Resolution of the Board of Trustees of the Village of Sleepy Hollow
Authorizing Acceptance of Easement
Whereas, the Village of Sleepy Hollow (VSH) is desirous of installing a rest station at
Sykes Park; and
Whereas, the Village of Sleepy Hollow (VSH) needs an easement for the use of certain
property belonging to College Arms; and
Whereas, College Arms has consented to granting an easement to the Village of
Sleepy Hollow (VSH) for said use;
Now, therefore, be it resolved the Board of Trustees authorizes the Mayor to accept
an easement for property located at Sykes Park for the purpose of installing a rest
station.

Resolution to Enact Local Law Amending Section 450-74 A. (2) to Exclude
Single and Two Family Homes from the Requirements of Updated Certificates
of Occupancy
Be it Enacted the code of the Village of Sleepy Hollow, County of Westchester,
Section 450-74 A. (2) is amended to read as follows:
Section 450-74 Certificates of Occupancy
A. (2) Upon the sale or transfer of any improved real property, excluding single and
two family homes, from an updated certificate of occupancy, issued no earlier
than 60 days before closing, shall be required before the premises may be used
or occupied. It shall be the obligation of the seller to apply for and obtain the
updated certificate of occupancy.
Now, be it Resolved, this local law shall take effect immediately upon the Village
Clerk filing with the Secretary of State.

Authorizing Event at the Kathryn Davis River Walk Center
Be It Resolved the Board of Trustees hereby approves a request from the "It Takes a
Village" Organization, to host a fundraiser at the Kathryn W. Davis River Walk Center,
on Saturday, September 6, 2014 from 4:00 pm to 8:00 pm.

Authorizing Event at Sykes Park
Be It Resolved the Board of Trustees hereby approves a request made by the New
Hope Church to have a Church picnic at Sykes Park Playground and the picnic area on
Saturday, September 13, 2014 from 12 noon until 6:00 pm.
Be It Further Resolved the Board of Trustees directs the Chief of Police to coordinate
the public safety issues with the applicant's for this event.

Resolution of the Board of Trustees of the Village of Sleepy Hollow
Confirming Mayor's Appointment
Whereas, Monica Piloco currently holds the position of Part-time Intermediate Clerk, and
Whereas, the Village's Building Inspector has recommended a transfer of Mrs. Piloco status to
the Civil Service Job Class Code #0187-02 to assist with Administrative duties for the Village's
Building Department.
Now, therefore, be it resolved the Board of Trustees confirms the Mayor's appointment of
Monica Piloco, to the position of Full-time Intermediate Clerk in the Building Department at an
annual salary of $41,000.00 effective July 28th, 2014.
Be It further resolved said appointment has been approved by the Westchester County
Department of Human Resources and is subject to a probationary period of twelve to fifty
two weeks.

Resolution of the Board of Trustees of the Village of
Sleepy Hollow Hiring Seasonal DPW Staff
WHEREAS, a need for seasonal DPW staff is necessary; and
WHEREAS, Carlos "CJ" Barros, of Sleepy Hollow, NY has interviewed with the
General Foreman and is qualified for this position; and
WHEREAS, the General Foreman along with the Village Administrator have
recommended that this candidate be hired to fill this position;
NOW, THEREFORE, BE IT RESOLVED that the Board of Trustees of the
Village of Sleepy Hollow hereby approves that Carlos Barros
be hired on a seasonal basis, up to four months, in the Department of Public
Works at a salary rate of $15.00 per hour, effective July 28, 2014, under the
direct supervision of the General Foreman.
BE IT FURTHER RESOLVED a back background check has been completed
and is satisfactory.
