(The meeting of January 27^, was postponed to February 3, 2015 due to Inclement weather) Present: Mayor Kenneth G. Wray Deputy Mayor Jennifer Lobato-Church Bruce Campbell Dorothy Handelman Glenn Rosenbloom Evelyn Stupel Karin Wompa, Trustees Also Present: Anthony P. Glacclo, Village Administrator Paula A. McCarthy Tompkins, Village Clerk Janet Gandolfo, Village Counsel Sean E. McCarthy, Village Building Inspector Gregory Camp, Police Chief At 7:03 p.m. Mayor Wray called the meeting to order with a pledge to the flag and a moment of silence for Robert Saldls a longtime resident of Sleepy Hollow, Steve Beylick longtime resident and lifelong member of the Fire Department and Marjorie Woods of Valley St. passed away at 101 years of age. Thoughts are with their families. Public Hearings: ''Parking Restriction on College Avenue" Mayor Wray opened the meeting to the public and evoked the 3 minute rule. Village Clerk read the public notice aloud for the record. There were no public comments at this time. Trustee Campbell moved to close the Public Hearing, Trustee Wompa second. Motion carried. 6-0 Approval of Warrants: Trustee Rosenbloom moved, seconded by Trustee Handelman to approve the warrant and authorize the Village Treasurer to pay bills in the amount of $426,604.71 Mavor's Announcements: Mayor Wray thanked the Public Works Staff and Richard Gross for their hard work and long hours at keeping the roads safe during the last few snow storms, and water main breaks. Administrator's Report: (see attached) �Department Head Reports; Village Clerk, Paula McCarthy Tompkins, reported for the Clerk and Registrar's Offices. The Clerk's Office Issued approximately 650 permits for the calendar year of 2014. These permits Included alarms, landscaping, street openings, and more. The approximate amount received for these permit fees were $43,000. There were 139 FOIL requests that were processed, these Include building records requests. The fiscal year of 2014/15 sold $80,000 in parking permits from June to December 2014. In 2013,17 accident claims were filed with the Village's Insurance company. In 2014 there were only 5 claims filed. Safety classes, work place violence, safety driving, and ongoing safety committee meetings have been consistent and available to all employees of the Village on an annual basis. These classes are beneficial in reducing the number of claims in the Village. The registrar's office processed 1,030 birth certificates and 246 death certificates for 2014. General Foreman. Richard Gross, reported for Public Works and stated that the Department is in need of new vehicles, and also needs to hire CDL drivers in the near future. Mr. Gross asked that residents not throw snow onto the middle of the road, it Is Illegal and dangerous. Police Chief Camp - see attached report Public Comments: Mayor Wray opened the meeting to the Public and evoked the 3 minute rule. Mr. Frank Benoscat of Lawrence Avenue addressed the Mayor and the Board of Trustees and asked the Board why Gregory Lobato was not hired as a Police Officer. He asked why Chief Camp's recommendation was not considered. There were no other comments at this time. Resolutions: (see attached) Rl) Authorize the Village Engineer to solicit bids for the water pipe rellning and water pipe replacement project (Phase I) R2) Authorize the Village Engineer to solicit bids for the automated water meter reading project R3) R4) R5) Approve the St. Patrick's Day Parade to be held on March 15, 2015 Rescind law related to site plan review for one and two family homes. Approve tax certiorari settlement with Verizon �Old Business: Trustee Wompa stated she would like to share a letter with the public, concerning the SHDTR, and read it aloud for the record. (See attached) New Business: Trustee Handelman asl<ed to vote on a resolution to enforce the prohibition of posting of signs on public property. She stated that recent posted signs are slanderous and personal and the code should be enforced. She also asked that texting while driving be enforced by our Police Dept. since it's a safety concern. Mayor Wray stated that all codes are enforced and passing a resolution to enforce the one code is unreasonable. Discussion ensued. Mayor Announcents: Mayor Wray stated next week's meeting will be a board meeting. Public Comments: Mayor Wray opened the meeting to the public and evoked the 3 minute rule. McCarthy Tomp (Ins Village Clerk �ADMINISTRATOR'S REPORT (2/3/15) 1) Emergency Preparedness Meeting: Prior to last week's storm, an emergency preparedness meeting was held with Village Department heads at Village Hall. Mayor Wray was also in attendance. The group also participated in a conference call with Con Edison in case any outages occur. Although the blizzard was not what was expected, we were prepared for the worst. 2) Sykes Park Architect: The village has received three proposals from architects for the Sykes Park comfort station project. Mondana Rezania of Ossining, New York was the lowest bidder. I am recommending the Board to hire Ms. Rezania at the next Board meeting. 3) Water Tank Grant Seminar: Fiona Hodgson and I attended a grant seminar in Long Island last week. Attendance at the seminar is required in order to recieve the water tank grant that the Village was recently awarded. 4) Budget: The Department Heads are in the process of submitting their budget requests. Sara DiGiacomo and I will meet with the department heads to review their requests. 5) Auditor's Report: We are scheduling the auditors to give a financial report at a future work session. 6) Tarrytown Shared Services Meeting: Another shared services meeting was held with Tarrytown. The purpose of the meeting is to try and determine ways in which Sleepy Hollow and Tarrytown can share recreational services. 7) Shared Services Initiative: I met with officials from 6 other villages to continue our discussion on how to share services. I left on your desk an example of a shared service initiative. 8) Part-time After School Counselor: There is an opening for an after-school counselor. The person must be available to work five days a week from 2-6. All interested applicants can call me at 914-366-5105. 9) Winterfest: We are planning to have the Winterfest this Saturday. Traditionally, Winterfest is held on the first Saturday in February. The event will be held at Rockwood Hall from 1-3 and included various winter activities.
