Present: Mayor Kenneth G. Wray Deputy Mayor Jennifer Lobato-Church John Leavy Glenn Rosenbloom Denise Scaglione Karin Wompa, Trustees Absent: Dorothy Handelman Also Present: Anthony P. Giaccio, Village Administrator Paula A. McCarthy Tompkins, Village Clerk Sara DiGiacomo, Village Clerk Clinton Smith, Village Counsel Sean E. McCarthy, Village Building Inspector Gregory Camp, Village Police Chief At 7:02 p.m. Mayor Wray called the meeting to order with a pledge to the flag and a moment of silence for Dominic Pavilla and Mary Patton both are longtime residents of Sleepy Hollow. Our thoughts are with their families and friends. Mayor Wray stated that he will move some agenda items in order to accommodate the public hearing without interruptions. Approval of Warrant: On a motion by Deputy Mayor Lobato-Church, seconded by Trustee Rosenbloom, to approved the warrant and authorize the Treasurer to pay bills in the amount of $763,805.82 Administrator's Report: (see attached) Department Head Reports: Public Works: General Foreman, Mr. Gross addressed the Board of Trustees and explained the difference between garbage trucks that have an automatic arm. Leaves have been picked up throughout the season. Pipe relining in the Webber Park area has been completed. Ambulance Corp: Thief D'Alessandro addressed the Board and stated that ambulance crews have been responding to calls on a timely fashion, new report system is in the works. The demo ambulance was looked at recently and will continue to work on specs for new ambulance. �Police Chief Camp introduced new Chaplin for the Police Department, Father Danny. Mavor Announcements: Mayor Wray wished everyone Happy Hanukah. Mayor stated that yesterday was Pearl Harbor Day and we all should remember those who served and those who are still serving, especially those in our community. Mayor appointed Jill Liflander to the Police Advisory Committee. Mayor announced that the residents may donate new toys for "Toys for Tots" until December 18th, drop off in the Clerk's Office. Mayor stated that anyone needing to donate small furniture items may do so through furnituresharehouse.org to assist victims of domestic violence. Public Hearing: Request for Parking Lot at Edge on Hudson A public hearing was held on a special permit requested by Tappan Zee Constructors. The Village Clerk read the public hearing notice. Carla Julian and Clyde Joseph represented Tappan Zee Constructors. Mr. Joseph gave an overview of the project. Tappan Zee Constructors would like permission to park up to 375 vehicles on the Edge on Hudson property. The request also includes the construction of a floating dock that will be used to transport workers out to and from the bridge. Mayor Wray opened the meeting to the public and invokes the 3 minute rule. Alan Singer of River St. addressed the Mayor and the Board of trustees and stated that the residents of Ichabods' Landing were not properly notified of this Public Hearing. He stated that the noise level this project will bring tro the area would be unacceptable. He stated he will file an Article 78 against the Village if this project is approved. Doug Smolav, owner of six units on River Street, addressed the Mayor and the Board and stated that he is concern about losing his tenants; and stated he will have to file an appeal if this project is approved. He asked how much the Tappan Zee Constructors are paying Edge on Hudson for the parking spaces. Peter Faulhaber of River Street addressed the Mayor and the Board of Trustees and stated that he does not support this project. Alicia Santacki of River Street addressed he Mayor and the Board of Trustees stated she has two small children and is concerned about the excessive noise and traffic. Carlos Pozio of River Street addressed the Mayor and the Board of Trustees and stated that allowing so many cars to park in these areas will cause tremendous instability in the neighborhood. �Keith Labis addressed the Mayor and the Board of Trustees and stated that our community has supported the GM project. He stated that since its Hanukkah the public hearing should be adjourned to give others a chance to speak Randall Holcombe of 125 River Street addressed the Mayor and the Board of Trustees and asked how this project would affect the first phase of the Edge on Hudson project. Edward Rosenblum of River Street addressed him Mayor and the Board of Trustees and stated that he objects to plan due to the noise level. Alan Garry of River Street addressed he Mayor and the Board of Trustees and asked how this project would interfere with the Edge on Hudson original project. Faith McCready of River Street addressed the Mayor and the Board of Trustees and stated the noise level is intense and constant. There were no further comments at this time. On a motion by Deputy Mayor Lobato-Church, seconded by Trustee Rosenbloom the meeting was adjourned until December 15, 2015. Mayor Wray stated that written comments may be sent to the Village Clerk's Office. Mayor Wray also stated that the GM site has been sitting since 1996, and although inconvenient for many, construction work will have to start soon. At 8:50 p.m. on a motion by Trustee Leavy, seconded by Trustee Scaglione, the Board went into executive session to discuss personnel matters and potential legal matters.
