Present: Mayor Kenneth G. Wray Deputy Mayor Jennifer Lobato-Church Glenn Rosenbloom John Leavy Denise Scaglione Karin Wompa Dorothy Handelman Trustees Also Present: Anthony Giaccio, Village Administrator Sean McCarthy, Village Architect Rich Gross, General Foreman Mayor Wray called the work session to order at 7:00 COMPLETE STREETS ~ Claire Davis from the Environmental Advisory Committee made a presentation on Complete Streets. Complete Streets is a national movement that promotes the integration of people and places in the planning, design, construction, operation, and maintenance of transportation networks. Ms. Davis asked the Board to consider adopting a complete streets policy. There was a discussion on the pros and cons of adopting this policy. Some Board members feel that a complete streets policy could be a useful planning tool, while others believe it will result in unnecessary project delays. The matter was referred to the Planning Board. Mayor Wray asked that a follow-up be done a future work session. SHORT TERM PARKING - Chamber of Commerce co-president Kevin Kaye addressed the Board. Mr. Kaye said that at the last merchant's council meeting, businesses owners requested short term parking on Beekman Avenue and College Avenue. The Board was in favor of setting a public hearing on the matter. Mayor Wray recommended that the public hearing notice include one space on Beekman Avenue near the Open Door and two spaces on College Avenue near the supermarket. Mayor Wray requested that this item be on the next Board meeting agenda. MUTUAL AID INTER-MUNICIPAL AGREEMENT - The Board reviewed an inter-municipal agreement with the County related to providing mutual aid for the police department. This is a renewal agreement and the terms remain unchanged. Mayor Wray requested that this item be on the next Board meeting agenda after review by the village attorney. �COMPREHENSIVE PLAN - Mayor Wray announced that he will be appointing a committee to start the process of preparing a comprehensive plan for the Village. The committee members will be made up of representatives from various other Village boards. SPECIAL SESSION Motion was made by Deputy Mayor Lobato-Church, seconded by Trustee Scaglione to go into special session. Motion carried 7-0. Motion was made by Trustee Rosenbloom, seconded by Trustee Handelman to approve a community development block grant application for a senior bus. Motion carried 7-0. Motion was made by Trustee Handelman, seconded by Trustee Scaglione to approve a community development block grant application for Clinton Street streetscape improvements. Motion carried 7-0. Motion was made by Trustee Scaglione, seconded by Trustee Handelman to approve a community development block grant application for sewer upgrades on Cortlandt Street. Motion carried 7-0. Motion was made by Trustee Wompa, seconded by Trustee Rosenbloom to approve a community development block grant application for streetlights on Beekman Avenue. Motion carried 7-0. Motion was made by Trustee Leavy, seconded by Trustee Handelman to approve the annual ragamuffin parade in Philipsburg Manor scheduled for October 25,2015. Motion carried 6-0. Motion was made by Trustee Scaglione, seconded by Trustee Handelman to authorize the village engineer to solicit bids for the water reservoir project. Motion carried 7-0. Motion was made by Deputy Mayor Lobato-Church, seconded by Trustee Leavy to go out of special session. Motion carried 7-0.
