Present: Deputy Mayor Jennifer Lobato-Church John Leavy Dorothy Handelman Glenn Rosenbloom Denise Scaglione Also Present: Anthony P. Giaccio, Village Administrator Paula A. McCarthy Tompkins, Village Clerk Sara DiGiacomo, Village Clerk Clinton Smith, Village Counsel Sean E. McCarthy, Village Building Inspector Gregory Camp, Village Police Chief Absent: Ken Wray, Mayor Karin Wompa, Trustees At 7:02 p.m. Deputy Mayor Lobato-Church called the meeting to order with a pledge to the flag and a moment of silence for Mr. John Lacarubbo, the father of Richard Cox, SH Parking Enforcer, Mr. Richard Cox Santiago, and for the father of Sangeeta Tiwar, SH Crossing Guard, Mr. M.N. Tiwari. Our thoughts are with their families. Approval of Warrants: Trustee Scaglione moved, seconded by Trustee Handelman to approve the warrant and authorize the Treasurer to pay the bills in the amount of $221, 988.82. Motion carried. Approval of Minutes: 10/13/2015; 10/27/2015; 11/10/2015, 11/17/2015; Trustee Rosenbloom moved, seconded by Trustee Scaglione to approve the Minutes of 10/13/2015; 10/27/2015; 11/10/2015,11/17/2015; subject to minor typographical errors changes. Motion carried. Administrator's Report: (see attached) Department Head Reports: Chief Camp, Police Chief (see attached report) Robin Pell, Recreation Supervisor, reported for the recreation department. She tanked all staff for their assistance during the Halloween hayride events, and suggested that in the future there should be a hayride night dedicated to local residents. The Santa Claus mail box is now available at the post office for all children. �A snowman contest will be taking place during the first snow fall, more details will follow. On December 18th the Clydesdale horses will be back for carriage rides, during the cookies and milk with Santa event, taking place at Village Hall starting at 6:00pm. All kids are welcome. The after school program will remain at the senior center until further notice. Sean McCarthy, Building Inspector (see attached report) Public Comments: Deputy Mayor Lobato-Church opened the meeting to the public and invoked the 3 minute rule. Leslie Malandrino of Gordon Avenue addressed the Deputy Mayor and the Board of Trustees and complaint that the new fire hydrant in front of her house is taking up a parking space and wants it moved. Mr. Giaccio responded that due to a water valve problem, it required the hydrant to be moved. Baiba Rudzitis Pinnis of New Broadway addressed the Deputy Mayor and the Board of Trustees in a written statement. (See attached) Resolutions: (see attached) New Business: Trustee Rosenbloom asked that all information needed for the December 8th public hearing special parking request from TZ constructors be available to residents. Discussion ensured. Communication: Village Clerk stated that Mr. Galella sent a thank you letter on behalf of the North Tarrytown High School Alumni Association, to the Board of Trustees for their support during their traditional memorial ceremony. (See letter attached) Senator Murphy also sent a thank you letter stating he enjoyed the hayride with his family. The Village Clerk's Office will be collecting toys for "Toys for Tots", donations may be dropped off at Village Hall by December 18th. Mavor Announcements: Deputy Mayor Lobato-Church announced that Offices will be closed on Thursday, Thanksgiving Day, and only household garbage will be picked up on Friday, November 27th. �The loose leaf pickup truck cannot get to all streets on a regular basis so all residents are asked to continue to bag leaves to avoid clogged drains. Public Comments: There were no comments at this time. At 8:09 p.m. on a motion by Trustee Leavy, seconded by Trustee Handelman, the Board of Trustees went into executive session to discuss a legal matter. At 8:20 p.m. on motion by Trustee Leavy, seconded by Trustee Handelman the Board of Trustees exited the executive session. No actions were taken. McCarthy Tompkins Village Clerk �ADMINISTRATOR'S REPORT (11/24/15) WATER TANK BIDS: The water tank bids and water main connection bids came in today and it looks like we had a successful bid opening. We had many bidders and the lowest bidders came in within budget. The bids will be reviewed and a recommendation to award the bids will be made in time for the next Board meeting. SENIOR BUS: Unfortunately, both senior buses are out of commission. We have been trying to find a temporary replacement bus from the school and other villages. We're aware that this has been a huge inconvenience for some residents, but we are working on the problem. SLEEPY HOLLOW ARBOR DAY: The Arbor Day event in Sleepy Hollow was held this past Friday. Thank you to John Millar, Earl Tompkins, Allie DePaulo and representatives from the DEC for helping to organize the event. Two trees were planted at Barnhart Park with the help from the children of the after-school program. WORK SESSION AGENDA: Next week's work session will include a couple of presentations. Besides Circus Latino, we're going to have Scenic Hudson give a report on its trail planning study. Amy Kakala from Scenic Hudson will be giving