Present: Mayor Kenneth G. Wray Karin Wompa Bruce Campbell Glenn Rosenbloom Dorothy Handelman Evelyn Stupel Trustees Deputy Mayor Jennifer Lobato-Church (Absent) Also Present: Anthony Giaccio, Village Administrator Janet Gandolfo, Village Attorney Sean McCarthy, Village Architect Rich Gross, General Foreman Mayor Wray called the work session to order at 7:10 p.m. MAYOR'S ANNOUNCEMENT - Mayor Wray wished everyone a happy holiday season. ZOMNG CODE PUBLIC HEARING - Mayor Wray reminded the residents that the public hearing on the zoning code revisions in the C2 zone has been adjourned until January 6,2015, however written comments may be made at any time. All written comments should be sent to the Village Clerk. The proposed code revisions are available on the Village's website and in the Clerk's office. SEASONAL EMPLOYEES - The Board discussed hiring two seasonal employees for the department of public works. DPW foreman. Rich Gross explained why he felt he needed the additional help. It is unclear if there are enough fimds in the budget for this expense. Trustee Campbell and Trustee Stupel said that the budget for the DPW, including overtime, needs to be looked at before any decisions are made. Trustee Rosenbloom said that the treasurer needs to be involved in the discussion. The matter was tabled. AUTOMATED SANITATION TRUCKS - Trustee Rosenbloom started the discussion. The Town of Greenburgh purchased automated sanitation trucks, which have reduced overall sanitation costs. Trustee Rosenbloom is recommending pursuing this idea in Sleepy Hollow. There was a discussion about the cost of an automated sanitation truck and new garbage cans. Trustee Rosenbloom said that a cost benefit analysis must be done. Rich Gross said that there are logistical problems in certain areas of the Village that will need to be worked out. Mayor Wray recommended that the proposal be discussed during the budget process. Mayor Wray set up an ad-hoc committee made up of Trustee Rosenbloom, Trustee Handelman and Trustee Wompa to research the idea of implementing automated sanitation trucks. �SPECIAL SESSION Motion was made by Trustee Campbell and seconded by Trustee Handelman to go into special session. Motion carried 6-0. The Board discussed the deed for the General Motors east parcel. Ms. Gandolfo summarized the process that enables the property to be conveyedfromthe developer to the Sleepy Hollow Local Development Corporation. One concern about accepting the property is the environmental insurance, which will be provided by the developer. Environmental insurance expert, Gene Devine was on hand to answer questionsfromthe Board. Special council, Joel Sachs and environmental specialist, Craig Werle joined the discussion. Lighthouse Landing representative Peter Johnson also made comments. EXECUTIVE SESSION At 9:00pm, motion was made by Trustee Wompa and seconded by Trustee Stupel to go into executive session to discuss legal matters. Motion carried 6-0. At 11:30, motion made by Trustee Wompa and seconded by Trustee Handelman to go out of executive session. Motion pass 6-0. On a motion made by Trustee Stupel and seconded by Trustee Rosenbloom and carried unanimously the Board moved out of special session. At 11:35 p.m. the meeting was adjourned. Motion carried 7-0. On a motion made by Trustee Campbell and seconded by Trustee Rosenbloom and carried unanimously the Board moved out of executive session. EAST PARCEL CONVEYANCE The Board discussed authorizing the Sleepy Hollow Local Development Corporation to accept conveyance of the east parcelfromLighthouse Landing and to attam a license agreement with Lighthouse Landing for use of the west parcel to store village vehicles. Motion was made by Trustee Campbell seconded by Trustee Handelman to approve the attached resolution related to the conveyance of the east parcel to the Sleepy Hollow Local Development Corporation. Motion passed 7-0 Motion was made by Trustee Wompa seconded by Trustee Stupel to enter into a license agreement with Lighthouse Landing for use of the west parcel. Motion passed 7-0. At 7:23, motion was made by Deputy Mayor Lobato-Church, seconded by Trustee Stupel, to adjoum the meeting. Motion passed 7-0 Respectfully submitted.
