                  <text>REGULAR MEETING

NORTH TARRYTCWN, NEW YORK
MARCH 27th, 1996

A regular meeting of the North Tarrytown Architectural Review
Board was held on March 27th, 1996 at 8:10 P.M. in the Village Hall,
28 Beekman Avenue, North Tarrytown, New York.
PRESENT:

ALSO PRESENT:

Chairman Nazemetz called the meeting to order at 8:10 P.M.
After discussion Mr. McCarthy moved, seconded by Mr. talasca
that the minutes of the meeting held on February 28th, 1996 be approved
as submitted. Carried.
1.

Phillips Plaza, North Broadway-Review

Mr. Contadino, Architect for the Project submitted plans,
pictures and a model of the project and outlined type of construction,
rooting, windows and presented letter from various State and Local
agencies favoring the project.
Mr. talasca moved, seconded by Ms. .bina to open the meeting
tor public comments. Carried.
Mr. Stafford, 400 No. Broadway stated he was objecting to
the type of garbage compactor that would be placed adjacent to his
property, and to the placement of the building on the lot.
Mr. Contadino stated that due to the tact that the State had
a utility right-of-way, which the owner was not aware of required
re-positioning ot the building. He stated that the garbage dumpster
would be screened and shrubbery will -be planted.
Mr. fcalasca suggested that the dumpster be moved closer to
the new loading dock
Discussion followed regarding stockade fencing and enclosure
ot the dumpster.
Ms. Esteves, 15 Holland Avenue stated their property is directly
above the proposed project and they were concerned about the wall that
will be constructed below their property.
Mr. Contadino stated that the Village Engineer and the Planning
Board have approved the construction of the wall.

�-2Mr. Nazemetz stated that the Board was only to approve
the appearance ot the project and the Village Engineer and Planners
were responsible for construction and the safety of the wall.
Mrs. Lucille Matheson stated she owns property on top
ot the hill hehind the project and she was very concerned regarding the
safety of the wall and the erosion to her property when construction is
begun.
Mr. Nazemetz stated that Mrs. Matheson should address
her concerns regarding the wall to the Village Engineer and instructed
her to contact them.
Mr. Nazemetz moved, seconded by Mr. .balasca that the
public hearing be adjourned until the next meeting. Carried.
There being no further public comment discussion followed
regarding type ot root and construction of root, type of windows and type
ot brick to be used.
Mr. Barstow stated he would have liked more information
regarding the turret, dormers and recesses.
Mr. Rodriguez stated he has spent quite sometime having
the building designed to suit his needs and he is satisfied with the
building as presented tor the Board's approval.
Mr. Nazemetz moved, seconded by Mr. fcalasca that the plans
be approved as submitted and that the dumpster be enclosed as discussed
and agreed upon, that the "wall" be discussed at the next meeting when
more detail sketches are submitted, and that more details be submitted
regarding the brick work and the "signs". Carried.
2.

Vincent Carrera, 296 No. Washington Street-Vinyl siding in lieu of stucco.

Mr. Tunnquist, Architect for Mr. Carrera presented
Affidavit ot Service to the Clerk.
Mr. Turnquist outlined the construction ot the project
and stated that during construction Mr. Carrera decided to install vinyl
because ot the cost and did not realize he would have to return to receive
approval ot the change.
Mr. McCarthy moved, seconded by Mr. fcalasca to open the
meeting tor public comments. Carried.
There being no comments, Mr. McCarthy moved, seconded by
Ms. tina to close the meeting to the public. Carried.
Discussion followed regarding casing around windows and
front facade and corner finishes.
Mr. balasca moved, seconded by Ms. i?ina that approval be
granted to allow the building to be sided with vinyl siding instead of
stucco and that a minimum ot three inch vinyl casing be installed around

�-3the windows as agreed upon.

Turnquist-Review of Store signs to be placed on Beekman Avenue.

Ron Turnquist, Architect presented samples ot proposed';sign
to be installed on brackets and hung on buildings on Beekman Avenue.
Discussion followed regarding colors, shape oi sign and manner
ot installation.
Mr. Margotta, Building Inspector expressed concern about the
manner in which the signs are to be attached to the buildings.
4.

Edward &amp; Jean Sudol-50 Fremont Road-Addition and alteration.

Mr. McCarthy excused himself from discussion as he is the
Architect tor the project.
Mr. McCarthy presented a letter trom the Sleepy Hollow Manor
Improvement Association (copy in otticial minutes) with their concerns
and stated they have been considered and dealt with.
Mr. McCarthy outlined the project stating that a bathroom would
be constructed on the second tloor, a dormer installed at the rear ot the
house, a root canopy installed which will cover the entrace, new tlagstone
walk will be installed and the house will be repainted.
Mr. talasca moved, seconded by Ms. fcina to open the meeting
tor public discussion. Carried.
There being no public comments, Mr.fcalascamoved, seconded
by Ms. Aloia to close the meeting to the public. Carried.
Discussion tollowed regarding windows, dormers, tront door and
tront door overhang, ridge vents and alignment ot windows over tront door.
Mr. Bar stow moved, seconded by Ms. Aloia to approve the plans
as submitted. Carried.
5.

William Webber (R.Barstow, Representative)-Portico and dormers.
254 Harwbod Avenue

Mr. Barstow excused himselt trom discussion as he is the
Architect tor the project.
Mr. Barstow presented affidavit ot service to Clerk.
Mr. .balasca moved, seconded by Ms.fcina that the meeting be
opened tor public comments. Carried.
There being no public comments, Ms. J?ina moved, seconded by
Ms. Aloia to close the meeting tor public comments. Carried.

�-4Mr. Bar stow outlined the project tor a new portico and stairs,
and the construction ot dormers. Mr. Barstow presented pictures ot the
house as it now exists and presented plans and elevations ot the proposed
additions. Mr. Barstow stated that the house was approximately torty
years old and was a well built colonial.
Discussion tollowed regarding the tinish ot dormers and type
ot construction.
Mr. i-alasca moved, seconded by Mr. Nazemetz that the plans be
approved as submitted. Carried.
Chairman Nazemetz stated that the next meeting ot the Board
would be held on April 24th, 1996.
There being no turther business to come betore the Board Mr.
talasca moved, seconded by Mr. McCarthy that the same be duly adjourned.
Carried.

�SLEEPY HOLLOW MANOR ASSOCIATION

Dear Jean and Ed:
The Board of the Sleepy Hollow Manor Association has reviewed the plans that you
have submitted for the additions to your home at 50 Fremont Road. The Board has approved
the proposed construction but, as you know, concern was expressed over what appeared in
your plans to be a significant difference in appearance between the windows on the first story
of your home and the new windows planned for the new construction on the second story. It
was, therefore, recommended that you make the strongest possible effort to achieve
consistency in the appearance of the fust and second story windows.
It also appears from your plans that the front door overhang has been aligned with the
dormer above and that, as a result, the door and doorstep are not centered with the overhang.
While we recognize that the alternative of centering the overhang with the door would place
the overhang out of line with the dormer, perhaps if the step were extended to line up with
the edges of the overhang, the overhang might appear less of an "afterthought." We hope
that you will consider this modification.
