to determine "Income". If the applicant didn't file a 2012 Federal 1040 then the applicant must provide other proof of income received. This local law has been in place for many years. There were no comments from the public at this time. �Deputy Mayor Lobato-Church moved to close the public Hearing, Trustee MacFarlane seconded. It was unanimous. Stop Signs on Riverside Drive: Mayor Wray opened the meeting to the public and evoked the 5 minute rule. The Village Clerk read the public notice out loud for the record. Trustee Campbell stated that there is a stop sign already in place and asked about road bumps to slow down traffic. Trustee Rosenbloom stated that there are stop signs in that area but an additional one may be needed. Trustee Worn pa and Trustee Stupel stated that speeding is a concern in that area. Deputy Mayor Lobato-Church recommended having a public hearing to address the speeding concern in this area. There were no comments from the public at this time. Trustee Campbell moved, and Trustee Stupel seconded to close the Public Hearing. Approval of Warrants: Deputy Mayor Lobato-Church moved, seconded by Trustee Rosenbloom to approve the warrant as submitted and authorize the Treasurer to pay the bills in the total of $166,174.99 It was unanimous. Approval of Minutes: Deputy Lobato-Church moved, seconded by Trustee Rosenbloom to approve the Minutes of September 24, 2013, minor typographical errors. It was unanimous. Mayor Announcements: Mayor Wray announced he will be making an appointment to the tree committee. �Trustee Reports: Trustee Rosenbloom reported on Parks & Recreation, and thanked everyone who helped make the Oktoberfest celebration a great success; special thanks to Becky Zifchoke and James West for making "Share" which is a family adventure, a profound success, Halloween's brochure has 21 events happening this month; everyone should participate, tourist and residents as well. Six events that are produced and co-produced by the Village of Sleepy Hollow; the 10K run & one mile run for children will take place on 10/19, and all may come in costume! Also, on 10/19, The Village of Sleepy Hollow Recreation will be having pumpkin painting and children hayrides at Kingsland Point Park; and at 1:30 pm sharp there's home football game Sleepy Hollow Horsemen vs Ossining O's. On 10/25 the Children's Halloween festivities will start at 3:30 at Morse School, followed by the block party and haunted hayride on 10/25 & 26 starting at 5pm, tickets are now available online or at Village Hall. On 10/31 there will be a children's Halloween Parade, starting at 5:30pm out of Morse School ending at the Fire House on Beekman Avenue. All are welcome and come in costume. Trustee MacFarlane reported for the Communications Committee and stated that the media equipment should arrived and be installed in 2 weeks; the committee discussed and suggested that the electronic board be installed on the wall outside Village Hall. Trustee Campbell - thanked everyone who has worked on the Halloween Committee and reminded the public that tickets for the upcoming haunted hayride may be purchased online or at Village Hall. Trustee Worn pa - reported that the Children's Halloween festivities will take place on 10/25 starting at 3:30pm at Morse School. They will then go trick or treating to the merchants on the avenue. The DOT grant that is available in the spring will hopefully be used to fix certain areas on Rt 9 by Pierson Avenue and to install possible walkways on Rt 448. The Finance Dept. mailed out reminder letters to all property owners that have Village taxes in arrears. The Downtown Revitalization Committee will be putting together a brochure for local real estate. Trustee Stupe! - reported for Public Work and Building Depts. Tree grinding is completed for the season, and parks facilities are now closed Public Works will be closed on 10/14/13, there will be no garbage pick-up on that day. All Leaves must be bagged, leaving it on the road will cause clogging of the storms drains. �Deputy Mavor Lobato-Church -„reported for Public Health and Safety and thanked the Fire Dept. for the inspection event, which was well attended. The Fire Dept. will host an open House event on 10/12/2013. Deputy Mayor Lobato-Church stated she would like to discuss the Blackboard Connect reverse notification system at the next Work Session. Open House Request Approve Actions of the Ambulance Corps Discussion ensued regarding proposed changes by Trustee MacFarlane to the Special Permit Resolution for Kendal on Hudson. Village Attorney, Janet Gandolfo, explained that the resolution on hand contains reasonable language and conditions upon facts and the applicant has to consider the safety of their residents. Mr. Tung, representative for Kendal on Hudson, addressed the Mayor and the Board of Trustees and stated that, Kendal has offered to open the trail in the spirit of the community and in good faith but their primary goal is to protect their elderly residents. This trail was never opened to the public before, but people informally used it. Old Business: Trustee MacFarlane and the communications committee recommended installing the new electronic board on the wall of Village Hall. Trustee Campbell disagreed, and stated it should be installed as discussed by the previous committee. Discussion ensued. Trustee Stupel asked to have DPW discussions at the next Work Session. �New Business: Mayor Wray asked to have a discussion on the following items at the next Work Session -Trees on Beekman Avenue -Usage of the James Galgano Senior Center Mayor Wray asked for a motion to appoint John Millard of Tarrytown, to the Tree Committee. Trustee Wompa moved, seconded by Deputy Mayor Lobato-Church. It was unanimous. Mayor Wray asked for a motion to approve the Ragamuffin parade and Block Party taking place on Millard Avenue on Sunday, October 27th from 2:pm to 4:pm. Trustee Wompa moved, and Trustee Stupell seconded. It was unanimous. Public Comments: Mayor Wray opened the meeting to the public, and evoked the 5 minute rule: David Hodgson of North Washington Street addressed the Mayor and the Board of Trustees and suggested that the trees on Beekman Avenue should be thoroughly investigated before being removed. At 9:20 pm, Mayor Wray asked for a motion to go into executive session to discuss a personnel matter and a legal matter. Trustee Wompa moved, seconded by Deputy Mayor Lobato-Church. It was unanimous. At 9:44pm, on a motion by Trustee MacFarlane, seconded by Trustee Campbell the Board came out of Executive Session. Mayor Wray stated no action was taken.
