Present: Mayor Kenneth G. Wray Deputy Mayor Jennifer Lobato-Church Susan MacFarlane Glenn Rosenbloom Evelyn Stupel, Trustees Karin Wompa (Absent) Bruce Campbell (Absent) Also Present: Anthony Giaccio, Village Administrator Janet Gandolfo, Village Attorney Rich Gross, General Foreman Greg Camp, Police Chief Sean McCarthy, Village Architect Sara DiGiacomo, Treasurer Mayor Wray called the work session to order at 7:00 p.m. COMMUNITY OPPORTUNIY CENTER PRESENTATION - Representatives from the Community Opportunity Center (COC) informed the Board about various programs that are available to Sleepy Hollow residents. The COC currently gets funding from the Village to help support these programs and so the representatives feel it was important to periodically make reports to the Village Board. Discussion ensued. FARMER'S MARKET PRESENTATION - Local residents, Tammy Abraham, Suzanne Sorrentino and Zak Shusterman were in attendance to announce plans for a new farmer's market at Patriot's Park. The group intends on replacing the existing farmer's market with a larger, more community based version. They also said would like to better incorporate Sleepy Hollow by inviting merchants and local organizations to participate. PROCESSION REQUEST - The Board reviewed a request made by St. Teresa's Church to have a procession down Beekman Avenue on December 14, 2013 at 2:00. Mayor Wray asked that a resolution on this be placed on the next board meeting agenda. SURPLUS AUDIO EQUIPMENT - The Communications Committee has recommended that old video equipment be donated to the School. The Village recently purchased and installed new video equipment and has no use for the older equipment. Mayor Wray asked that a resolution on this be placed on the next board meeting agenda. �ROUTE 9 STREETSCAPE PROJECT GRANT CONTRACT - Mr. Giaccio informed the Board about a grant contract for the Route 9 streetscape project. Mayor Wray asked that a resolution authorizing the Mayor to sign this contract be on the next board meeting agenda. SAFE ROUTES TO SCHOOLS GRANT CONTRACT - Mr. Giaccio informed the Board about a grant contract for the safe route's to schools intersection project. Mayor Wray asked that a resolution authorizing the Mayor to sign this contract be on the next board meeting agenda. PENSION ADJUSTMENT - Ms. DiGiacomo informed the Board of the cost related to changing pension plans for two police officers. Ms. DiGiacomo said that the additional cost can be paid for through the operating budget or amortized over ten years, but recommends it be amortized. The Board requested interest rate information before a decision is made. EMS CONSULTANT - Deputy Mayor Lobato-Church recommended hiring a consultant to analyze the way the Village provides emergency medical services. The Public Safety Committee has discussed trying to come up with a long term sustainable plan for the ambulance corps and believes that a consultant can assist in this area. Discussion ensued. NO RIGHT ON RED REQUEST - Deputy Mayor Lobato-Church suggested that the Board pass a resolution supporting "no right on red" signs at Hudson Terrace and Phelps Hospital The resolution would then be sent to the New York State Department of Transportation for review Mayor Wray asked that a resolution on this be put on the next Board meeting agenda. MONITORING VILLAGE PROJECTS - Deputy Mayor Lobato-Church recommended keeping a list of Village projects that would be periodically updated. The list would be used to track projects to make sure they are accomplished in a reasonable timeframe. Discussion ensued. CODE REVISIONS - The Board discussed code revisions being proposed by the Village Clerk and the Village Architect. Village Architect, Sean McCarthy provided the Board with a list of proposed changes and answered questions from the Board. The lengthy discussion ensued. EXECUTIVE S E S S I O N Motion was made by Trustee Rosenbloom, seconded by Deputy Mayor Lobato-Church and carried unanimously to go into executive session to discuss personnel matters. Motion was made by Trustee MacFarlane, seconded by Trustee Rosenbloom, and carried unanimously to go out of executive session. At 9:45 p.m. the meeting was adjourned.
