Present: Mayor Kenneth G. Wray Deputy Mayor Jennifer Lobato-Church Glenn Rosenbloom Bruce Campbell Dorothy Handelman Trustees Evelyn Stupel (Absent) Karin Wompa (Absent) Also Present: Anthony Giaccio, Village Administrator Sean McCarthy, Village Architect Mayor Wray called the work session to order at 7:00. SCENIC HUDSON PRESENTATION - Planner, Amy Kacala of Scenic Hudson gave a power point presentation on developing a regional trails strategy for Sleepy Hollow and Tarrytown. Ms. Kacala gave an overview of the planning process. Several meetings have taken place to solicit input from various stakeholders. There will also be a public workshop scheduled at a later date. Part of the focus is to incorporate the Tappan Zee Bridge and Lighthouse Landing project into the overall trail system. The Village Board had several questions, but generally supported the plan. LIBRARY ROOF PRESENTATION - Library Director, Maureen Petry and Grant Writer, Fiona Hodgson updated the Board on the library roof project. Bids were received for the project and the lowest bidder's proposal was $338,000. About half of this amount will be funded through a library grant, which was secured by Ms. Petry. The rest of the cost will be split between Tarrytown and Sleepy Hollow. The work is expected to begin in late spring and will take a few weeks to complete. SHORT TERM PARKING - The Board discussed creating a short term parking zone on Beekman Avenue. Some businesses, like the pharmacy, have customers that quickly drop-off or pick-up items and do not require long term parking. Mayor Wray suggested that a public hearing on this be set at the next Village Board meeting. ROUTE 9 STREETSCAPE - The Board reviewed a draft resolution to award a bid for the Route 9 Streetscape Project. Mayor Wray requested that this resolution be on the next Village Board meeting agenda. BUDGET PUBLIC HEARING - The Board discussed setting budget public hearings in April possibly on April 7 and April 14. �SPECIAL SESSION On a motion made by Deputy Mayor Lobato-Church and seconded by Trustee Handelman and carried unanimously the Board moved into special session. Motion was made by Deputy Mayor Lobato-Church, seconded by Trustee Handelman to set the 2015/2016 operating budget public hearing on April 7,2015. Motion carried 5-0. On a motion made by Trustee Campbell and seconded by Trustee Handelman and carried unanimously the Board moved out of special session. At 7:55 p.m., the work session was adjourned.
