Present: Mayor Kenneth G. Wray Deputy Mayor Jennifer Lobato-Church Glenn Rosenbloom Karin Wompa John Leavy Denise Scaglione Dorothy Handelman Trustees Also Present: Anthony Giaccio, Village Administrator Sean McCarthy, Village Architect Rich Gross, General Foreman Mayor Wray called the work session to order at 7:00. TAX CAP EFFICIENCY PLAN - Fiona Hodgson made a presentation on a tax cap efficiency plan. The efficiency plan is required if the Village intends on staying under the State's tax cap in 2016. The plan identifies ways of saving 1% of the Village's tax levy through efficiency or shared services. Examples of this include reducing energy costs by installing LED lights and sharing a pothole killer machine with other communities. The plan has to be signed by the Mayor and Treasurer before being submitted to the State. APPROVE WATER TANK GRANT AGREEMENT - Fiona Hodgson asked the Village Board to consider approving the Mayor to sign a water tank grant application. The application is required by the State in order to process the grant contract. Mayor Wray requested that the Board approve this resolution at the end of the agenda. SNOW AND ICE AGREEMENT - The Board reviewed a snow and ice agreement with New York State in which the Village receives payment for maintaining State roads. Mayor Wray requested that this item be on the next Board meeting agenda. PRISONER TRANSPORT IMA - The Board reviewed an inter-municipal agreement with Westchester County related to transporting prisoners. Mayor Wray requested that this item be on the next Board meeting agenda. SURPLUS VEHICLES - Rich Gross provided the Board with a list of surplus vehicles that the Village has no use for. If the vehicles are deemed to be surplus, they would be auctioned off. Mayor Wray requested that this item be on the next Board meeting agenda. DPW SEASONAL EMPLOYEES - The Board discussed hiring seasonal workers in the Department of Public Works. The Board is considering hiring three seasonal employees. �SPECIAL SESSION On a motion made by Deputy Mayor Lobato-Church and seconded by Trustee Rosenbloom and carried unanimously the Board moved into special session. Motion was made by Trustee Wompa, seconded by Trustee Leavy to authorize the Mayor to submit a tax cap efficiency plan to the State. Motion carried 7-0. Motion was made by Trustee Leavy, seconded by Trustee Wompa to approve the water tank grant agreement Motion carried 7-0. On a motion made by Deputy Mayor Lobato-Church and seconded by Trustee Leavy and carried unanimously the Board moved out of special session. VILLAGE-WIDE CLEAN-UP AND MURAL PAINTING - Mr. Giaccio announced that the annual village clean-up day will be held on May 9 starting at 9:00am. There will also be a mural painting event on Beekman Avenue.
