                  <text>Minutes of the Board of Trustees
Village of Sleepy Hollow
A work session of the Board of Trustees of the Village of Sleepy Hollow was held on Tuesday,
September 20, 2016 at 7:00 P.M. at Village Hall, 28 Beekman Avenue, Sleepy Hollow, N.Y.

Mayor Wray called the work session to order at 7:00pm.
EAST PARCEL SPECIAL PERMIT PUBLIC HEARING - The Village Board continued a
public hearing on a special permit for the East Parcel. The hearing was held concurrently with a
public hearing held by the Sleepy Hollow Local Development Corporation on the DEIS for the
East Parcel. Mr. Giaccio read the public hearing notice. Mayor Wray solicited comments from
the public. Official transcripts were taken and will be made part of the record. Motion was
made by Trustee Scaglione, seconded by Trustee Gebler to close the public hearing and to accept
written comments until September 30,2016. Motion carried, 7-0.
DEPARTMENT OF TRANSPORTATION GRANT APPLICATION - Grant writer Fiona
Mathew was in attendance to answer questions related to a DOT grant application. The Board
discussed potential projects.
HISTORIC HUDSON VALLEY GRANT CONTRACT - Grant writer Fiona Mathew was in
attendance to answer questions regarding a grant contract for a drainage project at Historic
Hudson Valley. The grant has been approved and a contract needs to be signed by the Mayor.
The project is to install water/oil separators to prevent oil from the street entering the mill pond.
Mayor Wray requested that this item be on the next Board meeting agenda.

�COMMUNITY BENEFITS GRANT PROJECT - The Village has joined a consortium made up
of 5 Village's for the purpose of applying for a New New York Bridge Community Benefits
grant to study Route 9 safety issues, A consortium committee will be made up of three
representatives from each Village. The Board is recommending Dan Convissor, David Hodgson
and Anthony Giaccio to represent Sleepy Hollow on the committee,
DORMITORY GRANT PROJECT - Grant writer Fiona Mathew was in attendance to answer
questions related to a Dormitory grant application that was secured by Senator Terrence Murphy.
The Board discussed potential projects and concluded that sidewalks on Riverside Drive would
be an appropriate project to apply for. Mayor Wray requested that this item be on the next Board
meeting agenda.
BEEKMAN AVENUE BRIDGE DESIGN COMMITTEE - Mayor Wray said that he intends on
appointing Loraine Levy, Pat Monroe, Ann White, Kathleen Sims and Chris Maceyak to an
adhoc committee to review the design for the new Beekman Avenue Bridge.
AMEND PARKING RESTRICTIONS RELATED TO HOUSES OF WORSHIP - The Board
discussed approving parking restrictions that will allow the Police Chief to temporarily suspend
parking near houses of worship for the purpose of church fimctions such as weddings and
funerals. A public hearing on this matter was recently closed. The Board was in favor of
approving this code change.
LICENSE AGREEMENT FOR GATE AT 7 FRANCIS STREET - The Board reviewed a
request by the owner of 7 Francis Street to install a gate on a fence that connects to the Village
owned ambulance building parking lot. In order for this gate to be installed, the Village Board
has to approve a license agreement. Sean McCarthy was asked to explain the request. Mayor
Wray requested that this item be on the next Board meeting agenda.
CAPITAL PROJECTS - The Board continued its discussion on capital projects. The Board
discussed requests made by the administrator. No decisions were made.
TRANSLATOR REQUEST - Trustee Gebler requested that a translator be hired to translate a
survey related to the redevelopment of the East Parcel. The Board was in favor of approving this
request.
EXECUTIVE SESSION
On a motion made by Trustee Leavy and seconded by Deputy Mayor Rosenbloom and carried
unanimously, the Board moved into of executive session to discuss a personnel matter.
On a motion made by Trustee Leavy and seconded by Trustee Scaglione and carried
unanimously, the Board moved out of executive session.

�Mayor Wray directed Mr. Giaccio to determine if a former Water Department employee has met
the criteria set by the Village Board to be eligible to return to work for the Village.
At 10:10 the work session was adjourned.
