                  <text>The Board of Trustees of the Village of Sleepy Hollow held a meeting on Tuesday, August 25,
2015 Village Hall, 28 Beekman Avenue, Sleepy Hollow, New York.
Present:

Mayor Kenneth G. Wray
Deputy Mayor Jennifer Lobato-Church

At 7:04 p.m. Mayor Wray called the meeting to order with a pledge to the flag and a moment
of silence for the passing of Irene Anzovino, longtime resident of Sleepy Hollow and Brian
Balthazard, longtime resident of Tarrytown and Sleepy Hollow. Our thoughts are with their
families and friends.
Approval of Warrants:
Deputy Mayor Lobato-Church moved, seconded by Trustee Leavy to approve the warrant and
authorize the Treasurer to pay the bills in the amount of $320,362.87. Motion carried.
Approval of Minutes:
Deputy Mayor Lobato-Church moved, seconded by Trustee Rosenbloom to approve the
minutes of July 28, 2015 subject to minor typographical errors changes. Motion carried.
Mavor announcements:
Mayor congratulated the Sleepy Hollow Fire Dept. for an outstanding job at a recent brush
fire near the train tracks.
Mayor Wray also thanked resident David Fink for allowing the Fire Dept. to use his property
to access the fire.
Administrator's Report: (see attached)
Mavor announcements:
Mayor Wray congratulated Fire Chief Hennessey for 50 years of service to the Sleepy Hollow
Volunteer Fire Department.

�Mayor Wray congratulated Police Lieutenant Bueti for the birth of his daughter,
Adriana Bueti.
Public Comments:
Mayor Wray opened the public hearing to the public and invoked the 3 minute rule.
There were no comments at this time.

R1 - Approve Contract with CAP Productions for Television Alrtlme
R2 - Approve Final Negative Declaration
R3 - Approve Chilean Festival (from 10am to 10 pm)
Old Business:
Trustee Handelman asked for a cost break down for the circus Latino event.
New Business:
Mayor Wray stated that Departments Heads have submitted their capital budget requests.
Village Treasurer stated the deadline for the capital budget requests will be the end of
September to allow time for proper notices.
Mayor Wray stated that a request was made by Rivers Edge to construct a sidewalk on
village property. The Planning Board recommended approval of this project, and the
Village Board accepted the recommendation of the Planning Board. (See attached resolution)

Mayor Wray opened the public hearing to the public and invoked the 3 minute rule.
Assistant Fire Chief Korzellus complimented all Firemen, EMS and Police Depts. on
Sunday's brush fire. He stated It was a difficult situation and everyone work hard.
He thanked all agencies that assisted.
There were no further comments at this time.
At 8:05pm, Mayor Wray requested a motion to go into executive session to discuss a
personnel matter.
On motion by Deputy Mayor Lobato-Church, seconded by Trustee Leavy the Board went Into
executive session.
At 9:10pm, on a motion by Trustee Wompa, seconded by Trustee Handelman the Board
exited executive session.

�At 9:10pm, on a motion by Trustee Handelman, seconded by Trustee Rosenbloom, the
meeting was adjourned.

�Administrator's Report:

8/25/2015

Old Broadway is now back to a two way street. We are soliciting traffic engineers to
submit proposals to study the area in and around Old Broadway.
The Village is preparing for the upcoming school year. Cross walks are being painted
and Police Department is planning on having a crossing guard at 448 and New
Broadway.
"It takes a Village" will be holding a fundraiser event at the Kathryn W Davis
Riverwalk Center on Sept. 20^' All are welcome to attend.
There will be a Sleepy Hollow Local Development Corporation Meeting at 7:00pm on
August 31 at Village Hall. The meeting is open to the public.
The Parks Department has cleaned up the triangular traffic islands along on route
9. We have received many complaints from residents regarding maintenance along
Route 9. Residents should be aware that Route 9 is a State Road and the State
Department of Transportation has to address many of the maintenance issues.
The Recreation Department was informed by the School that construction will take
place at Morse School this fall. The After-school program may be affected by this.
I met with the organizers for the Chilean festival to work out all of the details for the
event. The event will take place on September 13, starting at 10:00 at Sykes Park.
A pre-construction meeting took place for the pump station generator. The project
should be completed by the end of October.
Water bills will be going out on Monday
The Sykes park comfort station project has been taken quite some time to
complete. The reason for the delay is because the building is in a flood zone and
requires special engineering. The project is expected to begin this fall.
Congratulations to Union Hose's apparatus 86 for winning this year's Fire Department
inspection. Thank you to the Fire Department for hosting its annual inspection picnic.
