                  <text>The Board of Trustees of the Village of Sleepy Hollow held a meeting on Tuesday, February
10, 2015, at Village Hall, 28 Beekman Avenue, Sleepy Hollow, New York.
Present:

Mayor Kenneth G. Wray (in at 7:30pm)
Deputy Mayor Jennifer Lobato-Church (called the meeting to order)
Bruce Campbell
Dorothy Handelman
Glenn Rosenbloom
Karin Wompa, Trustees (in at 7:06pm)

Also Present: Anthony P. Giaccio, Village Administrator
Paula A. McCarthy Tompkins, Village Clerk
Sara DiGiacomo, Village Treasurer
Janet Gandolfo, Village Counsel (in at 7:05pm)
Gregory Camp, Village Police Chief
Absent:

Evelyn Stupel, Trustee

At 7:02 p.m. Deputy Mayor Lobato-Church called the meeting to order with a pledge to
the flag.
Approval of Warrants:
Trustee Campbell moved, seconded by Trustee Rosenbloom, to approve the warrant and
authorize the Treasurer to pay bills in the amount of $287,002.49
Motion carried 4-0
Approval of Minutes:
Trustee Campbell moved, seconded by Trustee Handelman to approve the minutes of
January 20, 2015, subject to minor typographical errors changes. Carried: 6-0
Mavor announcements:
Deputy Mayor Lobato-Church thanked the Police and Public Works Departments for their
work during the recent snow storms. She reminded the public not to throw snow to the
middle of the road to become unsafe.

Deputy Mayor Lobato-Church opened the meeting to the public and evoked the 3 minute
rule:

New Business:
Deputy Mayor Lobato-Church addressed the Board and stated that she recently read an
article In the Hudson Independent newspaper, referring to a memorandum prepared by the
Village's labor attorney regarding findings pursing to an Investigation.
Deputy Mayor Lobato-Church raised her concerns that certain Individuals on the Board
disseminating such document(s) are In violation of their ethical and fiduciary duties to the
village. She stated that the oath one takes to serve on the Board was breeched, and that the
release of this memorandum should have been discussed with the entire Board.
Trustee Campbell denied the allegation that anything was done Improperly and said that he
had confirmed with village counsel regarding the release of this memorandum.
Trustee Wompa In response to Deputy Mayor Lobato-Church, stated that a decision to ask
for Trustee Stupel's resignation and advising Village Staff not to work with the SHDRC
Committee was never discussed with Board members either.
Trustee Wompa asked Village Treasurer If tax lien letters have been mailed out to residents.
Village Treasurer, Sara DIGIacomo stated that letters have been sent out and Is looking
forward to having a tax lien sale in May.
After additional discussion regarding Deputy Mayor Lobato-Church's concerns, Trustee
Wompa and Trustee Campbell felt the discussion was inappropriate and exited the meeting
at 7:45pm.
Village Counsel, Janet Gandolfo, stated that releasing the letter was permissible and not an
ethical violation.

�Communications:
Village Clerk reminded Board members of Tax Grievance Day next Tuesday.

Mayor Announcements:
Mayor Wray stated that local merchants and residents, Nick Bell, Brian Doyle and Armando
(Chick) Galleta will be honored as "Mayor for the Day" on March
at 9;30am followed by an
event at Immaculate Conception followed by a luncheon. All Residents are invited.
Mayor reiterated that the County has approved a CDBG grant for the Village to work on
several capital projects.

Mayor Wray opened the meeting to the public and evoked the 3 minute rule:

Mayor Wray asked for a motion to go into Executive Session, to discuss a legal matter.
At 7:55pm, Trustee Handelman moved, seconded by Deputy Mayor Lobato-Church to go into
executive session.
At 8:05pm. Deputy Mayor Lobato-Church moved, seconded by Trustee Rosenbloom to exit
executive session.
At 8:06pm, on a motion by Deputy Lobato-Church, seconded by Trustee Handelman the
meeting was adjourned.
