                  <text>Minutes of the Board of Trustees
Village of Sleepy Hollow
A work session of the Board of Trustees of the Village of Sleepy Hollow was held on Tuesday,
November 5, 2013 at 7:00 P.M. at Village Hall, 28 Beekman Avenue, Sleepy Hollow New
York.

Mayor Wray called the work session to order at 7:00 p.m.
TARRYTOWN SCHOOLS SUPERINTENDENT - School Superintendent Dr. Christopher
Clouette spoke to the Board regarding School issues. Dr. Clouette was hired by the school
district in June and is introducing himself to the Board. The Board showed interest in
collaborating with the School on a variety of projects.
CODE DISCUSSION RELATED TO ONE AND TWO FAMILY HOMES - Planning
Board Chairman Eliot Martone was in attendance to answer questions related to site plan review
for single and two family homes. The Village Board recently changed the code eliminating site
plan review for these properties. The Planning Board has requested this code change be
rescinded. There was a lengthy discussion. No action was taken.
JAMES GALGANO BUILDING USE POLICY - Trustee Rosenbloom summarized a
proposed use policy for the James Galgano Building. The building's primary function will still
be for senior citizens, but community groups will also have the opportunity to use it. The
recreation supervisor will be responsible for scheduling the use of the building. Mayor Wray
asked that a resolution approving this use policy be on the next Board meeting agenda.
STORM WATER MANAGEMENT GRANT APPLICATION - Mr. Giaccio provided the
Board with a draft resolution related to a storm water management grant application. Sleepy
Hollow is part of a storm water management consortium made up of 16 other municipalities.
The consortium has been successful in getting grants to assist with storm water management
compliance. Mayor Wray asked that this resolution be on the next Board meeting agenda.

�IMA WITH WESTCHESTER COUNTY FOR ON-LINE RECORDS - The Board reviewed
a draft inter-municipal agreement with Westchester County that would enable the Village to
access County Clerk records on-line. The agreement is a renewal. The building department,
assessor and finance department frequently utilize this service. Mayor Wray asked that a
resolution to approve this agreement be on the next board meeting agenda.
KINGSLAND POINT PARK IMA EXTENSION - The Board discussed a time extension for
the Kingsland Point Park inter-municipal agreement. The current agreement expired on October
31, 2013. Westchester County made a request to extend the current terms of the agreement after
it was clear a new agreement could not be reached by the deadline. Mayor Wray asked that a
resolution to extend this agreement for four more months be on the next board meeting agenda.

At 9:10 p.m. the meeting was adjourned.
