https://sleepyhollow.localarchives.org/files/original/1af125c2f8c89ec0168d677ff7579bb6.pdf eefb52c692525875df15a75f8e260ed3 PDF Text Text VILLAGE OF SLEEPY HOLLOW-WATER SUPPLY IMPROVEMENT PROGRAM FINAL NEGATIVE DECLARATION WHEREAS, the Village of Sleepy Hollow is proposing to implement a water improvement program to protect the Village's water supply and minimize the risk of disruption of service during heavy storm events in order to maintain essential water supply service without interruption. The New York State Department of Health has determined that this project is eligible for funding under the Storm Mitigation Loan Program (SMLP) established through the New York State Drinking Water State Revolving Fund (DWSRF) provisions of the Federal Disaster Relief Appropriations Act enacted following Hurricane Sandy. WHEREAS, the Storm Mitigation Improvement Project consists of the construction of a new reservoir facility with a capacity of approximately 1.65 million gallons, installation of approximately 4,750 linear feet of piping to connect to the existing system and a series of improvements at the Village's pump station to accommodate the additional storage capacity. WHEREAS, in accordance with SMLP program requirements, the proposed project was classified as a State Environmental Quality Review (SEQR) Type 1 equivalency project and a coordinated environmental review on the use of SMLP funding was performed in compliance with the standards set forth by the National Environmental Protection Act (NEPA) and the New York State Environmental Review Process (SERP) requirements. WHEREAS, the Village Board completed a SEQR Full Environmental Assessment Form (EAF) with supporting information for the proposed water supply improvements in accordance with SEQR requirements (6 NYCRR part 617). WHEREAS, the Village Board caused to be prepared an Environmental Information Document (EID) to satisfy NEPA requirements in accordance with the New York State Revolving Fund Environmental Review Requirements for Equivalency Projects (May 1, WHEREAS, on or about May 30, 2015, the Village Board notified involved and interested agencies of its intent to act as lead agency for the coordinated environmental review as required under 6 NYCRR Part 617.6(b) of the State Environmental Quality Review regulations. Copies of the Full EAF and NEPA EID were forwarded to the involved agencies on May 30, 015. No comments were received from any of the involved or interested agencies within the 30 day timeframe specified in the May 30 2015 submittal. ' �WHEREAS, the Village of Sleepy Hollow shall submit engineering plans and specifications for the project to the Westchester County Department of Health and the New York State Department of Health for review and approval prior to implementing construction. WHEREAS, the Village of Sleepy Hollow has determined, based on the Full EAF and NEPA EID, that the proposed project will not adversely impact the environment, land use natural resources or public resources. The work area will be limited to the proposed reservoir facility and installation of supply lines. The proposed project does not include disturbance to environmentally sensitive areas, wetlands or flood zones. The Village will coordinate with regulatory agencies to obtain any required permits before construction work begins to comply with all applicable environmental regulations and permit conditions. Best management practices will be developed during design and implemented to avoid impacts to environmentally sensitive areas. WHEREAS, the Village of Sleepy Hollow, as lead agency has determined that the funding for the Water Supply Improvement Program from the Storm Mitigation Loan Program (SLMP Project No. 18150) will not have a significant adverse environmental impact based on the coordinated review and for the reasons set forth in the Full EAF and the NEPA EID. A Draft Negative Declaration notice was published in the Environmental Notice Bulletin and the paper of public record as required by the New York State Revolving fund Environmental Review Requirements for Equivalency Projects (May 1, 2014) as applicable to the SMLP Project. No comments were received by the Village during the required public comment period. NOW, THEREFORE, BE IT RESOLVED, that Village of Sleepy Hollow based on the foregoing record does hereby declare that the proposed Water Supply Improvement Program will not have a significant adverse impact on the environment and does adopt a Final Negative Declaration and does direst the Village Administrator to post the Final Negative Declaration on the New York State Environmental Notice Bulletin. Moved: Trustee Wompa Seconded: Trustee Handelman Vote: Unanimous �Resolution of the Board of Trustees of the Village of Sleepy Hollow Authorizing Contract Execution with CAP Productions WHEREAS, in September 2015 the Village of Sleepy Hollow is staging Circus Latino, a weekend-long festival with performances in different art forms held under a circus tent on the Edge-on-Hudson property; and WHEREAS, grants of $30,400 from the New York State Council on the Arts and $45,000 from Empire State Development are partially funding the project; and WHEREAS, a comprehensive marketing campaign, including advertisements on cable television, will increase audiences from the tri-state area as well as helping to build Sleepy Hollow's brand; and WHEREAS, CAP Productions, a certified Woman Owned Business Enterprise, has submitted a proposal for $7,562.00 to schedule 30 second television commercials with Verizon and Cablevision; and WHEREAS, the Village was satisfied when it worked with CAP Productions in 2013 on the Halloween Marketing Campaign. Further, the Village has a Minority and Women Owned Business Enterprise goal of 34% for the Empire State Development grant. NOW, THEREFORE, BE IT RESOLVED that the Board of Trustees accepts CAP Productions' proposal and authorizes the Village Administrator, Anthony Giaccio, to sign a contract with CAP Productions of 42 Fortune Road East, Middletown NY 10541 in the amount of $7,562 for cable television advertisement services. Moved: Trustee Handelman Seconded: Trustee Rosenbloom Vote: Unanimous �VILLAGE OF SLEEPY HOLLOW MAYOR AND BOARD OF TRUSTEES ACCEPTANCE OF PUBLIC IMPROVEMENT RIVERS EDGE RIVERFRONT DEVELOPMENT WHEREAS, an application to grant an amended Special Permit was reviewed and granted by the Mayor and Board of Trustees (the "Board") of the Village of Sleepy Hollow to River's Edge Sleepy Hollow, LLC, ("the Applicant") on or about June 23, 2015; and WHEREAS, the amended Special Permit included among other things, the proposed construction of a swimming pool on the terrace deck for Rivers Edge resident use only; and WHEREAS, based on input from the Planning Board, Village Architect and Village consultants during the course of the site plan review, it was noted that a second means of egress needed to be provided for the swimming pool and the location of such egress would be provided by a stairway from the terrace deck down to the existing parking lot for the adjacent Horan's Landing; and W H E R E A S , the Applicant is already obligated to repair and restore portions of Horan's Landing as a result of construction activities; and WHEREAS, the Applicant has proposed to construct on the southerly most portion of Horan's Landing an approximately four (4) foot wide sidewalk running from River Street to the Riverwalk along the Hudson River which would also provide a connection to the proposed stairway from the terrace deck; and WHEREAS, the Applicant has shown the sidewalk with related details on the site plan drawings submitted to the Planning Board and has made a request to the Village Board to accept this improvement; and NOW, THEREFOR, BE IT RESOLVED, that the Village accepts the offer by the Applicant of the construction of the proposed sidewalk conditioned upon full compliance with the following: 1. Construction of sidewalk will occur as part of the other intended improvements to repair and restore Horan's Landing as provided as part of Site Plan approval. 2. The Applicant will be responsible for the maintenance and upkeep of the sidewalk consistent with the Village Code.
