Present: Mayor Kenneth G. Wray Deputy Mayor Jennifer Lobato-Church Glenn Rosenbloom John Leavy Denise Scaglione Karin Wompa Dorothy Handelman, Trustees Also Present: Anthony Giaccio, Village Administrator Sean McCarthy, Village Architect Mayor Wray called the work session to order at 7:00 EXECUTIVE SESSION Motion was made by Deputy Mayor Lobato-Church, seconded by Trustee Handelman to go into executive session to discuss a legal matter. Motion carried 7-0. At 7:20, motion was made by Deputy Mayor Lobato-Church, seconded by Trustee Leavy to go out of executive session. Motion carried 7-0. ENERGY AUDIT - Jim Quinn of Willdan Energy Solutions gave an overview of an energy audit that his firm recently completed in conjunction with the New York Power Authority. Three Village buildings were studied to see if steps can be taken to reduce energy costs. The energy rating for the three buildings is about at the national average for similar buildings. Mr. Quinn made recommendations on how to proceed. He also talked about initiatives related to LED street lights and micro-grids. Discussion ensued. ARB RESTRUCTURING - The Board discussed transferring certain Architectural Review Board responsibilities to the Planning Board. A public hearing was recently held on this matter. There was a concern that the Planning Board could possibly be over-burdened with the additional responsibility. Sean McCarthy was asked to comment and feels that the Planning Board can take on this responsibility. Mayor Wray requested that this item be on the next Village Board meeting agenda. �YOUTH PROGRAMMING - Mayor Wray started the discussion on youth programming. He is recommending that the Village Board allocate $10,000 to the Community Opportunity Center (COC) to run evening recreation programs for teenagers. This initiative is in response the recent tragedy that took place at Bamhart Park in which a homicide took place involving a teenager. Concerned residents came to a Board meeting and one of the recommendations they made was for the Village to provide more activities for teenagers. Mayor Wray met with representatives from the COC and they said their gymnasium was available for evening programming. COC, Treasurer, Jim Hart was in attendance and answered questions from the Board. The Board was supportive of this program. SPECIAL SESSION Motion was made by Deputy Mayor Lobato-Church, seconded by Trustee Rosenbloom to go into special session. Motion carried 7-0. Motion was made by Deputy Mayor Lobato-Church, seconded by Trustee Scaglione to instruct the village treasurer to allocate $10,000 to ftmd evening recreational programming for teenagers at the Community Opportunity Center. Motion carried 7-0. Motion was made by Deputy Mayor Lobato-Church, seconded by Trustee Rosenbloom, to go out of special session. Motion carried 7-0. AUTOMATED GARBAGE TRUCKS - Trustee Rosenbloom led the discussion regarding automated garbage trucks. Trustee Rosenbloom attended a vehicle demonstration that was recently conducted at the Department of Public Works. Trustee Rosenbloom highly recommends pursuing this idea. He said that automated garbage trucks can reduce worker's compensation claims and manpower costs potentially reducing trash pick-up to one day a week. An automated garbage truck roughly costs the same as a traditional garbage truck and can be used for both trash and recycling. The technology has improved and it is possible of covering a good portion of the Village. Smaller streets and one ways would still require a chase truck. Trustee Rosenbloom said that General Foreman, Rich Gross is supportive of this idea. Trustee Handelman asked about how much of the Village could be covered by an automated truck. Trustee Scaglione supports the idea, but only if it does not resuh in one day a week trash pick-up. Deputy Mayor Lobato-Church suggested that residents be given the option to opt out of the program. Mayor Wray asked Trustee Rosenbloom to find out which other communities have automated garbage trucks and proposed having a presentation on this at a future work session. MAYOR'S ANNOUNCEMENT - Mayor Wray announced that the Sleepy Hollow Local Development Corporation will be making a presentation at the next Village Board work session. He said that an update on the Edge on Hudson project will also be on the agenda. �EXECUTIVE SESSION Motion was made by Deputy Mayor Lobato-Church, seconded by Trustee Handelman to go into executive session to discuss contract negotiations. Motion carried 7-0. Motion was made by Trustee Wompa, seconded by Trustee Handelman to go out of executive session. Motion carried 7-0.
