Present: Mayor Kenneth G. Wray Deputy Mayor Jennifer Lobato-Church Dorothy Handelman (in at 7:58 p.m.) John Leavy Glenn Rosenbloom Denise Scaglione, Trustees Also Present: Paula A. McCarthy Tompkins, Village Clerk Anthony Glaccio, Administrator Sara DiGiacomo, Village Treasurer Clinton Smith, Village Counsel Sean E. McCarthy, Village Building Inspector Richard Gross, General Foreman At 7:01 p.m. Mayor Wray called the meeting to order with a pledge to the flag and a moment of silence for Mary Ann Lawlor, a longtime resident of Sleepy Hollow. Our thoughts are with the family and friends. Mayor Wray presented Police Officer FiorisI and Police Officer Guzzo with a Lifesaving Award, for a recent lifesaving incident involving a village resident. Public Hearing: Short Term Parking on Beekman Avenue Kevin Kaye, Co-President of the Chamber of Commerce addressed the Mayor and the Board of Trustees and stated that temporary parking is needed to accommodate residents shopping in local stores, and It's a benefit to the merchants. There were no further comments at this time. On a motion by Trustee Leavy, seconded by Trustee Scaglione, the public hearing was closed. Public Hearino: Short Term Parking on College Avenue Marcel Pozio, owner of La Esquina Latlna, located at 95 Beekman Avenue, addressed the Mayor and the Board and asked for metered parking on College Avenue and Valley Street. There were no further comments at this time. On a motion by Trustee Wompa, seconded by Trustee Leavy the meeting public hearing was closed. �Approval of Warrants: Trustee Scaglione moved, seconded by Trustee Handelman to approve the warrant and authorize the Treasurer to pay the bills in the amount of $312,121.09. Motion carried. Approval of Minutes: Trustee Leavy moved, seconded by Trustee Rosenbloom to approve the minutes of November 3, 2015. Motion carried. Mavor Announcements: Mayor Wray announced that he recently met with school officials and will continue to have ongoing discussions, and also stated that everyone's safety is the most important. Mayor Wray also stated that Veteran's Day is a day to remember all our armed forces personnel fighting for our country. Department Head Reports: Paula McCarthy - Village Clerk reported for the Clerk's Office and stated that throughout the year numerous permits were processed totaling approximately 340 permits in the amount of approximate $43,000.00 . Numerous parking permits for the 2015-2016 fiscal year were also issued, totaling approximately $104,000.00 Richard Gross - General Foreman for Public Works, reported that the Sanitation Dept. will be off on Wednesday, November in observance of Veteran's. Con Edison continues to do work in Sleepy Hollow installing gas lines, and the water pipe relining in Webber Park is completed for now. Mr. Gross stated that the Leave vacuum cannot operate on Route 9 due to safety concerns and asked that residents continue to bag leaves to avoid clogging drains. Administrator's Report: (see attached) Public Comments: Aaron Pam, of Sleepy Hollow, addressed the Mayor and the Board of Trustees and on behalf of the SHHS class of 1985, thanked the Board for designating October 17, 2015 a day in memory of Suzanne Pell. Resolutions: There were no resolutions. �New Business: Trustee Leavy stated that at a recent meeting with the Tappan Zee Constructor, they discussed the possibility of using the Edge on Hudson location for temporary parking. More discussions will ensue in the near future. Public Comments: Mayor Wray opened the meeting to the public and invoked the 3 minute rule. There were no comments at this time. Mayor Wray asked for a motion to go into Executive Session to discuss a personnel matter and a litigation matter. On a motion by Trustee Scaglione, seconded by Trustee Wompa the Board went into Executive Session. Motion carried. On a motion by Deputy Mayor Lobato-Church, seconded by Trustee Leavy, the Board exited executive session. Motion Carried. McCarthy Tompkins Village Clerk �ADMINISTRATOR'S REPORT (11/10/15) SKYES PARK SITE WORK: A meeting was held with Trustee Rosenbloom and Sean McCarthy regarding how to proceed with the Sykes Park Comfort Station project. It was decided that much of the work can be done in-house. The DPW will start work this week on the project. PIPE RELINING PROJECT: The Pipe Re-lining project is wrapping up. We realize this project was an inconvenience to the residents of Webber Park and we thank them for thier patience. The lower part of Webber Park will be done in the spring, SLEEPY HOLLOW ARBOR DAY: Arbor Day in Sleepy Hollow will be celebrated on November 20 with the planting of a tree at Bamhart Park. This event is one of the requu-ements for the village to become a tree city USA. More details to follow. CIRCUS LATINO REPORT: Grant Writer Fiona Hodgson will be reporting on Circus Latino at the December 1st work session. KINGSLAND WATERLINE: The County has informed me that funding for a new water line at Kingsland Point Park will be up for a vote. The Village will continue to run a temporary water line from Edge on Hudson until the permanent work is completed. VETERAN'S DAY: Tomorrow is Veteran's Day. All Village Offices are closed.
