Present: Mayor Kenneth G. Wray Deputy Mayor Jennifer Lobato-Church John Leavy Glenn Rosenbloom Denise Scaglione, Trustees Also Present: Paula A. McCarthy Tompkins, Village Clerk Sara DiGiacomo, Village Clerk Clinton Smith, Village Counsel Sean E. McCarthy, Village Building Inspector Richard Gross, General Foreman At 7:06 p.m. Mayor Wray called the meeting to order with a pledge to the flag and a moment of silence for the passing of Leda Gallela, a lifelong resident of Sleepy Hollow, Rossy Schanchez of Sleepy Hollow and Eric Putter of Sleepy Hollow. Our thoughts are with their families and friends. Mayor Wray presented Police Officer Donald Pellegrino with a farewell plaque and thanked him for 32 years of service to the community. The Board of Trustees, along with former Mayor Zegarelli and other former Trustees joined in to take a few pictures. Huge applause from the audience. Mayor Wray administered the oath of Office to Sergeant Gasko to his new position of Police Lieutenant and wished him well. Huge applause from the audience. Mayor Wray recognized and praised the Special Olympics gold medalist of Sleepy Hollow that were in attendance and presented them with a key to Village Hall. Huge applause from the audience. Approval of Warrants: Deputy Mayor Lobato-Church moved, seconded by Trustee Scaglione to approve the warrant and authorize the Treasurer to pay the bills in the amount of $496, 931.38. Motion carried. Approval of Minutes: Deputy Mayor Lobato-Church moved, seconded by Trustee Leavy to approve the minutes of September 1, 21015. Motion carried. Mavor Announcemen<s: Mayor Wray thanked Elliot Martone for his services to the Village's Planning Board and appointed a new member. �On a motion by Trustee Scaglione, seconded by Deputy Mayor Lobato-Church, Lisa Santo of Sleepy Hollow was appointed to Chair of the Planning Board. Department Head Budget Requests: Fire Department: John Korz^liuy, Assistant Fire Chief, addressed the Mayor and the Board of Trustees and stated that the Department's biggest request for capital budget this year is for a Fire trucl< called "Ladder", costing approximately 1.4 million dollars. Board members had several questions and discussion ensued. The other item pressing for the Fire Department Is a rescue boat. Chief Korzelius stated that the Fire Department Hudson River's jurisdiction covers up to Ossining and it is a great necessity. Discussion ensued. Larry Lee - Fire Department Administrator, addressed the Mayor and the Board of Trustees and stated that the Department is in need of 10 new computers. He stated some computers no longer work and others are outdated, making it difficult to keep up with the current software. Richard Gross. General Foreman, addressed the Mayor and the Board of Trustees and explained the need for certain updates and replacements for vehicles and machinery. Board members had several questions and discussion ensued. Public Comments: Mayor Wray opened the meeting to the public and invoked the 3 minute rule: John Korzelius. Assistant Fire Chief addressed the Mayor and the Board of Trustees on behalf of the entire Fire Department, and requested that residents not interfere with Department operations while at the scene of a call. Safety issues and other concerns may be compromised and it makes it difficult for the Fire fighters to focus and do their job. Clara Teaale of Sleepy Hollow addressed the Mayor and the Board of Trustees and asked if the village code has changed regarding chickens. She stated that in the past the village had problems with gambling rooster fights. Ms. Teagle also stated that she agrees with the Fire Chief that residents should not interfere with Fire Department operations. Mayor Wray explained that the Village would need to hold a public hearing to change any ordinances in the code, and there has been no official requests regarding chickens. �Resolutions: (see attached) R1 - Authorize Payment to Local Development Corporation R2 - Approve Court Settlement R3 - Approve Reservoir Easement Agreement R4 - Appoint Part-Time Assistant Building Inspector R5 - Approve Salary Adjustment for Village Assessor R6 - Approve Posting for Laborer Positions R7 - Appoint Library Member (Fiona) R8 - Set Public Hearing for Assessment Sliding Scale for 65yo & older New Business: Trustee Scaglione stated that the Runner's World magazine is a national magazine that recently had a two page article regarding the half marathon in Sleepy Hollow. Deputy Mayor Lobato-Church stated stated that she reviewed the GE resolution and encouraged the Board to discuss it further at the next meeting. Communications: Village Clerk announced that a liquor license renewal application was received for Santorini Restaurant located at 175 Valley Street. Public Comments: Mayor Wray opened the meeting to the public and invoked the 3 minute rule. There were no further comments at this time. Mayor Wray asked for a motion to go into executive session to discuss a pending legal matter. At 9:20 pm on a motion by Trustee Leavy, seconded by Trustee Scaglione, the Board went into executive session. At 9:40 pm, Deputy Mayor Lobato-Church moved, seconded by Trustee Rosenbloom to exit executive Session.
