Present: Mayor Kenneth G. Wray Deputy Mayor Jennifer Lobato-Church Glenn Rosenbloom John Leavy Denise Scaglione Dorothy Handelman Trustees Karin Wompa (Absent) Also Present: Anthony Giaccio, Village Administrator Sean McCarthy, Village Architect Rich Gross, General Foreman Mayor Wray called the work session to order at 7:00. NATURAL RESOURCE INVENTORY - David Avrin of the Environmental Advisory Committee introduced Laura Heady from the New York State Department of Conversation. Ms. Heady gave a power point presentation on how to conduct a natural resource inventory. A natural resource inventory (NRI) compiles and describes important natural resources within a given locality. Cultural resources, such as historic, scenic, and recreational resources, can also be included in an NRI. The inventory has two basic purposes, to provide the building blocks for comprehensive land-use and conservation planning, and to allow natural resource information to be included in local planning and zoning. The Board had several comments and questions. LOCAL DEVELOPMENT CORPORATION PRESENTATION - Chairman of the Sleepy Hollow Local Development Corporation (SHLDC), David Schroedel presented a report to the Board. SHLDC executive board members Anthony Scarpati and Teresa Oeste were also in attendance. Mr. Schroedel updated the Board on the various projects the SHLDC has been involved in, since he took over as chair in June. He spoke about several issues related to the east parcel including security, planning and future development. Mr. Schroedel also spoke about several opportunities that the SHLDC has been exploring including potential work force housing and redevelopment of the old department of public works garage. The Board thanked Mr. Schroedel and the rest of the SHLDC board for their work. �EDGE ON HUDSON UPDATE - Planner, David Smith updated the Board on the Edge on Hudson project. The Planning Board recently approved the site plan for phase one of the project, which includes 306 housing units and open public space. It is expected that site will begin in the summer of 2016 and buildings will start going up in 2017. Prior to any construction, a temporary bridge will be erected over the train tracks in order to bring fill to the site. A permanent bridge will later be erected. Mayor Wray mentioned that all documents related to the Edge on Hudson project are available on the Village's website. TAPPAN ZEE BRIDGE CONSTRUCTORS REQUEST - Clyde Joseph and Carla Julian of Tappan Zee Constructors addressed the Board. Tappan Zee Constructors would like permission to use a portion of the Edge on Hudson for parking and to bring concrete fill onto the site. Phase one of the project is to permit 375 parking spaces on the site. It will also include the construction of a temporary dock that will take workers out to the bridge. This phase is expected to run until June, 2017. At that point, the site will transition from a parking lot to a fill operation. Concrete from the old Tappan Zee Bridge will be brought to the site and converted to fill. The Board had concerns about traffic, noise and how the request will affect the Edge on Hudson project. A lengthy discussion ensued. SHORT TERM PARKING - The Board discussed whether to approve short term parking on Beekman Avenue and College Avenue. A public hearing was recently held on this matter. There was a consensus on the Board to approve one short term space on Beekman Avenue and two on College Avenue. Mayor Wray asked that this item be on the next Board meeting agenda. EXECUTIVE SESSION Motion was made by Deputy Mayor Lobato-Church, seconded by Trustee Handelman to go into executive session to discuss legal matters. Motion carried 6-0. Motion was made by Trustee Leavy, seconded by Trustee Scaglione to go out of executive session. Motion carried 6-0. At 10:40, the work session was adjourned.
