RESOLUTION OF THE BOARD OF TRUSTEES OF THE VILLAGE OF
SLEEPY HOLLOW CALLING FOR A PUBLIC HEARING
Whereas, the Board of Trustees (BOT) retained a planner to review the zoning for the
C-2 zone in the Village of Sleepy Hollow; and
Whereas, the planner has recommended the attached amendments to the zoning
code; and
Whereas, the Downtown Revltalizatlon Committee has had several meetings to discuss
the zoning changes, including a public workshop where members of the public were
invited to participate and make recommendations for the zoning changes; and
Whereas, based upon all the meetings and discussions held herein, the planner has
recommended the BOT proposed the attached amendments to the zoning code; and
Whereas, in order to amend the zoning code a public hearing must be held to hear
and consider comments from the public
Now, Therefore, Be it Resolved a public hearing is scheduled for Tuesday,
December 9, 2014 at 7 pm to hear and consider comments from the public regarding
the attached proposed zoning amendments; and
Be it further resolved, the BOT intends to declare itself lead agency pursuant to the
State Environmental Quality Review Act (SEQRA) and directs the Village Clerk to
circulate the intent to declare lead agency notice to all interested agencies.

are conducted by the County Board of Elections; submit to the County Board of

districts In the Village Election to be held on Wednesday. March 18. 2015: and
Be It Further Resolved that the following polling places be open from 6:00 a.m. to
9:00 p.m. on Election Day:

�Resotution of the Board of Trustees of the Village of
Sleepy Hollow Authorizing Mayor to Sign IMA with the County of
Westchester for Organic Waste Disposal
BE IT RESOLVED the Board of Trustees of the Village of Sleepy Hollow hereby
authorizes the Mayor to execute the attached IMA with the County of Westchester for
the Transfer of Organic Waster for Refuse Disposal (See Attached)

�Resolution of the Board of Trustees of the Village of Sleepy Hollow
Re-Authorizing Submission of Grant Application for
Rev. Sykes Park Improvements
WHEREAS, the Village of Sleepy Hollow submitted an application for funds in the 2013
New York State Consolidated Funding Application round from the New York State Office
of Parks, Recreation and Historic Preservation in accordance with the provisions of the
Environmental Protection Fund ivjunicipal Grant Program and was awarded a grant of
$157,500 for improvements to Rev Sykes Park; and
WHEREAS, Resolution number 07/116/2013 of July 30, 2013 authorized filing an
application for funds in an amount not to exceed $100,000.
NOW, THEREFORE, BE IT RESOLVED that the Board of Trustees of the Village of
Sleepy Hollow authorize the grant application's request of $157,500 from the New York
State Office of Parks, Recreation and Historic Preservation; and
BE IT FURTHER RESOLVED that Kenneth Wray, Mayor of the Village of Sleepy
Hollow, is hereby authorized to enter into and execute a project agreement with the
New York State Office of Parks, Recreation and Historic Preservation in the amount of
$157,500 for the improvement of Rev. Sykes Park.

RESOLUTION APPROVING INTERMUNICIPAL AGREEMENT WITH
THE VILLAGE OF TARRYTOWN TO ACCEPT LAND KNOWN AS
SYKES PARK BY DEED TRANSFER
Whereas, the Village of Sleepy Hollow (VSH) is desirous of applying for grant
monies offered by the State of New York to rehabilitate recreational facilities in local
municipalities; and
Whereas, the Board of Trustees (BOT) has applied for and received a grant to
rehabilitate land that is commonly known as Sykes Park located near the intersection of
Cortlandt and Wildey Street; and
Whereas, in order to receive said grant monies from the State the Village of
Sleepy Hollow (VSH) must be the legal owner of the park; and
Whereas, the Village of Tarrytown (TT) owns most of the land where Sykes
Park is located; and
Whereas, the Village of Tarrytown (TT) has agreed to deed the land where
Sykes Park is located to the Village of Sleepy Hollow (VSH) subject to the condition that
the Village of Sleepy Hollow (VSH) continue to use Sykes Park as a recreational and
playground facility in perpetuity; and
Whereas, the Village of Sleepy Hollow (VSH) has agreed to these terms; and
Now, therefore, the Board of Trustees hereby authorizes the Mayor to execute
an Intermunicipal Agreement (IMA) with TT to accept by deed transfer the land known
as Sykes Park and to continue to use the land as a recreational and playground facility
in perpetuity and comply with the other provisions in the IMA, subject to approval of
the language of the IMA and deed by Village Counsel.
