' Present: Mayor Kenneth G. Wray Deputy Mayor Jennifer Lobato-Church Bruce Campbell Evelyn Stupel Glenn Rosenbloom Karin Wompa Trustees Susan MacFarlane (Absent) Also Present: Anthony P. Giaccio, Village Administrator Sara DiGiacomo, Treasurer Rich Gross, General Foreman Greg Camp, Police Chief Janet Gandolfo, Village Attorney Sean McCarthy, Village Architect At 7:15 p.m. Mayor Wray called the meeting to order with a pledge to the flag and a moment of silence for the passing of Karen Brown, Antonia Singer and Mary Cannoles. Approval of Warrants: A motion was made by Deputy Mayor Lobato-Church, seconded by Trustee Rosenbloom to approve warrant 130CT22 in the amount of $475,194.60. Motion carried 5-0. Approval of Minutes: A motion was made by Deputy Mayor Lobato-Church, seconded by Trustee Campbell to approve the June 25, 2013 minutes. Motion carried 5-0. Mayor's Announcements: Mayor Wray held his comments until later. Trustee Reports: Trustee Rosenbloom Trustee Rosenbloom gave a Parks and Recreation report. There were several events this past weekend. The 10k and 1 mile fun run were very successful. Trustee Rosenbloom thanked the Village staff and the Rivertown Runners for a great event. �Homecoming was also this past weekend and Sleepy Hollow beat Ossining 41-32 in football. Approximately 3,000 people were at the game and the "class of 83" were honored. Upcoming Village events include downtown trick or treating, hayride and block party. A meeting with Tarrytown to discuss sharing recreation services is being planned. Trustee Campbell Trustee Campbell reported on Halloween. Plans are going well. Good Day New York will be doing a remote broadcast from Sleepy Hollow on Thursday morning. Residents are asked to be patient with the increased traffic caused by the various events going on in the Village. Trustee Wompa Trustee Wompa reported that over $167,000 has been reimbursed by FEMA for expenses related to Hurricane Sandy. Way finding signs are being chosen as part of the Route 9 Streetscape Project. A sign for Kendal on Hudson may be included with this project. The Finance Committee is working on a plan to collect on delinquent taxes. Various strategies are being discussed including a lien sale, foreclosures and working with the Town of Mt. Pleasant. Trustee Wompa thanked the staff for their work on the capital budget and also thanked Joe Cotter of National Resources for assisting with repairs to the bulkhead. Trustee Stupel Trustee Stupel reported on safe housing. Court will be in session on October 24 with 15 cases. Trustee Stupel gave a report on DPW. Loose leaves can only be put out at the curb. Branches must be tied in bundles and cannot exceed 4 feet in length. Storm Drains are currently being cleaned out. Residents are encouraged to report any street lights that are out. No garbage pick-up on Election Day, November 5. Deputy Mayor Lobato-Church Deputy Mayor Lobato-Church reported for the Health and Safety Committee. The ambulance was on call at the Horseman's Hollow event this past weekend. The Board �should consider whether or not charge a fee for this service. The Village is still trying to get a conference call with the New York State Department of Transportation to address traffic concerns on Route 9 and Route 448. A meeting was held to discuss content for an emergency services manual. The Dutch Festival at the Dutch Church is going on the next two weekends and children can get their picture taken with the headless horseman. Administrator's Report: Remediation work on the ambulance corps building parking lot has begun. The Corps has been temporarily relocated to the senior center while the work is going. After excavation, the water department will install a new sewer drain. The work should be completed within two or three weeks. The staff is in the process of determining how the new Affordable Care Act will affect Village employees. A seminar on the subject will be held at Village Hall at 10:30 on Wednesday, November 13. Mr. Giaccio and Dolph Rotfeld will be meeting with Mt. Pleasant .Town Supervisor Joan Maybury to discuss the water tank. Mr. Giaccio will also ask if the Town is willing to assist with the delinquent tax issue. Mr. Giaccio invited the School Superintendent to the next work session and the Community Opportunity Center to the second work session in November. The Village has received a great deal of press this Halloween season and plans for the upcoming hayride and block party are set. Public Comments: Mario Belanich asked why three resolutions were added to the agenda. He also said that work sessions should not have resolutions. At 8:00, on a motion was made by Trustee Wompa and seconded by Deputy Mayor Lobato-Church and carried unanimously, the meeting was adjourned.
