Present: Mayor Kenneth G. Wray Deputy Mayor Jennifer Lobato-Church Dorothy Handelman (in at 7:58 p.m.) John Leavy Glenn Rosenbioom Denise Scaglione, Trustees Also Present: Paula A. McCarthy Tompkins, Village Clerk Clinton Smith, Village Counsel Sean E. McCarthy, Village Building Inspector Richard Gross, General Foreman At 7:06 p.m. Mayor Wray called the meeting to order with a pledge to the flag. Public Hearinofs^: Senior Tax Exempt Mayor Wray opened the meeting to the public and evoked the 3 minute rule. The Village Clerk read the public notice out loud for the record. Mr. Fred Gross, Village Assessor, addressed the Mayor and the Board and explained how the real property tax law works and who is eligible. December 31, 2015 is the deadline for filing an application. The maximum income to receive the minimum discount is $37,399.99. A "Sliding Scale" is used to determine the exemption percent, (between 50% and 5%). NYS has not changed the "Sliding Scale" income ranges in four years. Qualification Is based on the applicants' 2014 Income. The applicant's Federal Income Tax Form 1040 Is the basis to determine "Income". If the applicant didn't file a 2014 Federal 1040 then the applicant must provide other proof of income received. This local law has been in place for many years. Mario Belanich of North Washington Street addressed the Mayor and the Board of Trustees and asked if the Public Hearing notice was properly published. There were no public comments at this time. On a motion by Trustee Rosenbioom, seconded by Trustee Scaglione, the public hearing was closed. Approval of Warrants: Deputy Mayor Lobato-Church moved, seconded by Trustee Leavy to approve the warrant and authorize the Treasurer to pay the bills in the amount of $606,598.99. Motion carried. �Approval of Minutes: Deputy Mayor Lobato-Church moved, seconded by Trustee Leavy to approve the minutes of August 25, 2015 and September 15, 2015. Motion carried. Trustee Handelman moved, seconded by Trustee Leavy to approve tfie minutes of August 11, 2015. Motion carried. Mayor Announcements: Mayor Wray announced the birth of Police OfHcer Morrison's new son, Connor Morrison, born September 2015. This is baby boy #4 for Morrison family. Mayor Wray wished Ms. Mary Pastel a very happy 104^ Birthday. Trustee Leavy, along with other participants, played a round of mini-golf tournament at the Library and it was a lot of fun. Department Head Reports: Police Department: Chief Gregory Camp addressed the Mayor and the Board of Trustees and reported numerous incidents throughout the month of July and August. (See attached report) Building Department: Sean McCarthy, Building Inspector, addressed the Mayor and the Board of Trustees and reported on different occurrences in this Department (See attached report) Rgcreatipn Depgrtmqnt: Robin Pell, Recreation Supervisor, addressed the Mayor and the Board of Trustees and reported on recreation events throughout the month. The after school program has a waiting list for children, and the program is currently taking place at the senior center to accommodate the Morse School's construction. Pumpkins painting will take place on October at the Kinqsland Park Pavilion, instead of October 18^. Movie night is also scheduled for October and all are welcome to attend. The windows on the Beekman Avenue will be painted on October 19"" by the High School students. Administrator's Report: (see attached) Public Comments: Mayor Wray opened the meeting to the public and invoked the 3 minute rule: Maribel Tortilla of Clinton Street addressed the Mayor and the Board of Trustees and stated that she is concerned about safety in her neighborhood. She stated that there is ongoing �drug activity in front of her house and wants more police patrol. Juan, of Clinton Street addressed the Mayor and the Board of Trustees and stated that he has lived on Clinton Street for over 17 years and now there are too many groups of people hanging out and selling drugs in front of his house. Another resident residing on Clinton Street addressed the l^layor and the Board of Trustees and stated that there's too much loitering in front of his house, and stated that the people hanging out create garbage, carry weapons and sell drugs. He stated that the residents are concerned for their safety and their quality of life; he stated that it's especially bad on the weekends. I^ayor Wray thanked the residents for sharing their concerns and stated that this is a serious matter which Chief Camp will follow up on. At 8:35 p.m. the Mayor asked for a motion to go into executive session to discuss personnel and collective bargaining matters. On a motion by Deputy Mayor Lobato-Church, seconded by Trustee Handelman the Board went into executive session. At 9:40 p.m. Deputy Lobato-Church made a motion to exit executive session. Trustee Leavy seconded it. Resolutions: (see attached) R1 - Approve Traffic Study for Old Broadway R2 - Authorize Assessor to Make Tax Roll Correction R3 - Approve NYCOM Training for Treasurer R4 - Approve Farrington Avenue Block Party R5 - Approve Animatronlcs for the Haunted Hayride. Old Business: Trustee Handelman asked when the new water meters project will begin. Trustee Rosenbloom asked that garbage be picked up on the weekends at least until the end of October, and asked about Halloween decorations. Trustee Scaglione asked when the Halloween decorating will begin on the Avenue. Trustee Leavy asked who is responsible for repairs on side of Rt 9 along east side of the cemetery and the Dutch Church. Discussion ensued. Deputy Mayor Lobato-Church asked Village Attorney to contact DOT and follow up and this matter. �Public Comments: Mayor Wray opened the meeting to the public and involved the 3 minute rule.
