Present: Mayor Kenneth G. Wray Deputy Mayor Jennifer Lobato-Church Bruce Campbell Susan MacFarlane Glenn Rosenbloom Evelyn Stupel Karin Worn pa, Trustees Also Present: Anthony P. Giaccio, Village Administrator Paula A. McCarthy Tompkins, Village Clerk Janet Gandolfo, Village Counsel Sean E. McCarthy, Village Building Inspector Gregory Camp, Police Chief At 7:01 p.m. Mayor Wray called the meeting to order with a pledge to the flag and a moment of silence for Pat Bucci, Patricia Foley and, Salvatore Minardi. All longtime residents. At 7:03 p.m. Mayor Wray asked for a motion to go into executive session to discuss a personnel matter and a legal matter. Trustee Wompa moved, and Trustee Campbell seconded. It was unanimous. At 7:43 p.m., Trustee Wompa moved to come out of executive session and, Deputy Mayor Lobato-Church seconded. At 7:44 p.m. the meeting was in regular session. Mayor Wray acknowledged all Veterans and thanked all the men and women that continue to serve this country in our military forces. Approval of Warrants: Trustee Wompa moved, seconded by Trustee MacFarlane to approve the warrant as submitted and authorize the Village Treasurer to pay the bills in the total amount of $261,984.84. It was unanimous. A motion was made by Trustee Campbell to review the previous motion. Deputy Mayor Lobato-Church seconded Trustee Campbell's motion. Trustee Wompa made a motion to approve the warrant with the removal of an invoice for Fernandino & Associates, in the amount of $33, 008.60. Deputy Mayor Lobato-Church seconded. It was unanimous. Warrant was unanimously approved for the amount of $228,976.24 �Approval of Minutes: Trustee MacFarlane moved to approve the minutes of October, 1st; 8 th and 15th, 2013, less minor typographical errors. Trustee Rosenbloom seconded. It was unanimous.' Trustee Campbell moved, to approve the minutes of October 22nd, 2013 less minor typographical errors. Trustee Stupel seconded. Trustee MacFarlane abstained. Vote: 5-0-1 Trustee Reports: Trustee Rosenbloom: reported for Parks and Recreation and thanked all the staff and volunteers that assisted with all the Halloween preparations. The after school program has up to 50 children attending and its running smooth. Recreation is gearing up for the tri-county youth basketball. There will be 4 to 6 teams of boys and girls. A productive meeting took place with the Village of Tarrytown to discuss sharing more recreation programs. The next meeting will take place on December 4 th for further discussions. Trustee MacFarlane: reported for the Communications Committee and stated that the new media equipment has been installed. The old equipment will be declared surplus and it will be donated to the Sleepy Hollow High School's PEG Station. Our website is in the process of being redesigned and, contents are being updated and transferred over. Trustee Campbell: reported for the Intergovernmental Committee and stated that merging the two Village's Recreation Depts. would be beneficial to the 23,000 residents of both Villages. Trustee Campbell thanked all the staff for their assistance during the Halloween celebrations, block party and hayride and, will have a meeting in the near future to discuss feeds backs and new ideas. Trustee Worn pa: reported for Finance and Administration Committees and stated the committee met with the Village Assessor, Village Treasurer and Village Attorney to review all accounts that have village tax in arrears. Trustee Wompa also stated she had a discussion with Dr. Clouet, Superintendent of Schools, regarding ideas on how to incorporate the veggie garden into the curriculum at Morse School. The DTR will be looking into a way to market places that are available for sale or rent in the Village. Trustee Stupel- reported for Public Works and stated that loose leaves are being picked up. She also reminded everyone that there will be household garbage pick up the Friday after Thanksgiving Day. �Deputy Mavor Lobato-Church - reported for Health and Safety Committee arid reminded everyone that the leading cause of house fires is heating equipment. A flyer was distributed and emailed to the community from the Fire Dept. regarding safety measures. Deputy Mayor Lobato-Church also stated the consulting for the Fire Dept. apparatus will be doing an assessment on December 4 th to recommend specifications for the Arial device. The blackboard connect system service costs $8700.00; multi-family dwellings are counted separately in that calculation Administrator's Report: See attached Public Comments: Agenda Items Only There were no comments at this time Resolutions: (see attached) Old Business: Trustee Wompa stated that the Halloween block party was a lot of fun and thanked everyone who helped and worked in putting it together. New Business: Deputy Mayor Lobato-Church asked if the list for Village projects may be added for discussion at the next work session agenda. Public Comments: There were no comments at this time.
