                  <text>The Board of Trustees of the Village of Sleepy Hollow held a meeting on Tuesday,
September 13, 2016 Village Hall, 28 Beekman Avenue, Sleepy Hollow, New York.
Present:

Mayor Kenneth G. Wray
Deputy Mayor Glenn Rosenbloom
Rachelle Gebler
Sam Gonzalez
John Leavy
Denise Scaglione, Trustees

Absent:

Sandra Spiro, Trustee

Also Present: Anthony Giaccio, Village Administrator
Anne Georgiou, Village Counsel
Sean E. McCarthy, Village Building Inspector
Rich Gross, General Foreman
At 7:00 p.m. Mayor Wray called the meeting to order with a pledge to the flag. Mayor
Wray had a moment of silence for the passing of former Sleepy Hollow resident Bastian
Fasten and Serge Blumenfeld of Highland Avenue.
Recognition;
Mayor Wray recognized the Valhalla Boy Scouts for constructing book shelves at the
senior center. The scouts solicited donations for the material and built the shelves as
part of a merit badge project. The Board thanked the scouts and their leaders for their
work and commitment to the community.
Approval of Warrants:
Deputy Mayor Rosenbloom moved, seconded by Trustee Gebler to approve warrant
16SEP13 in the amount of $727,520.99. Motion carried 6-0-1 (Gonzalez Abstained)
Public Hearing;
Mr. Giaccio read a public hearing notice on a local law that will give the Board of
Trustees and the Police Chief authority to temporarily suspend and impose parking
restrictions in front of houses of worship.
There were no comments from the public. Trustee Leavy said that he felt the proposed
law was too broad and may need to be amended.
Motion was made by Trustee Scaglione, seconded by Deputy Mayor Rosenbloom to
close the public hearing. Motion passed 7-0. No action was taken.

�Approval of Minutes: None
Mayor announcements:
Mayor Wray announced that there was an oil spill at Kendal on Hudson when a heating
oil tank was being filled. Some of the oil ended up in the Hudson River. Mayor Wray
thanked the first responders for helping to limit the damage.
Mayor Wray Announced that there will be a soup soiree fundraising event at the
Kathryn W. Davis Riverwalk Center on Sunday from 4:30pm-6:00pm. The event is
being put on by "It Takes a Village" an organization created to assist seniors citizens.
Mayor Wray explained that It Is federal law for conductors to blow their horns every
time a train passes a work site on the tracks. This was in response to noise complaints
received from residents.
Mayor Wray congratulated Lieutenant Gasko on the birth of his daughter Madison.
Oktoberfest is scheduled for September 24 from l:00pm-5:00pm and will be held at the
Kathryn W. Davis River Walk Center.

Public Comments:
Mayor Wray reminded everyone that a public hearing on the East Parcel Special Permit
will be held next Tuesday at 7:00pm.
Trustee Gonzalez announced that on Saturday there will be a High School Football
Game and a Community Day event at Sykes Park. Trustee Gonzalez encouraged all
residents to attend.

�Mary Ellen Joy asked for an update the Riverside Drive sidewalk project. Mayor Wray
said that the matter will be discussed at the next work session. Ms, Joy also asked for
the speed bump on Riverside Drive to be restored.
Neil Benson introduced himself and said that he is part owner of a new restaurant in
Sleepy Hollow. The restaurant is called the Red Zebra and will open sometime in
October.
At 7:55pm, on a motion by Trustee Gebler, seconded by Trustee Gonzalez, the Board
meeting was adjourned.
