                  <text>The Board of Trustees of the Village of Sleepy Hollow held a meeting on Tuesday, October
27, 2015 Village Hall, 28 Beekman Avenue, Sleepy Hollow, New York.
Present:

Mayor Kenneth G. Wray
Deputy Mayor Jennifer Lobato-Church
John Leavy
Dorothy Handelman
Glenn Rosenbloom
Denise Scaglione

Absent:

Karin Wompa, Trustees

Also Present: Anthony P. Giaccio, Village Administrator
Paula A. McCarthy Tompkins, Village Clerk
Sean E. McCarthy, Village Building Inspector
Gregory Camp, Police Chief
Clinton Smith, Village Counsel
David Smith, Village Planner
At 7:00 p.m. Mayor Wray called the meeting to order with a pledge to the flag.
Public Hearing: ARB Jurisdiction:
Mayor Wray opened the public hearing to the public at this time.
Krista Harries of 47 Depeyster Street addressed the Mayor and the Board of Trustees and
asked if transferring jurisdiction of the ARB to the Planning Board is the right decision for the
Village in the long term. She also asked if the guidelines were reviewed prior to this decision.
She is concerned that this merge may change the appearance of the Village in the future.
Mayor Wray explained that at times, certain projects require special permits and when there
are unnecessary delays, it may delay the project from moving forward.
Trustee Rosenbloom qualifications - are volunteers and have demonstrated dedication for
the village There were no further comments at this time.
On a motion by Deputy Mayor Lobato-Church, seconded by Trustee Leavy the public hearing
was closed.

�Approval of Warrants:
On a motion by Deputy Mayor Lobato-Church, seconded by Trustee Leavy, the warrant of
$437,630.92 was approved.
Deputy Mayor Lobato-Church and Trustee Handelman asked for a final expense report for
Circus Latino and the Hayride.
Approval of Minutes:
Deputy Mayor Lobato-Church moved, seconded by Trustee Scagiione to approve the minutes
of October 20, 2015. Motion carried.
Mayor announcements:
Mayor Wray appointed Trustee Rosenbloom as a liaison for the Syl&lt;es park project.
Administrator's Report: (see attached)
Department Head Reports:
Sean McCarthy, Building Inspector (see attached report)
Gregory Camp, Police Chief (see attached report)
Chief Camp also stated that Police Officers will be out during Halloween Day, and asked
everyone to be careful during 'trick or treating'. Chief Camp asked that everyone be careful
walking in the Webber Park area which is currently undergoing a water pipe relining project.
Chief Camp announced that all residents may report a crime anonymously through the
"citizen observer, tip411 hotline" more details available on our website and village calendar
The Youth Police Advisory Committee met on October 26, 2015.
Trustee Handelman asked if speeding tickets are being issued on Rt 9.
Trustee Leavy complimented and thanked all Police Officers for all their hard work during the
most recent trying times.

�Public Comments:
Mayor Wray opened the meeting to the public an invoked the 3 minute rule.
M a r y Ellen J o y of Riverside Drive addressed the Mayor and the Board of Trustees and
expressed concerned regarding the upcoming Halloween weekend and possible mischiefs.
She also stated that some traffic signs in her area need to be attended to.
M a r i o B e l a n i c h of North Washington addressed the Mayor and the Board of Trustees and
asked what the Village is doing regarding an incident at the cemetery.
Mayor Wray stated the cemetery is private property.

New Business:
Mayor Wray appointed Susie Hernandez of Barnhart Avenue to the Police Advisory
Committee ' P A C effective immediately.

At 8:15 pm, on motion by Deputy Mayor Lobato-Church, seconded by Trustee Handelman
the meeting was adjourned.
