Present: Mayor Kenneth G. Wray Deputy Mayor Jennifer Lobato-Church Bruce Campbell Dorothy Handelman Glenn Rosenbloom Evelyn Stupel Karin Wompa, Trustees Also Present: Anthony P. Giaccio, Village Administrator Paula A. McCarthy Tompkins, Village Clerk Sara DiGiacomo, Village Treasurer Janet Gandolfo, Village Counsel Sean E. McCarthy, Village Building Inspector Richard Gross, General Foreman Fred Gross, Village Assessor Gregory Camp, Police Chief ^ At 7:02 p.m. Mayor Wray called the meeting to order with a pledge to the flag and a moment of silence for Irene Zegarelli, longtime resident of North Tarrytown and Sleepy Hollow, and mother of former Village Mayor Phil Zegarelli, Joann Kessler and Edward Fiala, also longtime residents. Our thoughts are with their families. Public Hearinafs^: Senior Tax Exempt Mayor Wray opened the meeting to the public and evoked the 3 minute rule. The Village Clerk read the public notice out loud for the record. Mr. Fred Gross, Village Assessor, addressed the Mayor and the Board and explained how the real property tax law works and who is eligible. December 31, 2014 is the deadline for filing an application. The maximum income to receive the minimum discount is $37,399.99. A "Sliding Scale" is used to determine the exemption percent, (between 50% and 5%). NYS has not changed the "Sliding Scale" income ranges in four years. Qualification is based on the applicants7 2013 Income. The applicant's Federal Income Tax Form 1040 is the basis to determine "Income". If the applicant didn't file a 2013 Federal 1040 then the applicant must provide other proof of income received. This local law has been in place for many years. Mario Belanich of North Washington St. addressed the Mayor and the Board of Trustees and asked what is the maximum income. Mr. Fred Gross responded that the maximum income is $37,399.99. to qualify to tax exempt �There were no further comments at this time. ^ Mayor Wray asked for a motion to close the public hearing. Trustee Campbell moved, seconded by Deputy Mayor Lobato-Church to close the public hearing. Approval of Warrants: Deputy Mayor Lobato-Church moved, seconded by trustee Rosenbloom to approve the warrant as submitted and authorize the Village Treasurer to pay bills in the total of $384,718.25 Carried: Unanimous. Approval of Minutes: Deputy Mayor Lobato-Church moved, seconded by Trustee Handelman to approve the minutes of September 16, 2014. Motion carried. Mayor announcements: Mayor Wray thanked Police Officer Kelly and Police Officer Kmiotek for responding to a medical emergency and saving a life, while off duty. Department Head Reports: Anthony Giaccio. Village Administrator's report (see report attached) Richard Gross reported that water parks have been winterized and loose leave pick up starts this week. He asked that logs and trees not be put out. The Webber Park Sign will be replaced soon and other signage for New Broadway has been ordered. Police Chief Camp: (see attached report) Chief Camp also commended Police Officers Kelly and Kmiotek for their quick actions in responding to a medical emergency, resulting in saving a life, while off duty. Public Comments: Mayor Wray opened the meeting to the public and evoked the 3 minute rule. He also stated that he will not tolerate hate speeches and asked that everyone extend courtesy to each other. Mario Belanich of North Washington St._addressed the Mayor and the Trustees.asked if there is recent news on General Motors, and asked about Halloween expenses. ^ Mayor Wray stated that GM will be sold sometime after the Thanksgiving holiday. Mayor Wray stated that Halloween expenses were budged for at the beginning of the �budget year, and the sale of tickets and sponsors are always very effective. Deputy Mayor Lobato-Church, Trustee Campbell and Trustee Handelman will be part of that committee. New Business: Trustee Stupel reported that October 17th is National Mammography Day and remind all of the importance to be examined. Trustee Campbell asked about the Lighthouse gate being left opened. Anthony Giaccio stated he will be looking into locking it properly. Public Comments: Mayor Wray opened the meeting to the public and evoked the 3 minute rule. There were no comments at this time. At 8:05pm, on a motion by Trustee Rosenbloom, seconded by Trustee Handelman, the Board went into executive session to discuss a legal matter. At 8:35 p.m. on motion by Deputy Mayor Lobato-Church, seconded by Trustee Campbell, The Board exited the executive session. At 8:36pm, on a motion by Trustee Campbell, seconded by Trustee Stupel, the meeting was adjourned. �Public Hearing Notice Village of Sleepy Hollow Please take notice that the Board of Trustees of the Village of Sleepy Hollow will hold a Public Hearing on Tuesday, October 14th 2014 