Present: Mayor Kenneth G. Wray Deputy Mayor Jennifer Lobato-Chureh Evelyn Stupel Karin Wompa Bruce Campbell Susan MacFarlane Glenn Rosenbloom Trustees Also Present: Anthony Giaccio, Village Administrator Janet Gandolfo, Village Attorney Rich Gross, General Foreman Sean McCarthy, Village Architect Greg Camp, Police Chief Sara DiGiacomo, Village Treasurer Patrick Haggerty, Fire Chief Mayor Wray called the work session to order at 7:00 p.m. SPECIAL SESSION On a motion made by Trustee Wompa and seconded by Trustee Stupel and carried unanimously the Board moved to special session. Motion was made by Trustee MacFarlane, seconded by Trustee Wompa to confirm the Mayor's appointment of Sandra Spiro to the Planning Board. Motion passed 6-0. Mayor Wray swore Ms. Spiro in. Motion was made by Trustee MacFarlane, seconded by Trustee Campbell authorizing the Mayor to sign a New York State Department of Transportation permit for the Route 9 Streetscape Project. Motion passed 6-0. On a motion made by Trustee Wompa and seconded by Trustee Rosenbloom and carried unanimously the Board moved out of special session. AUDITOR'S REPORT - Chris Kopf from the auditing firm of O'Conner, Davies, Munns and Dobbins made a presentation on the Village's 2012/2013 auditor's report. Copies of the report were provided to the Village Board. There was a lengthy discussion with questions and answers. Mayor Wray thanked Ms. DiGiacomo for the work she has done to improve the Village's finances and bookkeeping. �LOCAL DEVELOPMENT CORPORATION - There was a short discussion about a proposal to establish a local development corporation (LDC). The Board decided to table the discussion until LDC attorney Justin Miller was present. LIBRARY AGREEMENT - Trustee Campbell started the discussion. There was a meeting with Tarrytown to discuss renewing the library agreement for five years. The agreement remains relatively unchanged. Library Director, Maureen Petry was on-hand to answer questions about the library. Mayor Wray thanked Ms. Petry for the job she is doing with the Warner Library. BUDGET PRESENTATIONS - The Board discussed the 2014/2015 operating budget. Mayor Wray started the discussion and asked Police Chief Camp to present his budget to the Board. Chief Greg Camp summarized his proposed budget to the Board. There was much discussion about overtime. Chief Camp provided the Board with an overtime summary. Chief Camp said that his overtime could be reduced if special events are eliminated. Chief Camp said that some of his overtime is mandated. Discussion ensued. General Forman, Rich Gross was asked to comment on his proposed budget. Much of his equipment is old and needs to be replaced. Mr. Gross would like to hire another full-time employee. Discussion ensued. Fire Chief, Patrick Haggerty submitted the fire department's proposed budget. Mr. Haggerty was asked many questions about mandated equipment and membership. There was also a discussion about the fire department's capital budget. EXECUTIVE SESSION On a motion made by Trustee Stupel and seconded by Trustee Campbell and carried unanimously the Board moved to executive session. On a motion made by Trustee Wompa seconded by Trustee Campbell and carried unanimously the Board moved out of executive session. At 9:30 p.m. the meeting was adjourned.
