I will have about 50 family members and friends attending that mass. The purpose of the mass is to celebrate the coming Jesus Christ as we do every year. After mass I have planned to do a small procession which will be from St. Teresa of Avila starting at 2:30pm and heading down Beekman Ave. to the VFW Building (which has been rented already) I wanted to ask if perhaps a patrol car could help us get from St. Teresa of Avila church to the V F W Building safely. The procession would only last no more than 15 minutes. Please let me know if this would be possible or not. The project, assigned PIN number 8761.15 by the Department of Transportation, includes the installation of a new traffic signal, including pedestrian signals, at the intersection of Beekman Avenue and North Washington Streetand WHEREAS, the funding under Title 23 U.S. Code, as amended, calls for the costs of the program to be borne at the ratio of 100% Federal funds and 0% non-federal funds; and WHEREAS, the agreement covering preliminary engineering and non-infrastructure work IS ready for execution, where under the Village of Sleepy Hollow is required to pay all preliminary engineering and non-infrastructure expenses up front and then apply to the Department of Transportation for reimbursement of the 100% to be covered by the grant. Clerk, Village of Sleepy Hollow �Meeting Date: 11/26/2013 Resolution #: 11/167/2013 Resolution of the Board of Trustees of the Village of Sleepy Hollow Authorizing Submission of Grant Application for a Tree Inventory and Management Plan WHEREAS, the Village of Sleepy Hollow wishes to establish and maintain healthy trees for their air and water quality benefits, energy savings, economic development, environmental health, and to enhance the quality of life for village residents; and WHEREAS, the Tree Committee wishes to develop a tree inventory and management plan, which will inventory existing trees and potential planting spaces, providing information that can be graphed, mapped and evaluated to get a picture of the age, species, health and geographic distribution of the village's "community forest", as well as specific information for individualized tree care, including hazard tree identification. Data can be used to understand the impacts of the trees on environmental issues, water quality, air quality, urban heat island effects and storm water management, as well as the impacts possible with planting new trees in strategic sites. The management plan would advise on insects and diseases currently present in the Village's trees, remedial action possible, pruning work to maintain the trees, the removal of specific trees that may present a hazard and recommend tree species for future planting. The management plan would thus support budget planning; and WHEREAS, the New York State Department of Environmental Conservation recommends prevention, which advances safety and controls municipal budgets, by using correct planting and pruning techniques to help trees grow strong and healthy. Strong trees are less likely to lose branches or come down during storms. If maintained correctly they can also last as many as 40 years longer. The tree management plan includes information on correct planting, pruning and maintenance; and WHEREAS, the New York State Department of Environmental Conservation's Urban and Community Forestry Grant Program has been identified as a funding source appropriate for the development of a tree inventory and tree management plan; and WHEREAS, this grant program, funded by the New York State Environmental Protection Fund, requires no match for a tree inventory or tree management plan. NOW, THEREFORE, BE IT RESOLVED that Kenneth Wray, Mayor of the Village of Sleepy Hollow, is hereby authorized to file an application for funds from the New York State Department of Environmental Conservation in accordance with the provisions of Round 12 of the Urban and Community Forestry Grant Program in an amount not to exceed $25,000, and upon approval of said request to enter into and execute a project �agreement with the State for such financial assistance to inventory the Village's trees and develop a tree management plan.