at 7:00 p.m. or shortly thereafter at Village Hall, 28 Beekman Avenue, Sleepy Hollow, New York to exempt from Village taxes, which are controlled by the said Village Trustees, to the extent of 50% of its assessed value at a sliding scale pursuant to the provisions of Real Property Tax Law Section 467.1 para (b) para (1), properties owned by one or more persons sixty-five (65) years of age or over who comply with provisions of Section-467 of the Real Property Tax Law as to occupancy, income, length of ownership or otherwise. Ambulance responded, driver and passenger refused any medical aid...not injured iii. 2 occurred at the Webber Park sign on New Broadway 1. Sign damaged by one 2. Island and plant damage by another iv. 10 other accidents not serious, no injuries reported 2. Department still struggles with a number of officers out for medical reasons a. Present strength of 24 includes i. 6 Patrol Officers out for various medical reasons 1. May have 2 back within next 2-4 weeks. Do not expect other 4 back at any time soon. ii. 1 in police academy iii. I expect OT needs to continue 3. PD received grants for Bullet Proof Vests a. $6,850.70 i. $3500 from NYS Invest program ii. $3350.70 from Bureau of Justice Assistance 4. This past Saturday Police Officers Craig Kelly and Jared Kmiotek performed life saving actions when a 65 year old male went into cardiac arrest across from police headquarters. The officers were coming into work at about 745am when they received the call for assistance. Officers on shift were at another medical aid call and were unable to immediately respond. These officers rushed to the scene and performed life saving CPR and, with the use of an AED (automatic external defibrillator) restored pulse and breathing. The aided is presently receiving medical assistance at a local hospital. �Meeting Date: Resolution No: 10/14/2014 10/140/2014 Resolution of the Mayor and Board of Trustees of the Village of Sleepy Hollow Adopting Tax Exemption for Senior Citizens Whereas, the Village of Sleepy Hollow ("Sleepy Hollow") has conducted a public hearing to approve the continuation of a partial tax exemption for senior citizens for the 2014 Assessment Roll according to Section 467 of the Real Property Law; and Whereas, this partial property tax exemption is based in part upon the income of the senior citizens who apply for this exemption; and Whereas, it is the intention of Sleepy Hollow to grant the maximum possible exemption in accordance with those income levels to its senior citizens. Now, therefore, be it resolved, that Sleepy Hollow hereby adopts the maximum level of income permitted, together with the highest percent of exemption permitted by Section 467 of the Real Property Tax Law and that the Village Assessor is authorized to accept and grant those exemptions where appropriate in accordance with those guidelines; and ^ Be it further resolved, that in determining eligibility and levels of income, senior citizen applicants may deduct un-reimbursed medical and prescription drug expenses and/or veteran's disability compensation when calculating the "Total Income" of the owners of real property. Moved: Trustee Handelman Seconded: Trustee Campbell Vote: 6-0 �Meeting Date: Resolution #: 10/14/2014 10/141/2014 Resolution of the Board of Trustees of the Village of Sleepy Hollow Awarding Hayride Production Bid Whereas, proposals were solicited from qualified companies to produce a haunted hayride show for two nights on October 24th and October 25th 2014, and Whereas, the request for proposals were properly noticed; and Whereas, Halloween Animatronics of Mount Kisco, NY was the sole bidder at a cost of $30,000. Now, therefore, be it resolved that the Board of Trustees hereby awards a bid to Halloween Animatronics of Mount Kisco, NY to provide a haunted hayride show for two nights on October 24th and October 25th at a total cost of $30,000. Moved: Trustee Campbell Second: Trustee Stupel Vote: 6-0 �Resolution of the Board of Trustees of the Village of Sleepy Hollow Directing Handicapped Space to be Installed Whereas, Village Code, Chapter 400-86, states that it is the policy of the Village of Sleepy Hollow to establish from time to time areas designated as parking for vehicles of handicapped individuals; and Whereas, the Mayor and Board of Trustees have received and reviewed a request for a handicapped parking space, at or nearby, 51 Vi New Broadway, and agree that this request is valid. Now, therefore, be it resolved that the Department of Public Works and the Police Department are directed to install one handicapped parking space at the aforementioned location, in front of or nearby, 51 V2 New Broadway, and Be it further resolved the amount of the fine for each parking violation is set at $200.00 per NYS law.
