Present: Mayor Kenneth G. Wray Deputy Mayor Jennifer Lobato-Church Evelyn Stupel Bruce Campbell Glenn Rosenbloom Karin Wompa Dorothy Handelman Trustees Also Present: Anthony P. Giaccio, Village Administrator Sara DiGiacomo, Treasurer Rich Gross, General Foreman Greg Camp, Police Chief Janet Gandolfo, Village Attorney Sean McCarthy, Village Architect At 7:00 p.m. Mayor Wray called the meeting to order with a pledge to the flag and a moment of silence for the passing of Josephine Valentine and Donna Tompkins-Morrow Appointment of Police Sergeant: Motion was made by Trustee Campbell, seconded by Trustee Rosenbloom to appoint Paul Nelson to the position of police sergeant. Motion carried 6-0. Mr. Nelson was in attendance and was congratulated by the Board. Approval of Warrant: A motion was made by Deputy Mayor Lobato-Church, seconded by Trustee Stupel to approve warrant 14JUL22 in the amount of $403,273.00. Motion carried 6-0. Approval of Minutes: A motion was made by Deputy Mayor Lobato-Church, seconded by Trustee Handelman, to approve the July 8, 2014 minutes. Motion carried 6-0 A motion was made by Trustee Campbell, seconded by Trustee Stupel, to approve the July 15, 2014 minutes. Motion carried 6-0 Mayor's Announcements: Mayor Wray announced that the Village received word that it will be awarded a significant State grant to help fund the water tank project. The grant will cover the 25% of the total cost of the project with 0% financing for the rest of the expense. �Administrators Report: The safety seminars held by the Village for staff and volunteers were very successful. 67 individuals attended the training, which included work place violence, sexual harassment and employee safety procedures. There was a Halloween meeting at Village Hall this week with all the various stakeholders. Many of the plans for Halloween events are in the works, but some new events are being considered. One new event being proposed is to rent a tent and have timed performances by local artists. The newly revitalized Environmental Advocacy Committee (EAC) is making some noise. They've met twice and have discussed some green initiatives. This Thursday they will co-sponsor a "green mixer" event with the Tarrytown's EAC. Chair Bhavra Reddy will attend a future Village Board meeting to give a report. Tarrytown is working on plans of improving its train station drop off area. Their planning consultant requested input on how their plans may affect Sleepy Hollow. Tarrytown will continue to communicate with Sleepy Hollow as the plan progresses. The EMS Study has been completed. The consultant has sent it to be proof read and the Board should receive the draft soon. The consultant will attend a future work session to summarize the report. The Village is working on several projects around the Village including the senior center sidewalk parking lot and generator, Fremont/Hemlock traffic and Sykes Park upgrades. Department Head Report: Sara DIGiacomo reported on the finance department. Capital projects requests have gone out. Tax collection is going well. The auditors did preliminary work on the annual audit. Research has started to prepare for the second lien sale, but some documents are difficult to find. Public Comments: Several people were in attendance to complain about the restaurant at 60 Clinton Street. One complaint was that the restaurant is being used solely as a bar. There was a question as to whether it is legal to operate a bar in this area. There have been reports of loud noise. Illegal activity and loitering. One person said that he heard gun shots. The group offered to work with the Village to help solve the problem. I^arlo Belanich said that there were two events scheduled at the senior center at the same time and that the building should only be used by senior citizens. Mr. Belanich said that the Village should replace the canine unit. �Resolutions: - See attached Department Head Report: Sean McCarthy gave a report on the Building Department and provided a written report to the Board. Permit activity is up. Open Door received its variance from the Zoning Board. There will be public hearings on Open Door, Lighthouse Landing and a new house on Bedford Road at the September Planning Board meeting. New Business: Trustee Wompa said that the vacant lots on Beekman Avenue have been purchased by a developer. Trustee Campbell asked if there will be a meeting next Tuesday. Public Comments: - None Executive Session: On a motion made by Trustee Wompa, seconded by Trustee Stupel and carried unanimously, the Board moved to executive session to discuss personnel matters. On a motion made by Trustee Campbell and seconded by Trustee Handelman and carried unanimously the Board moved out of executive session. At 9:30pm, on a motion made by Trustee Stupel and seconded by Trustee Handelman and carried unanimously, the meeting was adjourned. Mayor Wray requested this item be on the next Board meeting agenda. REQUEST TO USE THE KATHRYN W. DAVIS RIVER WALK CENTER - The Board discussed a request from an organization known as "It Takes a Village" to use the Kathryn W. Davis River Walk Center pavilion on Saturday, September 6, 2014 from 4:00pm-8:00pm for a fundraiser event with the fee being waived. "It Takes a Village" provides services for senior citizens. Mayor Wray requested that this item be on the next Board meeting agenda. DOWNTOWN ZONING CODE STUDY - Mayor Wray acknowledged receipt of four proposals from planners to provide a downtown zoning study. Mayor Wray tabled the discussion until the entire Board was present. CODE REVISION RELATED TO CERTIFICATE OF OCCUPANCY - Mayor Wray asked Sean McCarthy to give his opinion on the law that requires an updated certificate of occupancy to sell a one and two family home. The Village Board is considering rescinding this law. Mr. McCarthy had previously provided a certificate of occupancy report to the Village Board (attached). Mr. McCarthy answered questions from the Board related to his report. CODE REVISIONS RELATED TO PARKING AND TRAFFIC IN WEBBER PARK - A discussion on amending the code related to traffic and parking concerns in Webber Park was tabled until the entire Board was present. �100 COLLEGE ARMS EASEMENT - The Board discussed acquiring an easement from 100 College Arms for a portion of Sykes Park. A recent survey was done and it was determined that 100 College Arms owns a portion of the park. In order for the Village to receive grant money for park improvements, 100 College Arms must grant an easement, which they have agreed to do. The easement will not cost the Village anything. Mayor Wray requested that this item be on the next Board meeting agenda. AMBULANCE CORPS BY-LAWS - Janet Gandolfo said that she has received the new ambulance corps by-laws and will send them to the Village Board. Mayor Wray tabled the discussion until the Board had time to review the by-laws. EXECUTIVE SESSION On a motion made by Trustee Stupel and seconded by Trustee Handelman and carried unanimously, the Board moved to executive session to discuss legal and personnel matters. On a motion made by Trustee Campbell seconded by Trustee Handelman and carried unanimously, the Board moved out of executive session. At 8:10 p.m. the meeting was adjourned.
