Present: Mayor Kenneth G. Wray Deputy Mayor Jennifer Lobato-Church Bruce Campbell Susan MacFarlane (in at 7:25pm) Glenn Rosenbloom Evelyn Stupel Karin Wompa, Trustees Also Present: Anthony P. Giaccio, Village Administrator Paula A. McCarthy Tompkins, Village Clerk Sara DiGiacomo, Village Treasurer Janet Gandolfo, Village Counsel Sean E. McCarthy, Village Building Inspector Gregory Camp, Police Chief Richard Gross, General Foreman At 7:02 p.m. Mayor Wray called the meeting to order with a pledge to the flag and a moment of silence for longtime residents Oliverio Ojito and Jovanna Minnardi, and for Sue Vallo and Eric lannarelli of Tarrytown. Public Hearing; Hours of Operations for Barber Shops and other Similar Establishments in the Village: Mayor Wray opened the meeting to the public and evoked the 5 minute rule. The Village clerk read the notice aloud for the record. Ricky Cabrera Spanish translator for Mr. Fernandez addressed the Mayor and the Board of Trustees and stated that Mr. Fernandez would like more time to submit additional information to the Board so that the Board may make the right choices to benefit the Village and his business as well. He stated that Mr. Fernandez is upset and concerned about a recent article regarding his barber shop on the Hudson Independent. Deputy Mayor Lobato-Church asked what other information would be necessary to address this. Mayor Wray said that all information should be submitted by next week. There were no further comments at this time. Mayor adjourned the meeting until the following week. �Approval of Warrants: Deputy Mayor Lobato-Church moved, seconded by Trustee Wompa, to approve the warrant as submitted and authorize the Village Treasurer to pay the bills in the total of $291,910.16 It was unanimous. Mayor Announcements: Mayor stated that there is a snow storm expected and will declare a snow emergency tomorrow (Wednesday). Emergency parking will take effect and be enforced. Trustee Reports: Trustee Rosenbloom - reported for parks and recreation, and said that the Winterfest celebration at Rockwood was a lot of fun and well attended. He thanked the sponsors who helped put it all together; the Sleepy Hollow Recreation, Sleepy Hollow Manor Association and the Phillips Manor Improvement Association. A meeting will take place with Trustee Campbell, Mr. Giaccio and the Village of Tarrytown to continue discussions regarding shared recreation services. Trustee MacFarlane - reported that the new website is now live with some more tweaking to do by the Depts. Heads. Trustee Campbell - asked how the snow management was going due to the recent storms. Richard Gross, General Foreman responded and discussion ensued. Mayor Wray stated that it's important to follow the signs for snow emergency parking until streets are cleared of snow. Trustee Wompa - reported that the Downtown Revitalization will be reporting back to the Board after meeting with Ed Boris on February 28'^ Trustee Stupel - reported that the Public Works Department has done a great job during the snow storms. Deputy Mayor Lobato-Church - reported that she is concerned about the snow emergency signage and it needs to be more specific. Deputy Mayor asked the community to shovel around fire hydrants near their homes to assist the Fire Department with emergencies. She also asked to have the village's sign survey for 2011 discussed at the next Works Session. James West of Sleepy Hollow Manor addressed the Mayor and the Board of Trustees and reminded the Board regarding the proposal for Fremont Pond. Carried: 6-0 Deputy Mayor Lobato-Church moved, seconded by Trustee Campbell to approve the Minutes of February, 4, 2014, subject to minor typographical errors changes. Carried 5-1. Trustee Stupel abstained. Deputy Mayor Lobato-Church moved, seconded by Stupel to approve the Minutes February 18, 2014, subject to minor typographical errors changes. Carried 4-3. Trustees Wompa, Rosenbloom, Campbell: abstained Mayor Announcements: Mayor Wray stated that the St. Patrick's Day parade will be on Sunday, March le'"" and will begin in Tarrytown at 1:30pm. Mayor Wray congratulated Richard Gross for the birth of his new granddaughter. Trustee Reports: Trustee Rosenbloom - reported for Parks and Recreation and stated that the