Present: Mayor Kenneth G. Wray Deputy Mayor Jennifer Lobato-Church Evelyn Stupel Bruce Campbell Glenn Rosenbloom Karin Wompa Dorothy Handelman Trustees Also Present: Anthony P. Giaccio, Village Administrator Sara DiGiacomo, Treasurer Rich Gross, General Foreman Greg Camp, Police Chief Janet Gandolfo, Village Attorney At 7:00 p.m. Mayor Wray called the meeting to order with a pledge to the flag and a moment of silence for the passing of Richard Rockefeller and Robert Joseph. Recognition of Police Dog Gunner. The Board passed a symbolic resolution promoting police dog to Gunner to the rank of Sergeant. Gunner and his handler, Officer Vincent Lombardi, will be retiring at the end of the month. Gunner and Officer Lombardi were on hand and were recognized for their years of service to the Village. Public Hearings: Four public hearings to amend the code were opened simultaneously. Mr. Giaccio read the public hearing notices (attached). Michelle Gonzalez said that she was both a realtor and a resident and feels that the certificate of occupancy law is flawed and should be either repealed or amended. Specifically she says that old C.O.'s should be honored. Barbara Carr believes the certificate of occupancy law should remain for safety reasons and because it protected her when she purchased her home. Ms. Carr said that parking is at a premium in Webber Park and that snow zones should be on one side only and that pdrkiny o n R j c g A v s N u 6 shou!D Not B€2 s s v s r G l y rcstnctGcj • Chris Cawley is also both a realtor and a resident and feels that the certificate of occupancy law needs to change. He said that it has caused financial hardship to residents trying to sell their home. Debbie Bonner commented on stop signs along New Broadway. She said that the existing stop sign was randomly placed and that additional signs stops would help reduce speed. Ms. Bonner commented on the parking issue on Rice Street and said that better signage for the snow zones is needed. �Josephine Galgano said that stop signs in certain areas should be considered. She said that Rice Street should have no parking at the corner, but that the proposed length is too long. Ms. Galgano suggests speed bumps be installed to slow traffic. David Bedell said that the temporary no parking on Rice Street was done because the parked cars were causing a safety hazard especially because there are no sidewalks for pedestrians. Streets going east and west have a difficult line of sight. The school bus drop off creates a dangerous condition for children crossing the street and recommended installing sidewalks on Rice Avenue. Morris Alter said that the certificate of occupancy law discourages the transfer of property and should be repealed. Amanda Linhart said that she is an architect and feels that the certificate of occupancy law should be modified. She says that previous C.O.'s should be honored. She agrees that all open permits must be closed before a property is sold. Ms. Linhart feels that there could be liability if the Village issues a CO in error. Mark Pinnis recommends a stop sign at the corner of Rice and New Broadway, but says that no other signs should be added. Mr. Dennis noted that there are currently no stop signs on streets going into New Broadway. Barbara Carr said that the Village should consider yield signs on streets going into New Broadway. Josephine Galgano recommended that the Board take a tour of Webber Park to see the current conditions. Michelle Gonzalez asked if there could be permit parking in Webber Park because some people park there and walk to the train. Mayor Wray said that this would require an act of legislation by the State. Mark Pinnis asked if there was a way to stop people from cutting across Pine Street from Route 448. Discussion ensued. All four public hearings were adjourned to next week. Approval of Warrants: A motion was made by Deputy Mayor Lobato-Church, seconded by Trustee Handelman to approve warrant 14JUN24 in the amount of $577,064.02. Motion carried 5-0. (Stupel was not present in the room) Mayor's Announcements: The Sleepy Hollow Sprint Triathlon will be held this Sunday, Residents are encouraged to support the athletes. �Approval of Minutes: A motion was made by Trustee Wompa, seconded by Deputy Mayor Lobato-Church to approve the June 10, 2014 and the June 17, 2014 minutes. Motion carried 6-0. Mayor's Announcements: Mayor Wray said that three resolutions would be added to the agenda. One to approve a parade request, one to hire seasonal staff and one to award the bid for the lighthouse Fresnel lens. Administrator's Report: See attached Public Comments: - None Resolutions: - See attached New Business: Trustee Wompa reported that Lynne Ward of National Resources donated a check to pay for a new bike rack in the downtown. Old Business: Trustee Campbell asked for an update on Route 9 Stripping. Mr. Giaccio said that an e-mail was sent to the New York State Department of Transportation explaining that the Village Board did not feel it had the expertise to make a recommendation, but requested a design that provides the most safety for pedestrians, cyclists and vehicles. Trustee Rosenbloom asked for an update on the EMS study. Mr. Giaccio said that he would contact the consultant to get an estimated completion date.
