                  <text>Minutes of the Board of Trustees
Village of Sleepy Hollow
A work session of the Board of Trustees of the Village of Sleepy Hollow was held on Tuesday,
January 5,2016 at 7:00 P.M. at Village Hall, 28 Beekman Avenue, Sleepy Hollow, N.Y.

Mayor Wray called the work session to order at 7:00pm.
CLERK'S OFFICE FEE SCHEDULE - Village Clerk, Paula McCarthy provided the Board with
a revised fee schedule for the Clerk's office (attached). Ms. McCarthy also provided fee
schedules from other communities for comparison. The Board reviewed each proposed fee
increase and found them to be acceptable with the exception of the alarm permit fee. There was
a discussion regarding this. The Board considered eliminating the alarm permit fee &amp; refunding
residents who paid the fee for the upcoming year. The fees will be voted on next week.
LADDER TRUCK - Trustee Leavy gave an overview on what is happening with regards to the
Village's ladder truck. There is a sense of urgency to replace the current ladder truck because it
is out of service. The Village is relying on mutual aid to cover fire calls. A recent fire on
Hudson Terrace demonstrated the importance of having a ladder truck. The fire department is
looking into to various short term solutions including renting a truck or buying a used one. A
long term solution is to purchase a new truck, but this process will take some time. The Village
has been awarded a $300,000 grant to purchase a new truck. The deadline to use the grant funds
is February 3,2018.
WATER TANK BONDING - Mr. Giaccio informed the Board that a bond resolution is being
prepared for the water tank. This matter was previously discussed by the Board. Mayor asked
for this item to be on the next Board meeting agenda.

�BUILDING D E P A R T M E N T FEE S C H E D U L E - Village Architect, Sean McCarthy provided
the Board with a revised fee schedule for the building department.

The Board reviewed each

proposed fee increase and found them to be acceptable with the exception of the Zoning Board
minutes fee. The Board recommended no increase to this fee. The fees will be voted on next
week.

Deputy Mayor Lobato-Church asked Mr. McCarthy to submit proposed code changes to

be discussed at a future work session.
C O N T I N E N T A L S T R E E T T R A F F I C M I T I G A T I O N - The Board discussed possible parking
restrictions on Continental Street to prepare for construction activity on the East Parcel. There is
currently a plan to truck large amounts of fill to the East Parcel. These trucks will need to travel
on Continental Street in both directions. The Board is looking for ways to mitigate the impact of
this truck traffic. The Board considered removing a couple of parking spaces near Pocantico
Street. The Board asked Mr. McCarthy to verify certain parking restrictions and may set a public
hearing at the next Board meeting.

SPECIAL SESSION
On a motion made by Deputy Mayor Lobato-Church and seconded by Trustee Leavy and carried
unanimously the Board m o v e d into special session.
Mayor Wray appointed Gordon Schwartz to the Planning Board to replace Isabel Mendez.
Motion was made by Deputy Mayor Lobato-Church and seconded by Trustee Rosenbloom to
confirm the M a y o r ' s appointment of Gordon Schwartz to the Planning Board. Motion carried, 7-0
Mayor Wray thanked Ms. M e n d e z for her service to the community.
On a motion made by Deputy Mayor Lobato-Church and seconded by Trustee Leavy and carried
unanimously the Board m o v e d out of special session.
At 9:20, the work session was adjourned.
