                  <text>Minutes of the Board of Trustees
Village of Sleepy Hollow
A work session of the Board of Trustees of the Village of Sleepy Hollow was held on Tuesday,
September 6, 2016 at 7:00 P.M. at Village Hall, 28 Beekman Avenue, Sleepy Hollow, N.Y.

Deputy Mayor Rosenbloom called the work session to order at 7:00pm.
EDGE ON HUDSON PRESENTATION - Peter Johnson and Craig Tompkins of Edge on
Hudson updated the Board on work that is being done on the West Parcel. The fill is being
trucked in and rock crushing will begin this week. Plans to bring fill in by barge are being
worked out. This will reduce the truck traffic on Beekman Avenue. Construction drawings for
phase I are being reviewed and should be approved soon. Phase II plans are being worked on,
but are not yet ready for review by the Planning Board. Deputy Mayor Rosenbloom asked when
people will be moving in. Mr. Johnson said the summer of 2018. Trustee Leavy asked if it were
possible to have two-way traffic over the Beekman Avenue Bridge during the Halloween season.
Mr. Johnson said that they cannot do this for liability reasons.
GRANTS - Mr. Giaccio mentioned two grant applications that need action by the Board. The
first is a grant for sidewalks on Riverside Drive. The Board had questions about how grant
projects are chosen. The other grant is to correct a drainage problem at Philipsburg Manor. The
Board requested more information about the project before a decision can be made. Both items
were tabled.

�DPW CAPITAL PROJECTS - Department of Public Works General Foreman, Rich Gross
sunmiarized his proposed capital projects. Mr. Gross' requests include items for both the
Department of Public Works and the Water Department. The Board discussed the idea of
implementing automated garbage trucks. There was a discussion about the 5 year plan including
capital projects and staffing needs.
INFRASTRUCTURE IMPROVEMENTS - Trustee Leavy proposed a plan to maintain the
Village's infrastructure. Trustee Leavy believes that there should be a strategy for maintaining
streets, sidewalks, curbs, sewers and catch basins, so that better planning can be done.
Discussion ensued.
FIRE DEPARTMENT CAPITAL PROJECTS - Fire Chief, John Korzelius summarized his
proposed capital projects for the Fire Department. The requests include safety equipment and a
shelter for the used fire truck. The new ladder truck is going out to bid, but will not be part of
this year's capital budget.
POLICE DEPARTMENT CAPITAL PROJECTS - Police Chief, Anthony Bueti summarized his
capital project requests for the Police Department. Chief Bueti provided the Board with a report
describing the various projects and why they should be funded. There was a discussion about the
firing range, desk radio and fleet.
AMBULANCE CORPS CAPITAL PROJECTS - Ambulance Chief, Rich Dalessandro
summarized his proposed capital projects for the Ambulance Corps. Chief Dalessandro feels
strongly that the department needs a new building, which will attract new members and boost
morale. Chief Dalessandro is requesting a new fly car and pagers. Discussion ensued.
CROSSING GUARD - Chief Bueti made a recommendation to hire a crossing guard to fill a
vacancy. Deputy Mayor Rosenbloom requested that this item be approved during special session
because of the urgency of the request.
SNOW AND ICE AGREEMENT - The Board reviewed a draft snow and ice agreement with
New York State. The agreement is for the State to compensate the Village for plowing and
salting State roads that are located in the Village. The compensation is slightly higher than last
year. Deputy Mayor Rosenbloom requested that this item be on the next Village Board meeting
agenda.
EFFORT TO BAN BARGES ON THE HUDSON RIVER - Deputy Mayor Rosenbloom
reported on an effort by various riverfront communities to try and ban additional barges from the
Hudson River. The barges are being proposed by the Coast Guard and a public hearing on the

�matter is currently in process. The Board supports this effort and will consider passing a related
resolution at the next Board meeting.
WEBSITE REDESIGN — Trustee Spiro announced that the new website design is just about
ready to go on-line. Trustee Spiro thanked the Department Heads, especially Paula McCarthyTompkins, for their assistance. Trustee Spiro solicited comments from the Board. The Board
was impressed with the design and thanked Trustee Spiro for all the work she did on this project.

SPECIAL SESSION
On a motion made by Trustee Scaglione and seconded by Trustee Gebler and carried
unanimously the Board moved into special session.
Motion was made by Trustee Levy seconded by Trustee Scaglione to authorize soliciting bids for
a fire apparatus. Motion passed 5-0.
Motion was made by Trustee Gebler seconded by Trustee Leavy to approve a block party on
Farrington Avenue. Motion passed 5-0.
Motion was made by Trustee Levy seconded by Trustee Scaglione to hire a crossing guard.
Motion passed 5-0.
On a motion made by Trustee Leavy and seconded by Trustee Scaglione and carried
unanimously the Board moved out of special session.
EXECUTIVE SESSION
On a motion made by Trustee Leavy and seconded by Trustee Scaglione and carried
unanimously, the Board moved into of executive session to discuss legal matters.
On a motion made by Trustee Leavy and seconded by Trustee Gebler and carried unanimously,
the Board moved out of executive session.
At 9:50 the work session was adjourned.