the report. VILLAGE HALL PHONES: Today, the Village Hall phones were down most of the day. We apologize for the inconvenience. They are up and running now. HARASSMENT TRAINING: On October 27, the village hosted a harassment training seminar for supervisors. Individuals from many different municipalities attended. Thank you to Paula McCarthy Tompkins for setting this up. LOOSE LEAVES PICK-UP: A reminder that the Village DPW is working hard to pick up loose leaves left at the curb. This is a big task and we can't get to every street every day, but all the leaves will eventually get picked up. CHAMBER OF COMMERCE EVENT: This Saturday the Chamber of Commerce is sponsoring an event called the Chamber Games at the on-track sports center in Tarrytown. The event will run from 11:00-3:00 and will include games, vendors and food. All are welcome to attend. DPW SCHEDULE: A reminder that there will be village wide garbage pick-up on Friday this week due to the Thanksgiving holiday. �Good Evening! I realize that it might be a bit premature to be discussing the proposed automated Garbage truck, which Trustee Rosenbloom discussed at the Work Session on November 3rd and that the debate on this issue is in the beginning stages, but I do hope that my concerns will be addressed during the analysis process. I am acknowledging that I am not engineer and do not have a technical background. My comments are from a concerned citizen. O W / (U> ^fiJUj, CLAJ f w I am a proponent of using the latest technology for the benefit of theVillage, its hardworking employees, residents, and taxpayers. However, technology and state of the art equipment should serve the populace, and the populace should not have to adjust its lifestyle to serve technology. After listening to Trustee Rosenbloom's informative presentation on automated trucks, I have the following concerns; 1) Would the automated garbage truck be a viable option in all neighborhoods? I can see it being effective in areas of the Village where there are garages and have a flat terrain. I would have to be convinced that this state of the art truck would work in hillier parts and for homes that do not have a place to store a 95 gallon garbage bin with wheels 2) Trustee Rosenbloom stated that the truck is sturdy, but light enough for an adult woman to handle. How light is the i.e. weight? One F&Q from a town called Linden indicated that the garbage bins can withstand 45mph winds. Even with this strenghth, if the garbage bin is placed by the curb on a hilly street, i.e. Rice, Crane, Tappan, Gory Brook. Gordon Avenues, is there a chance that the bin might roll down the hill and smash into a neighbor's car? �A, . . . . . ' �3) In a memo to its residents, in Orange County, Florida, it was stated that the size of the bin is 45.3" high; 28.7" wide and 33.73" deep. Orange County in Florida also stated that they would have two garbage bins - one for recyling with a blue cover and a green for other garbage. Will Sleepy hollow also provide two recycling binsf Many of us would be hard pressed to find storage space. 4) The bins have a capacity for 8-13 gallon plastic garbage bags. X j 6 n an average week, m y ^ family house only uses approximately 4 - 1 3 gallon garbage bags. Isn't this overcapacity. 5) For recyclables, will we be able to combine bottles and newspapers. If not, I certainly do not require a 95 gallon bin for cans and bottles. I might enjoy my wine, but I certainly do not fill a 95 gallon bin with my empties. 6) Deputy Mayor Lobato-Church mentioned a concern I also have and that is pushing a 95 gallon bin up or down a hill. During adverse weather conditions, maneuvering a bin could be a safety hazard. Unfortunately, I was unable to find the actual weight of an empty garbage bins. However, in the town of Linden's information to its residents stated: ' The cart is designed to hold normal household garbage. It has a maximum weight of 300 lbs. filled and will roll easily even with a full load in it*. I am certainly concerned about pushing a 300 lb. bin uphill or downhill in hazardous icy and snowy conditions. I would also like to point out that a bin could be a financial burden. I certainly do not intend to make this discussion all about me, but I would have to hire someone to shovel a walkway for me and the garbage bin to wheel the bin down a steep driveway. In additional, I would have to generously salt the pathway. . I am sure that I would not be the only one in my neighborhood with this predicament. �Currently, I myself can shovel snow off my stairs and carry down a plastic/garbage bag. 7) Many of the homes in this Village are 2-3 family homes. If the owner of the house is away or does not live on the premises, there is no problem for a tenant to carry out a garbage bag and put it on the curb, but one cannot put the obligation of wheeling down and up a 95 gallon garbage on a tenant. Owners of 2-3 family homes certainly do not hire Professional management companies and oversee their own properties. The burden of a 95 gallon garbage bin mandate will certainly result in higher costs for the landlord in a high tax area. Thank you!
