Present: Mayor Kenneth G. Wray Deputy Mayor Glenn Rosenbloom Rachelle Gebler Sam Gonzalez John Leavy Sandra Spiro Denise Scaglione, Trustees Also Present: Anthony P. Giaccio, Village Administrator Paula A. McCarthy Tompkins, Village Clerk Sara DiGiacomo, Village Treasurer Clinton Smith, Village Counsel Sean E. McCarthy, Village Building Inspector Anthony Bueti, Police Chief At 7:02 p.m. Mayor Wray called the meeting to order with a pledge to the flag and a moment of silence for 88 year old Sara Ceconi, aka: Dolly, a lifetime resident of North Tarrytown and Sleepy Hollow. Our thoughts are with the family and friends. Mayor Wray presented Sergeant D'Alessandro with a lifesaving award, for his recent actions which saved the life of a local resident. Public Hearing: (New York State Real Property Tax Law Section 467.1) Mayor Wray opened the meeting to the public and invoked the 3 minute rule. There were no comments from the public at this time. Trustee Leavy moved, seconded by Trustee Scaglione to close the public hearing. Approval of Warrants: On a motion by Trustee Gebler, seconded by Trustee Scaglione the warrant was amended and the Treasurer was authorize to pay bills in the amount of $949, 387.68 Motion carried. Approval of Minutes Trustee Gebler moved, seconded by Trustee Scaglione to approve the Minutes of September 6, September 13 and September 20, 2016, with minor typographical error changes. Motion carried. Trustees Gonzalez and Spiro abstained. �Mavor announcements: Mayor Wray was thankful and flattered that Police Chief Bueti received correspondence from the Village of Irvington Police Chief thanking our Police Officers for their assistance with a recent burglary. Police Officer Neris, Lieutenant Gasko, Detective Sergeant Dougherty and Detective Warren were praised for their efforts and hard work. Mayor Wray stated that Oktoberfest was enjoyable and fun. Administrator's Report: (See attached) Public Comments: Mayor Wray opened the meeting to the public and invoked the 3 minute rule. Joan Ferraro, of 95 Beekman Avenue addressed the Mayor and the Board of Trustees and expressed concern about the loading zone on Pocantico St. which makes it difficult for the disabled residents to get in and out of their cars. (See attached letter) Paulo Arencibia of Harwood Avenue addressed the Mayor and the Board of Trustees and stated that him, along with his neighbors, are concerned about speeding traffic in the Manor and asked to have stop signs installed on certain street corners. (Mr. Arencibia provided the Board with a suggested design pattern - see attached) Jean Pierre Van Lent of Harwood Avenue, addressed the Mayor and the Board of Trustees and expressed concerned for speeding traffic and suggested having stop signs installed. Dana McGovern of Hardwood Ave, addressed the Mayor and the Board of Trustees and stated that she is concerned about children's safety when playing on the street and suggested having stop signs installed. At this time there were no more comments from the public. Mayor Wray stated that these concerns will be discussed at a future Board of Trustees Work Session and may require an additional public hearing. At 8:05 pm, Trustee Gonzalez moved, seconded by Deputy Mayor Rosenbloom to move into executive session to discuss a personnel matter. At 8:37 pm, on a motion by Deputy Mayor Rosenbloom moved, seconded by Trustee Gebler the Board exited executive session. �Resolutions: (see attached) R1 - Authorize the Execution of the Agreement with the Dormitory Authority for Riverside Drive Sidewalk Improvements R2 - Authorize the Submission of a Grant Application for a Route 9 Corridor Active Transportation Feasibility Study R3 - Authorize the Execution of a Grant Contract for the Hudson Plaza Project R4 - Appoint Committee for the Beekman Avenue Bridge Design. R5 - Approve Change Order for Water Tank Project R6 - Approve Bond Resolutions Mayors Announcements: Mayor Wray asked for a motion to make several appointments to the Adhoc Committee to review the new Beekman Avenue Bridge design. Trustee Gebler moved, seconded by Trustee Gonzalez to appoint Loraine Levy, Patrick Monroe, Ann White, Kathleen Sims and Chris Maceyak Motion carried. Mayor Wray will also serve on the committee. Motion Carried. Old Business: Trustee Spiro stated that the new website has been launched and encouraged residents to sign up for email notifications through blackboard connect and also use it to send in suggestions/concerns. She also stated the Village's second newsletter has been posted and released. Public Comments: Mayor Wray opened the meeting to the public and invoked the 3 minute rule. McCarthy Tompkins Village Clerk �ADMINISTRATOR'S REPORT (9/27/16) DURACELL CLEAN-UP PROJECT: AECOM is remobilizing for the Duracell clean-up project. This year they will be working on 3 of the remaining 5 properties. AECOM has remediated close to 100 properties over the last four years. BEEKMAN AVENUE SIDEWALK GRANT: Beekman Avenue is going to get a facelift. The Village has been awarded a New York State Department of Transportation grant in the amount of $486,000 to be used for new sidewalks on Beekman Avenue. Earlier in the year the Village was awarded a Community Development Block Grant for street lights on Beekman Avenue and Edge on Hudson is required to pay to repave Beekman Avenue after the finish trucking in fill. BIDS: Bids are being solicited for the 10 muni meters. The bid opening will be on October 21. Alos, out to bid is the ladder truck. The bid opening for the ladder truck is November 14, which will give us enough time to have the apparatus delivered in time for the February 2018 grant deadline. OKTOBERFEST: Oktoberfest was another huge success. Thank you to the Oktoberfest committee, which included Susan MacFarlane, Alex MacFarlane, Jennifer Lobato-Church and Peter Foul-Haber. The weather was great and we had a large turnout. HALLOWEEN EVENTS: We have been advertising the upcoming Halloween events on visitsleepyhollow.com, through our Halloween brochure and through the Village Newsletter. Hayride tickets have gone on sale, and based on the early response, we expect another successful Halloween season. ARBOR DAY: Arbor Day has been scheduled. It will take place on November 4 sometime around 4:00. Thank you to the Tree Committee for planning this event each year. PARKING AND TRAFFIC PROBLEMS: The Police have been addressing both parking and traffic concerns related to work going on on the train tracks. I know that both Metro North and Judlau, the private contractor have been issued tickets because they have been complaint to me about them. We are allowing the them to park their vehicles at Kingsland Point Park during the week, since not too many people go to the park during the week. These efforts seem to be improving things. VILLAGE HALL IMPROVEMENTS: Thank you to the DPW for the work they've done to beatify the entrance to Village Hall.
