Jack Arcate made a motion to name Bob Carpenter as Chairman. Joe DeFeo seconded. It was unanimous (4-0). The meeting was called to order by Bob Carpenter, Chairman at 8:05 p.m. The Chair stated that a quorum was present. The Chair stated that he met with Pete Schmidt and they reviewed the submitted report. He stated that some of the trees are over 100 years old. He stated that these trees should be saved if possible. He stated that it would enhance the development. The Chair opened the public hearing. Andy Tung gave an overview of the proposed development. He briefly explained the CCRC concept. He gave a description of the existing property layout. He spoke about the zoning and environmental issues associated with the project. �Andy Tung spoke about the 7-acre wooded buffer that would be maintained along the South side of the development. He stated that there are numerous hemlocks that are dead. He stated that Phelps Memorial Hospital does not maintain the area. He spoke about the application to date over the last 2 Vi years. Andy Tung stated that the Planning Board made a statement concerning vegetation. He stated that the Plamiing Board requested that the applicant obtain a permit from the Tree Commission. Andy Tung explained the building and parking elevations. He showed the proposed development via an aerial photo of Phelps Memorial Hospital Center and a site plan of the proposed building roadway and landscape. Andy Tung stated that 395 (38%) of the existing trees are dead. He stated that 645 (62%) of the trees are healthy. He stated that 300 were of species that are not ornamental. He also stated that due to the slope of the site and the desire to keep the proposed development as compact as possible, it was impossible to keep existing trees in the loop interior. He distributed a document that reviewed the selected trees to be removed (attached). Andy Tung stated that the proposal included deciding on whether or not to save certain trees. He showed the Tree Survey & Protection Plan drawing. He overlaid the proposed building layout over the top of the Tree Survey. He stated that the balance of the building layout is essential to the development. He stated that the site-grading plan showed a few trees near the proposed scenic overlook. He stated that these trees would be re-evaluated. Andy Tung stated that several Oak trees on the Western edge near the water-quality basins are healthy. They have proposed to construct a tree wall to try to keep those trees intact (attached). Andy Tung detailed the landscape plan showing the Northern and Southern buffers. Pete Schmidt asked if the evergreens would have enough light to grow. Andy Tung responded that the evergreens would be located in a field at different heights to allow the trees to grow. Dave Smith stated that the Planning Board and the Architectural Review Board comments included planting trees as soon as construction starts so that the plantings could begin to grow. The Chair asked if any provisions have been made to include a walkway system in the woods near Birch Close. Andy Tung responded that a walkway exists and it has a gate near Birch Close but the gate is locked. Tree Commission Meeting, March 18, 2002 2 �Al DelBello stated that the existing pathway would be left for fiiture use. The Chair asked if there are any provisions for watering. Andy Tung responded that there are no plans for irrigating the property. The Chair stated that the dead trees provide an additional buffer from Sleepy Hollow Manor. He asked that the trees be left since they provide a habitat for birds and other animals. Andy Tung responded that some of the dead trees would remain but some of the trees near Birch Close would be removed for residential safety. Jack Arcate stated that he appreciated the use of native trees as per the submitted planting Hst. The Chair asked if everything within the loop road would be removed. Andy Tung responded yes. Jack Arcate spoke about his experience with trying to relocate and save trees. He stated that it would not be very successfiil based on the existing property terrain and the amount of existing rock. Jack Arcate asked if there would be any cropping of the Ailanthus altissima (Tree of Heaven). Andy Tung responded that it is in the hands of the Parks Department. He stated that they would follow their recommendations. Jack Arcate gave an analysis of the proposed plantings. He stated that the selection of trees is good. He stated that the trees would integrate nicely. Joe DeFeo stated that he is concerned with having too many large dead trees. He stated that the small dead trees could be left but the large ones should be removed. He stated that he was concerned about the potential for fires. Jack Arcate agreed. He stated that by removing the large dead trees, it would give the potential for fiiture growth. Dave Smith asked if changes have been made to the site plan for saving trees. Andy Tung responded yes. Since there were no public comments, the Chair closed the public hearing. Joe DeFeo stated that he is concerned about satisfying the neighbors along the wooded buffer. The Chair noted a letter from absent Tree Commission member Jim Donovan (attached). Bob Stiloski stated that the Tree Commission needs to set a fee. He read the appHcable Code sections. Al DelBello gave an overview of the recreation fee agreement. He stated that the agreed upon fee would encompass all fees. He stated that during a meeting with the Mayor, it was agreed that the applicant should pay a fee above and beyond the agreed recreation fee. He stated that the Mayor agreed that the fees could be paid once the project is financed. Andy Tung stated that the project calls for removing 300 trees and planting 475 trees.
