Present: Mayor Kenneth G. Wray Deputy Mayor Jennifer Lobato-Church Karin Wompa Bruce Campbell Glenn Rosenbloom Dorothy Handelman Evelyn Stupel Trustees Also Present: Anthony Giaccio, Village Administrator Janet Gandolfo, Village Attorney Rich Gross, General Foreman Patrick Haggerty, Fire Chief Mayor Wray called the work session to order at 7:00p.m. MAYOR'S STATEMENT- Mayor Wray made a comment regarding the proper conduct by individuals who speak during the public comment period. Mayor Wray said that the purpose is for residents to only make comments and not to engage in a conversation with the Board. ENVIRONMENTAL ADVISORY COMMITEE- Environmental Advisory Committee Chair, Bhavya Reddy updated the Board on various initiatives the EAC has been involved in. The group has helped with clean-up days in the village and organized a social event with Tarrytown's environmental committee. Ms. Reddy asked the Board to pass a resolution to become a climate smart community. Climate smart communities try to establish more environmentally friendly policies and are eligible for related grants. Mayor Wray asked that this resolution be on the next Board meeting agenda. AUTOMATED METER READER PRESENTATIO N- Tom Sprague of Badger Meter Inc. gave a presentation on a new automated water meter system. Mr. Sprague attended a previous work session, but is now recommending a more advanced water meter reader system. The new system will allow the water department to monitor meters constantly and could potentially save the Village money. Trustee Wompa suggested that a cost benefit analysis be done, before any decisions are made. TREE INVENTORY -Tree Commission member Francois Rejeili talked about the tree inventory project. Mr. Rejeili is recommending that the Village retain Arbor Pro for this project. Arbor Pro was the lowest bidder and references were checked. Mr. Rejeili asked that the approval be done immediately in order to start the project by early October. This will give Arbor Pro enough time to do the inventory before the winter hits. Mayor Wray suggested that the resolution be passed right away and asked the Board to go into special session. �SPECIAL SESSION Motion was made by Trustee Campbell and seconded by Trustee Wompa to go into special session. Motion passed 6-0 Motion was made by Trustee Campbell and seconded by Trustee Stupel to approve a resolution to retain a tree inventory consultant (attached). Motion passed 6-0 On a motion made by Trustee Campbell and seconded by Trustee Handelman and carried unanimously the Board moved out of special session. CAPITAL BUDGET REQUESTS -Fire Chief, Patrick Haggerty summarized the fire department's capital budget requests. General Foreman, Rich Gross submitted a five year capital plan for the DPW and summarized his requests for this year. Discussion ensued. REQUEST FROM TRESURER - The treasurer submitted a written request to the Mayor regarding a plan to consolidate debt. Discussion ensued. PARKING AND TRAFFIC ON OLD BRAODW AY- The Board discussed comments made during a public hearing related to parking and traffic on Old Broadway. There was a consensus that there be a one way on Old Broadway going southbound and that there be a two hour parking limit. The Board also wanted the handicap space near the medical building moved away from the crosswalk. Mayor Wray asked that this item be on the next Board meeting agenda. HALLOWEEN PREPARATIONS- Trustee Wompa and Trustee Rosenbloom explained the need to improve the Village' s appearance especially during the Halloween season. The Board would like more Halloween decorations and recommended that they go up as soon as possible. At 9:50 p.m. the meeting was adjourned.
