Present: Mayor Kenneth G. Wray Deputy Mayor Jennifer Lobato-Church Denise Scaglione Dorothy Handelman Glenn Rosenbloom John Leavy Karin Wompa, Trustees Also Present: Anthony P. Giaccio, Village Administrator Paula A. McCarthy Tompkins, Village Clerk Clinton Smith, Village Counsel Sean E. McCarthy, Village Building Inspector Gregory Camp, Police Chief At 7:02 p.m. Mayor Wray called the meeting to order with a pledge to the flag and a moment of silence for Anthony Capossela, Robert Kelly and Daniel Valdespino; our thoughts are with their family and friends. Public Hearings: Mayor's Budget 2015/2016 Mayor opened the meeting to the public and evoked the 5 minute rule: Dan Convissor, of Sleepy Hollow, addressed the Mayor and the Board of Trustees and asked about long term pension costs. He suggested that Kingsland Point Park should be the responsibility of the County. He asked about capital projects for the ambulance Corp and repairs at the river walk. Mario Belanich of Sleepy Hollow addressed the Mayor and the Board of Trustees and asked why some employees are paid out of the water fund. He also asked why the Village continues to run an afterschool program. He stated that it is a big liability. There were no further comments at this time. Mayor Wray stated that residents may send in written comments regarding the budget until April 19th. On a motion by Trustee Rosenbloom, seconded by Deputy Lobato-Church, the public hearing was closed. �Department Heads Budget Presentations: Village Clerk, Paula McCarthy Tompkins, presented her budget requests to the Board. She stated that the Clerk's office has gotten significantly busier and needs full-time help. She recommended that the part-time employee in the Clerk's Office become full-time. She also asked for an additional one hour a day for the Deputy Registrar, due to the high volume of public requests and certificates that need to be processed. Fire Chief, Patrick Haggerty, presented his budget requests to the Board. He asked for additional monies for gear and repairs. He also spoke about the need for a new marine unit. Discussion ensued. Approval of Warrants: Deputy Mayor Lobato-Church moved, seconded by Trustee Rosenbloom, to approve the warrant and authorize the Treasurer to pay bills in the amount of $91,649.25 Motion carried 6-0 Approval of Minutes: Deputy Mayor Lobato-Church moved, seconded by Trustee Rosenbloom to approve the Minutes of March 10, 2015, subject to minor typographical error changes. Trustees Scaglione and Leavy abstained. Motion carried: 4-2-0 Deputy Mayor Lobato-Church moved, seconded by Trustee Rosenbloom to approve the Minutes of March 27, 2015, subject to minor typographical error changes. Trustees Scaglione and Leavy abstained. Motion carried: 4-2-0 Deputy Mayor Lobato-Church moved, seconded by Trustee Handelman to approve the Minutes of April 6, 2015, as amended, subject to minor typographical error changes. Motion carried: 6-0 Mavor announcements: Mayor Wray announced that the new library committee will meet on Thursdays at 6:00 .p.m. Committee members will be Mayor Wray, Trustees Leavy, and Trustee Handelman will be the official liaison. Mayor Wray announced that discussion with the Village of Tarrytown will continue and Trustees Rosenbloom and Scaglione will be part of the committee. Mayor Wray announced that Trustee Leavy and Deputy Mayor Lobato-Church will be reviewing the EMS consultant's report. �Mayor Wray stated that members of committees that have expired terms will continue to fulfill their roles until replacements are announced. Mayor thanked everyone for all volunteers for services. Mayor Wray stated that the Warner library will be having a book sale this weekend and volunteers are needed to assist in set up and more. Administrator's Report: (see attached) Public Comments: Frank Benoscat of Sleepy Hollow addressed the Mayor and the Board of Trustees and congratulated the Unite Sleepy Hollow Party for their election win. He also thanked all Department Heads and wished everyone well. Bobbie Hongagh of Sleepy Hollow addressed the Mayor and the Board of Trustees and stated that she is concerned about the change in the new one way traffic flow on Old Broadway. She stated she almost got rear-ended when making a right at the traffic light and she feels there will be an accident in the future. She hopes the Board will consider a change. AJ Anthony, the owner of the Citco Gas station located on Old Broadway, addressed the Mayor and the Board of Trustees and stated that since the change in traffic pattern his business has suffered a 30% loss in business. He stated the new traffic pattern is a nuisance. He submitted a petition to the Board with over 100 signatures. Mario Belanich, of Sleepy Hollow asked why Old Broadway was made a one way street. He also asked what the status of the former GM property is. Hugh Jones, of Sleepy Hollow asked why the Village's budget is proposing a 2% increase even that Lighthouse Landing will be bringing in monies for the Village. Mayor Wray explained how the process of the budget works before its final approval and sated that the draft budget is reviewed by the Board before a final decision is made. He has proposed a 2% decreased for home owners. Daniel Convissor addressed the Mayor and the Board of Trustees and stated that Minutes for several boards are not being posted on the website. He asked to have the budget posted on the website. He asked if there is any cost sharing with other Villages for the marine unit. He stated there are potholes in need of repair. He also stated the garbage truck leaks all over the street and is looking forward to the new garbage truck. Mayor Wray stated that Old Broadway discussions regarding the traffic flow will be addressed at the next Work Session. Mr. Jones - addressed the Mayor and the Board and reported on the current status of the Planning Board and Lighthouse Landing project. He stated that due to Hurricane Sandy, �some revisions had to be altered. He stated that Lighthouse Landing submitted a plan in January and the Planning Board did not like the idea of the trucks using the H Bridge. Lighthouse Landing will be installing a bridge over the Beekman Avenue bridge for the trucks to be able to transport 250, 000 yards of fill (dirt). The developers have been working together with the Planning Board to make this work without any disruptions. Mayor Announcements: Mayor Wray stated that Sleepy Hollow High School class of 1985, have requested that Saturday, October 17, be designated in memory of Suzanne Pell. Mayor intends on fulfilling that request. Communications: Village Clerk reminded everyone that there's Public Hearing next Tuesday, April 21 st ; regarding the property tax cap. The Westchester County Mobile Passport unit is coming to the Village one Saturday in May or June. Public Comments: Mayor Wray opened the meeting to the public and evoked the 3 minute rule.
