Present: Mayor Kenneth G. Wray Deputy Mayor Jennifer Lobato-Church Karin Wompa Bruce Campbell Dorothy Handelman Evelyn Stupel Trustees Glenn Rosenbloom (Absent) Also Present: Anthony Giaccio, Village Administrator Janet Gandolfo, Village Attorney Greg Camp, Police Chief Rich Gross, General Foreman Mayor Wray called the work session to order at 7:00 p.m. RECOGNITION OF POLICE OFFICER - The Village Board recognized police officer Vincent Lombardi for his years of service to the Sleepy Hollow Police Department. Officer Vincent Lombardi recently retired. Both Officer Lombardi and police dog Gunner were given plaques from the Board. PUBLIC HEARING - Mayor Wray opened the public hearing related to requiring a new certificate of occupancy for one and two family homes (Notice attached). Morris Alter said that the law creates too much of a financial burden on the residents and should be repealed. Motion was made by Trustee Stupel, seconded by Trustee Handelman to close the public hearing. Motion passed 5-0. PUBLIC HEARING - Mayor Wray simultaneously opened three public hearings related to parking and traffic in the Webber Park section of the Village. (Notices attached). There were no public comments. Mayor Wray said that he received an e-mail from Kevin Wilson and entered it into the record (attached). Motion was made by Deputy Lobato-Church, seconded by Trustee Campbell to close all three public hearings. Motion passed 5-0. �PLANNING BOARD CONSULTANT - The Board reviewed a proposal from Planning & Development Advisors to serve as the Planning Board and Lighthouse Landing consultant. Mayor Wray requested that this item be on the next Board meeting agenda. LIBRARY ROOF PROPOSAL - Fiona Hodgson and Library Director, Maureen Petry made a request to the Board to support a new roof for the Warner Library. The existing roof has leaks and is in need of repair. The Village of Sleepy Hollow does not own the Warner Library, but is partially responsible for the maintenance of the building through an agreement with Tarrytown. Tarrytown would also have to approve the project. Trustee Campbell felt that the request was too short notice and that there isn't enough information to make a decision. Plans for the project have not been completed, but the estimated cost could be as high as $350,000, which would be borrowed by Tarrytown and would mean an estimated $ 10,000-$ 15,000 added to Sleepy Hollow's share of the library's annual operating budget. Grants are being explored. Discussion ensued. Mayor Wray requested that this item be on the next Board meeting agenda. RETAINER AGREEMENT FOR LABOR ATTORNEY - The Board reviewed a retainer agreement with Lamb and Barnosky for labor council. Mayor Wray requested that this item be on the next Board meeting agenda. RETAINER AGREEMENT FOR VILLAGE ATTORNEY - The Board reviewed a retainer agreement with Village Attorney, Janet Gandolfo. Mayor Wray requested that this item be on the next Board meeting agenda. MEETING SCHEDULE - The Board discussed possible changes to the Board meeting schedule during the month of August. No decisions were made. At 8:30 p.m. the meeting was adjourned.