Special Olympics at the High School will take place on May 2014. The athletes along with the community spirit are amazing. Currently looking for volunteers of all ages; to sign up visit www.tusfd.org/spring games; Trustee MacFarlane - reported that on June 2014, there will be a fundraiser at the Light House to raise funds to Improve the lighting at the lighthouse. Trustee Campbell - stated that Trustee Rosenbloom, along with Mr. Giaccio and the Village of Tarrytown representatives continue to meet for ongoing efforts to discuss shared recreation services. Trustee Wompa - reported that she met with the Warner Library Board for a preliminary discussion regarding the library's contract with the Village. �Trustee Stupe! - reported for Building and Safety Housing; residential and commercial inspections are ongoing. Public Works continues to remove snow piles, repairing pot holes. The concession stand at DeVries Park has been remodeled and is ready for the springtime. Trustee Campbell moved, seconded by Trustee Wompa to go into Executive Session. At 8:07pm, on a motion by Trustee Wompa, seconded by trustee Campbell, the Board came out of executive session. Old Business: Deputy Mayor Lobato-Church, suggested that the blackboard connect system be reconsidered. She stated there are PEG funds available that may be helpful, and would like to discuss it at the next work session. Discussion ensued. New Business: Trustee MacFarlane suggested that the Environmental Advisory Committee work more closely with the Building Dept. to assist with code provisions. Trustee Stupel suggested reviewing the leaf blower ordinance to ban all leaf blowers. She also asked if the Village had a program to repair sidewalks and split the price with the homeowners. Discussion ensued. �Communications: The Village Clerk stated that the Westchester County Mobile Shredder will be in the Village on Saturday, March 22, 2014 from 10 am to 1:00 p.m, in front of Village Hall. Public Comments; Mayor Wray opened the meeting to the public and evoked the 5 minute rule. Mario Belanich of North Washington Street addressed the Mayor and the Board of Trustees and asked if there were any new news on the General Motors Development. Mayor Wray responded that the due diligence period is still ongoing at this time and the Planning Board will be handling the informal presentations and site plan reviews. McCarthy Tompkins Village Clerk �ADMINISTRATOR'S REPORT February 11, 2014 1) Snow Zones: At a staff meeting today, we discussed tiow we can do a better job during snow events. The biggest problem we identified was getting cars off the streets after a snow emergency is declared. We realize that better signage is needed and discussed the idea of putting up temporary signs. 2) Insurance Quotes: Sara and I have solicited quotes from 4 different insurance companies. The Village spends an estimated one million dollars in insurance each year. We're hoping to reduce this cost. 3) Sykes Park: Robin Pell and I have started the process of getting quotes for Sykes Park improvements. The work consists of painting the basketball court, resurfacing the playground areas and purchasing equipment. 4) Operation Clean Sweep: I will be meeting with department heads tomorrow to discuss better of enforcement of quality of life code violations. 5) Fire House Painting: The Beekman Avenue fire house ceiling will be painted this Friday and Saturday. 6) TZ Bridge Meeting: There will be another meeting to discuss Tappan Zee Bridge ramp closing. 7) Worker's Compensation Meeting: There will be a meeting with the Village's insurance company to review worker's compensation claims. This meeting is held periodically to see how we can do a better job in preventing injuries in the work place. 8) Guard Rail on Sleepy Hollow Road: Sean McCarthy has worked to get new York City to install a guard rail at its Croton Aqueduct location along Sleepy Hollow Road. You may recall that a resident reported this unsafe condition to the Board a while back. 9) VDAY: A march is being planned for February 14 in the afternoon as part of an awareness campaign to Stop Violence Against Women and Girls. � Dublin Core The Dublin Core metadata element set is common to all Omeka records, including items, files, and collections.
